At Staffordshire and Stoke Integrated Care Board (ICB) we have an exciting opportunity to join our Finance Team.
We are looking for a Finance Manager to join our fast paced environment and lead the financial management ofMental Health, S75 and Continuing Healthcare budgets.
The post holder is expected to be CCAB qualified with a commitment to continued professional development.
Due to the increasing financial pressures within the Integrated Care System, the role is required within the finance team to support the Programme leads deliver and monitor the Best Use of Resources Programme.
Main duties of the job
The Finance Manger will be expected to
- Provide direct support to the Head of Programme Finance ( Mental Health and CHC ), Directors of Finance and CFO to enable effective management of the ICBs financial position.
- Produce accurate and timely financial reports and working papers, liaising with Senior Leaders in the organisation on relevant budgets.
- Work closely with the MH and CHC team to embed finance processes in all stages of the process.

The Staffordshire and Stoke-on-Trent NHS Integrated Care Board (ICB) is responsible for planning functions; managing the NHS budget and arranging the provision of health services in the geographical area.
Location Home based/hybrid working (most of posts).
Travel on occasions to a Hub location with at least 1 days notice

The main responsibilities of the role within Mental Health, Section 75 and Continuing Healthcare are;
- Provide direct support to the Head of Programme Finance, Director of Finance and CFO to deliver financial information as part of the month end reporting to enable effective management of the ICB financial position in accordance with an agreed timetable;
- Provide strategic and business planning advice to the programme teams and the finance directorate;
- Encourage and influence the programme team/external colleagues to ensure cost effective decision making by management;
- Investigate highly complex financial queries on income and expenditure;
- Interpret highly complex financial data and give advice on financial risks to ensure the budgets are achievable and owned by the Budget Holders;
- Assist and advise the programme teams in the execution of efficiency plans to achieve the performance targets set out in the annual plan;
- Identify business opportunities and threats arising out of market analyses and work with colleagues to identify financial impacts and mitigating actions;
- Provide financial support for revenue and capital business cases as appropriate describing the financial implications of the business case and investment appraisal techniques;
- Support with the preparation of annual accounts and associated working papers.
