Job summary

We are looking for an enthusiastic and motivated individual with a good working knowledge of the NHS EPRR Framework requirements to join the Integrated Care Board (ICB) Emergency Preparedness Resilience and Response (EPRR) team.

The post holder will work within the EPRR team to support the ICB and Staffordshire and Stoke-on-Trent Integrated Care System (ICS) to plan for, respond to, and recover from a wide range of often highly complex incidents and emergencies impacting health services and patient care, while ensuring the ICB is compliant with the statutory requirements of the CCA (2004), Health and Care Act 2022, and the NHS England EPRR Framework and Core Standards for EPRR.

The post holder will act as a conduit for EPRR advice and guidance; support the development, coordination, delivery, and testing and exercising of arrangements; lead on business continuity planning across the ICB; and support the development and maintenance of the EPRR risk management process.

The post holder will contribute to the resilience of the ICS partnership as directed by EPRR Strategic Lead, and lead the development and review of continual improvement processes to ensure lessons identified are actioned within the ICB and ICS.

Main duties of the job

1. Project manage EPRR workstreams, researching against guidance and best practice, delivering task and finish groups with system partners where appropriate.

2. Lead the development and implementation of ICB business continuity plans in line with the ICB Business Continuity Policy and Management Systems.

3. Support the identification and classification of risks and impacts to inform the ICB EPRR risk management process.

4. Contribute to the development and delivery of the annual EPRR work programme for the ICB.

5. Develop, deliver, and participate in training and exercises, and maintain training and exercise records for ICB Tactical and Strategic Commanders, Business Continuity Leads, and Loggists.

6. Support the preparation and evidencing for the NHS EPRR annual assurance process (core standards), and support the EPRR Strategic Lead in the confirm and challenge process with Trusts and NHS Providers.

7. Contribute to the resilience of the ICB and ICS, engaging in workshops and consultations on system and multi-agency plans, providing input to arrangements and representing the ICB, and where applicable ICS, in discussions with system partners.

8. Support the response to and recovery from incidents, providing advice and guidance to ICB tactical and strategic decision makers alongside the EPRR Strategic Lead.

About us

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.

Location Home based/hybrid working (most of posts). Travel on occasions to a Hub location with at least 1 days notice

New starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based at home are required to have appropriate desk/chair/ relevant equipment in compliance with DSE regulations

Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting the System Control Centre, with full training provided.

Participate in, and where appropriate, coordinate multi-disciplinary EPRR working groups as part of the ICB and Health Emergency Planning Officers Group, engaging with stakeholders and working collaboratively with system partners on common planning themes. The post holder will undertake matrix supervision and be responsible for leading pieces of work and any colleagues assigned to them where appropriate for delivery of such projects across the ICB/ICS.

This will include interpretation of highly complex and sometimes conflicting or incomplete incident situation reports from across the system to inform a joint response to NHS England and support decision making by ICB and ICS incident commanders during significant/major incidents, maintenance and reporting of key performance indicators for business continuity planning, and interpretation of national/regional guidance into local arrangements to inform plans and brief stakeholders of ranging seniority.
