Job summary
The post-holder will develop effective strategies for the management of Urgent and Emergency Care (UEC) across Northamptonshire using expert knowledge to work with colleagues across the county to deliver the agenda.
They will lead the SCC for the organisation providing operational leadership and oversight of our response centre.
In addition they will:
- Provide expert operational leadership across health and social care to support effective flow through the urgent and emergency care pathway.
- Identify examples of local, national and international best practice to ensure Northamptonshire provides the best possible UEC service.
- Be accountable for ensuring all partners work to an agreed set of policies, processes and will co-ordinate the development of system wide improvement plans
- Be accountable for the system-surge function. Liaising with NHS England as necessary and managing all system escalation calls and responses
- Lead and be accountable for demand and capacity planning process for Urgent and Emergency Care; ensuring it is fully understood and systemwide dashboards are continually developed to support the delivery of countywide key performance indicators (KPIs)
- Provide expert advice and support to transformation initiatives for Urgent and Emergency Care across the system.
- Deputise for the Director on operational matters when required to do so.

Job responsibilities
Operational Management of System Urgent and Emergency Care Plans
- Work with system partners on a day-to-day basis to ensure optimal system flow across health and social care (including chairing the daily system call along with members of the team).
- Identify commissioning gaps/blocks impeding system flow, working with the Head of Urgent Care (Strategy and Commissioning), Chief Operating Officers, East Midlands Ambulance Service and Directors of Adult Social Care to identify solutions.
- Agree and oversee escalation processes across the system to ensure patients that are medically fit for discharge do not undergo unnecessary delays in their pathway (from admission through to their final place of residence).
- To provide support to the complex care discharge hubs to enable them to operate as efficiently and effectively as possible.
- Respond to known drivers of demand and support co-ordinated system response to ensure available capacity is optimised.
- Facilitate and co-ordinate relationships to ensure the best experience for patients.
- Ensure system flow is maintained, access times are met, and patients receive the highest standards of emergency care.
