Job summary

An exciting opportunity has arisen for an experienced Emergency Planning Manager to join the Norfolk Community Health & Care NHS Trust (NCH&C).

NCHC&C is one of the largest community NHS Trusts in the country providing care in people's homes and local communities. You will be visible within our Trust, can engage with front line teams and leaders, senior managers, Directors and with system partners to ensure emergency planning and business continuity responsibilities are understood and implemented effectively to support patient care. You will network with peer colleagues in the N&W system and represent the Trust at key strategic and tactical EPRR forums and escalations.

We are looking for someone who has experience in Emergency Planning and/or Business Continuity within the NHS. You will be highly motivated, organised, have good interpersonal skills and enjoy a challenge.

The successful candidate will ensure that NCH&C is compliant with its responsibilities under the Civil Contingencies Act (CCA) and NHS England Core Standards for Emergency Preparedness, Resilience and Response (EPRR); and that the required policies and plans are in place and monitored.

Job responsibilities

Key Areas of Responsibility

The post holder will be required to ensure that Norfolk Community Health & Care NHS Trust is compliant with its responsibilities under the Civil Contingencies Act (CCA) and the NHS England Core Standards for Emergency Preparedness, Resilience and Response (EPRR); and that the required policies and plans are put in place.

Emergency Planning and Response

  • To ensure the organisation meets its statutory obligations under the CCA (including non-statutory guidance that accompanies the CCA), and is compliant with all relevant NHS EPRR Core Standards.

  • To provide comprehensive and informed advice on all aspects of health emergency planning, liaising with, visiting and briefing senior Trust staff as required.

  • To ensure that employees of the Trust are able to respond appropriately to emergencies by:

  • Participating in the Emergency Planning assurance framework to provide regular assurance to the Trust board and its sub-committees that the Trust is compliant in all aspects of national and local EPRR requirements.

  • Developing a rolling programme to review the Trusts business continuity plans, threat specific plans, major incident plan, on-call policy and procedures, and threat specific plans to ensure the Trust has robust and complaint plans in place.

  • Organising and ensuring adequate provision of training for relevant staff.

  • Regularly testing the Trusts major incident, business continuity and threat specific plans, ensuring robust actions plans are developed to address areas requiring improvement or amendment.

  • Ensuring the Trusts major incident, threat specific and business contingency plans are compatible with those of other local organisations both within and outside the NHS.

  • Taking a lead responsibility for ensuring the maintenance of the control rooms across the Trust and ensuring that equipment is kept serviceable and available for use.

  • Providing support to ensure that communication strategies and procedures are developed and are in place to deal with any incident within the scope of a major incident, threat specific and service continuity planning.

  • To work in close collaboration with the designated emergency planning leads for the NHS commissioning board local area team & the local clinical commissioning groups, ensuring good two-way communication and flows of information.

  • To develop and maintain close liaison and harmonious working relationship with key representatives with emergency planning roles in all health service agencies and relevant external organisations including the blue light emergency services and local authorities, supporting to create effective frameworks and networks in which joint working can flourish.

  • To support the accountable emergency officer as required, and represent the Trust at established working groups and committees concerned with emergency planning in the area which are relevant to the business of the Trust.

  • To manage the manager on-call provision, ensuring an appropriate rota is in place, a programme of regular learning events are arranged and the on-call manual is up to date.

  • To undertake other duties and projects related to emergency planning, as may arise from time to time.

Personal and Professional Development

  • To undertake personal training to develop an extensive knowledge of emergency planning in the NHS, including the context of chemical, biological, radiological and nuclear emergencies and outbreaks of communicable diseases.

  • To keep up-to-date with legislative and current best-practice developments and disseminate information as appropriate.

  • To develop management and IT skills necessary for further development in the post.

Competencies required

  • Familiar with the principles of Integrated Emergency Management, the six related activities that it describes and the NHS CB Business Continuity Management Framework (2013).
  • Understand the principles of risk based approach towards resilience, preparedness, the application of dynamic risk assessment and the use of decision making models in supporting these processes.
  • Familiar with the NHS CB Command and Control Framework for the NHS during significant incidents and emergencies
  • Be available to support senior management including providing a tactical response, during significant incidents and emergencies during working hours and work flexibly in the event of an out of hours incident.
