An exciting opportunity has arisen for a dynamic professional to join our Chief Nursing andTherapies Officer Directorate. The post will play an integral role in contributing to a strongand effective care system that sees partners working together to meet health and care needsacross the county.

Through professional and clinical leadership, the role will promote system wide collaborationacross all partner services, facilitating a robust emphasis on safe, effective and high-qualitypatient care, viewed through a population health and health inequalities lens.

Main duties include:

Support the Staffordshire and Stoke-on-Trent Integrated Care Board's vision for quality toensure that services provided are safe, effective, and meet the needs of the population,providing the best experience and outcomes possible.

Work in an effective matrix style to ensure that fundamental standards of quality are delivered, including managing quality and safety risks and addressing inequalities and unwarranted clinical variation.

Promote quality improvement as an approach to enhance the quality of services that make a real difference to the people using them.

Ability to evaluate evidence using national guidance and best practice pathways.

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planningfunctions; managing the NHS budget and arranging the provision of health services in thegeographical area.

Location: Home based/hybrid working (most of posts). Travel on occasions to a Hub location with atleast 1 days noticeNew starters are expected to collect IT equipment, from offices in Stoke-on-Trent, and if based athome are required to have appropriate desk/chair/ relevant equipment in compliance with DSEregulations.

Posts at Band 8c and above, will take part in the On-call rota, flexible over 7 days, supporting theSystem Control Centre, with full training provided.

Job description

Job responsibilities

The post holder is a key member of Chief Nursing and Therapies Officer Team, whose overarching goal is to drive forward quality improvement and patient safety activities acrossall commissioned services. The post holder will be required to lead selected qualityimprovement projects which demonstrate improved outcomes for patients across the ICB.

The post holder will work to develop and implement quality metrics and to support thedevelopment of quality indicators including CQUINS and Quality Impact Assessments withinall services. Working with ICB colleagues to influence service level agreements and theclinical quality measures developed. The post holder will work with the Strategic Leads onthe ICB activities in relation to quality assurance and improvement of various providers. Thiswill include attendance at and full support to the relevant CQRM (or equivalent meeting).

The post holder will support the Lead Nurse for Quality and Patient Safety to undertakeservice reviews, appreciative enquiry visits and other quality improvement projects wherequality and patient safety are the focus of the review.

The post holder will liaise with internaland external staff, team and organisations in matters relating to quality and patient safety innursing and care homes.

As an employee of the ICB, the post holder may gain privileged knowledge of highlyconfidential nature relating to private affairs, diagnosis and treatment of patients, informationaffecting members of the public, personal matters concerning staff, commercial confidencesof third parties and details of items under consideration by the ICB. Key Responsibilities

Operational - The post holder will lead and/or participate in review visits to NHS Providersand independent contractors as required, including hospitals, nursing and residential carehomes, and where appropriate, in partnership with other commissioners and/or withexternal regulators.

The post holder will work with colleagues across the ICB in the development of relevantlocal, national and regional performance and key quality indicators, including thedevelopment and review of quality measures during procurement processes, andmonitoring once a contract has been awarded.

The post holder will work proactively on the management and ongoing review of clinicalrisks and/or incidents ensuring that lessons are learned and shared following investigationand root cause analysis.

The post holder will contribute to the monitoring of Providers registration with the CareQuality Commission, liaising with primary care and Provider organisation commissioners tocover all aspects of the regulation process and to report to key committees as appropriate.

The post holder will work with Lead Nurse for Quality and Patient Safety to ensure the QIAprocess has robust governance and regularly contribute to, and attend, the QIA meetingsto provide the overview and scrutiny.

As a clinician, the post holder will be required to maintain their registration with the relevant professional body including revalidation where appropriate.

The post holder will maintain an up-to-date knowledge and full awareness of all key aspects of the role including legislative changes, regulation, national, regional and local publications.

The post holder may act as line manager to a specified number of staff and will take full responsibility for all aspects of this including recruitment, review, appraisal and, where relevant, the management of any performance related issues in line with ICB policies.

Project Management -

The post holder will be responsible for the quality management of a portfolio of activities and will need to analyse and interpret both quantitative and qualitative data in order to arrive at judgments on performance and the scale and scope of any necessary improvement actions.

The post holder will be accountable for leading on a specific quality project (or projects) as identified by the relevant manager.

This will include full responsibility for all aspects of the specified project(s). The post holder will lead the development of quality metrics for inclusion in specific quality activities to ensure that all requirements are fully met and that improvements in quality can be demonstrated.

The post holder will lead specific service reviews or project work which have a link to clinical quality/patient safety as requested.

The post holder will pro-actively manage stakeholders, respond to and resolve conflict between different stakeholders when this arises through facilitation or other appropriate mechanisms.

The post holder will be responsible for a high standard of work supporting the delivery of projects on time, to quality standards and in a cost-effective manner.

They will maintain the project initiation document and associated plans with regular team meetings to monitor progress and resources.

The post holder will be responsible for leading the strategic management of Serious Incidents and Never Events, in order to maximise learning across the ICB and reduce the likelihood of reoccurrence.

This will include ensuring system compliance through the transition to the new Patient Safety Incident Response Framework (PSIRF) which outlines how providers should respond to patient safety incidents and how and when a patient safety investigation should be conducted.

The post holder will ensure ICB compliance with current and emerging Serious Incident policies to ensure that learning is shared with relevant partners across the system.

This will include the review of national guidance and learning from the PSIRF early adopter sites.

The post holder will receive, analyse, interpret and present data to highlight issues, risks and support decision making.
