Job summary
The Information Manager will ensure that the ICB has a managed and co-ordinated approach to the implementation of Information Governance. The post holder will work alongside the Deputy Director of Corporate Affairs and the Digital Director as the operational lead for ICB internal Information Governance, and provide specialist Information Governance and Data Protection leadership across Northamptonshire Integrated Care System initiatives, concentrating mainly (but not exclusively) on the secondary uses of personal data and leading collaboration between system partners to ensure compliance with the latest Information Governance requirements.
Main duties of the job
The Information Manager will provide specialised knowledge to senior management and staff and ensure that clear guidance is available and published to ensure that the organisation meets both its statutory and legal obligations.
The post holder will work closely with internal and external partners to develop robust information governance systems and processes that meet statutory and NHS requirements.
o The role supports the ICB in driving transformation as well as value for money in planning, commissioning, and service.o The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.o The role works collaboratively with ICS peers to enable sharing of data to support ICS objectives.
o The job holder will carry out any other duties as may reasonably be required by their line manager.

Operational responsibilities:
- To oversee team members and Commissioning Support colleagues to deliver the commissioned service.
- Supporting the completion of Data Protection Impact Assessments with stakeholders across the ICS regarding use of data for, among other purposes, secondary uses.
- Assessing completed Data Protection Impact Assessment and other documentation for completeness and appropriateness, as well as making recommendations based on that assessment to ICS Information Governance Forum.
- Proactively creating documentation to ensure processes around the secondary uses of personal data remain compliant with Data Protection and related legislation.
- Drafting reports summarising status on issues, appraising outcomes, and providing progress reports for the Chief Officers
- Collate as required, qualitative and quantitative information and lead appropriate analysis to develop robust business cases and contribute to project products.
- Analyse, interpret and present data to highlight issues, risks and support decision making.
- Responsible for proposing and drafting changes, implementation and interpretation to policies, guidelines and service level agreements (SLAs) which may impact service.
- Supporting the standardisation of paperwork/policies/processing across Northamptonshire.
- Proposes changes to own function making recommendations for other service delivery.
- Maintain a good knowledge of emerging policies from government departments for example pensions, change management, constitution. This will assist in the thinking and definition of the strategy discussions for the Network and stakeholders.
