Job summary

An exciting opportunity has arisen for a Head of Education to join our PEOPLE Directorate team. The post holder should be passionate about Education and the opportunities that a strong offer can bring to an organisation. The Head of Education will be responsible for developing and delivering a proactive education service to support the delivery of the NHS People Plan and Promises, People Strategy, strategic objectives, and clinical priorities of the Trust

The post holder will provide strategic direction and leadership to ensure the provision of high quality, appropriate learning and development interventions and activities, including clinical skills development, practice education, statutory and mandatory training, e-learning and vocational training to meet organisational and operational requirements

The post holder will also develop and implement learning & development strategies which are aligned to and support the strategic direction of the Trust

To lead on workstreams aligned to the People Operational Delivery Groups, ensuring appropriate input from key stakeholders

The post holder will lead system wide collaboration with internal and external stakeholders, leading the team to diagnose, design, deliver and evaluate Education programmes to ensure delivery of the Trust strategy, vision, values and desired

Main duties of the job

To lead and support the development of the Education Team, ensuring their knowledge and skills are up to date and reflect best practice.

Acts as the lead communicator for delivering key education, learning and development messages, both internally and externally (including outside the NHS)

Produce and deliver information conveying complex concepts. This may include sensitive or highly contentious information and will require the use of appropriate specialist skills to ensure co-operation and progress.

Manages contracts and partnerships with Higher Education Institutes and other education providers efficiently to ensure that education pathways are developed and are accessible to meet the requirements of the Trust.

Take the lead at key meetings and project groups that will drive the education agenda across the Trust.

Leads the development and implementation of an overarching education framework for the organisation, in collaboration with Operational and Corporate teams, which meets national and regional priorities.

Leads on the development and promotion of a clinical career framework, in collaboration with clinical colleagues, that supports staff to acquire skills and competencies for career development and supports workforce developments and organisational needs.

Job responsibilities

Clinical Education & Vocational Learning

Ensures effective processes are in place and implemented to enable staff to access statutory and mandatory training, job specific service training and development programmes which were relevant support staff to comply with professional regulatory requirement.

Ensures the process of learning needs analysis is implemented across the organisation and that identified needs are prioritised and resourced through the education strategy and annual plan and/or as needs are identified.

To support workforce planning working with Divisions, Finance and HR, Workforce, Apprenticeship Lead to ensure that the services have the staffing capacity to meet prevailing and anticipated demand e.g. apprenticeships, specialist practice programmes, etc.

Lead and develop a forum for all clinical educators in the trust to collaborate to support the delivery of the educational plan for the trust.

To coordinate training provision that responds to local and national priorities and targets e.g. NICE guidelines, UK Core Skills, clinical incident and patient experience trends.

Manages the implementation of a system of support for achievement of the care certificate, clinical supervision, professional nurse advocates and preceptorship.

Operational

Supports the strategic planning of organisational projects, identifying interdependencies across projects, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary relating to education and training.

Leads the development and management of processes which measure and evaluate the effectiveness of education initiatives and ensures projects are delivered on time, to quality standards in a cost-effective manner, adjusting plans as required.

Provides regular reports to the Deputy Director of People and Organisational Development, appropriate committees and organisational governance meetings on the work programmes, achievement of targets and organisational impact of key initiatives, so as to show clear outcomes.

Identifies risks to the organisation within the service to ensure there are action plans in place which identify controls in place for those risks and ensures appropriate risks to the organisation are placed on the risk register.

Ensure the organisation maintains an accurate record of education via OLM.

Maintains strategic oversight of the identification of potential educational placements and engagement and liaison with service leads to prepare the environment and appropriate infrastructures to support the Medical and Dental agenda.

Financial Management

Operates within the Trusts standing orders and financial instructions and scheme of delegation.

Overall responsibility for the budget to deliver the annual education agenda including staff, resources and projects: ensuring value for money, effective management and monitoring in compliance with financial standing instructions in the discharge of this responsibility.

Responsible for the commissioning of education, learning and development projects and procurement of services to support project delivery.

Ensure all clinical and non-clinical funding streams are accessed and utilised in accordance with business needs and strategic priorities for example, apprenticeship development/pre-employment programmes.

To contribute towards ensuring the successful delivery of the Trusts efficiency programme within the Division and to be the designated owner for specific agreed scheme.
