Job summary

Provide support to the Chief Operating Officer (COO) and Deputy Director of People in the delivery of an effective strategic communications programme to the Integrated Care Board (ICB) and collaboratively with system partners. The postholder is a member of the Senior Leadership Team and will at all times have freedom to act with minimal guidance.

Support the Chief Operating Officer to ensure the Integrated Care Board (ICB) meets the responsibilities set for it by NHS England, for all internal and external communication, public affairs, media, digital, marketing, and engagement functions to enable health and care to be more inclusive and equitable for all.

Manage the Communications and Engagement Team on a day-to-day basis whilst offering strategic support to both the Deputy Director of People, Executive Leadership and Senior Leadership Team.

About us

The Integrated Care Board (ICB) is a statutory body responsible for local NHS services, functions, performance and budgets. It is directly accountable to the NHS and is made up of local NHS trusts, primary care providers, and local authorities.

The ICB is responsible for joining up care services to improve patient experience in the community. The Board includes a chair, the chief executive and representatives from NHS organisations, primary care (GPs) and local authorities (councils).

The Integrated Care Partnership (ICP) is a statutory committee that brings together all system partners to produce a health and care strategy. As a forum to support partnership working, the ICP brings together local authorities, health and social care, and housing providers.

  • Educated to master's degree level or equivalent; or significant equivalent proven experience of working at a senior level in a large complex organisation in a relevant specialist area.
  • Recognised relevant PR/communications/marketing qualification or significant equivalent proven experience.
  • Advanced theoretical and practical knowledge within specialist field.
  • Evidence of ongoing CPD, professional, management and leadership development.

Your experience

Essential

  • Extensive knowledge and experience at a strategic level of communications and engagement or marketing.
  • Proven experience of working at a strategic level and contributing at a very senior level close to or at Board level in a large complex organisation, preferably within the NHS or care systems.
  • Outstanding reputation and demonstrable successes at a senior level, with a proven track record of supporting effective partnership relationships that are hallmarked by trust, robust delivery and endure challenges, preferably within the NHS or public sector.
  • Ability to process and communicate highly complex, highly sensitive or highly contentious information often in hostile or emotive environments where there are significant barriers to acceptance.
  • Understanding of public and stakeholder engagement with evidence of methodology and experience of implementation.
  • Knowledge of government policy relevant to commissioning and governance.
  • Understanding of NHS structures and working practices; understanding of the national context and developments in health and social care and the A / I Page 8 implications of this on communications and engagement.
