Job summary

The Chief Nursing Information Officer (CNIO)/ Chief Clinical Information Officer is a senior leadership role responsible for providing strategic leadership and oversight of clinical informatics initiatives in the organisation. The role will collaborate with nursing and AHP staff, IT teams, and other stakeholders to optimize the use of information and digital technologies in clinical practice, with the goal of improving patient care, enhancing patient safety, and driving innovation.

Main duties of the job

  • Provide strategic direction and leadership for clinical informatics initiatives, aligning them with the overall strategic goals of the organisation
  • Develop and implement clinical information systems, electronic health records (EHRs), clinical decision support systems, and other relevant informatics tools and technologies
  • Provide guidance, mentorship, and support to ensure successful implementation and ongoing optimization of informatics initiatives
  • Collaborate with clinical staff, IT teams, and other stakeholders to assess informatics needs, identify opportunities for improvement, and implement evidence-based practices that enhance workflows and patient care outcomes
  • Drive innovation in practice through the use of technology, including evaluating emerging trends and technologies, and leading pilot projects and initiatives to test and implement new informatics solutions
  • Promote the use of standardized terminologies, data analytics, and other informatics tools to facilitate data-driven decision-making, quality improvement, and research in clinical practice
  • Provide leadership in change management efforts related to clinical informatics initiatives, including addressing resistance to change, managing stakeholders, and promoting a culture of continuous improvement

Job responsibilities

Will support and contribute to credible, effective, and visible professional and clinical leadership across the organisation and will make a corporate contribution in achieving implementation of the NHS England/NHS Improvement strategy and vision for Nurses and Allied Health Professions, and The Long-Term Plan.

To support the Trust in the deployment and use of Electronic Patient Records and will lead and advise on the clinical implementation of specified clinical systems projects within the Trust.

To be responsible for ensuring the effective clinical implementation of the projects in accordance with overall project plans. This includes project definition and monitoring with reference to local readiness, workflow analysis, local configuration of the applications, infrastructure and procurement and installation, interfacing, data migration, training, user support, benefits realisation, applications testing and commissioning.

To communicate, co-ordinate and assist with implementation of projects across a range of clinical services, utilising consistent standards and system technology.

To collaborate with wider CNIO groups, both regionally and nationally.

Will direct and role model to the clinical workforce in developing new ways of working harnessing digital technology, and actively strive to unblock resistance to digital enablement.

Duties and Responsibilities

Ensure that implementation of specified clinical systems programmes support the redesign and development priorities for the Trust.

Ensure projects, services and initiatives are delivered on time, to quality & Safety standards and in a cost-effective manner, adjusting plans as required.

Determine short-, medium- and long-term business plans, achieving safe quality outcomes.

To assist the Project Managers, Programme Manager and Trust Information Services in defining and delivering project objectives, whilst providing clinical safety advice.

To work as part of identified project and programme boards, project teams and user groups, adhering to the appropriate standards, policies, and procedures.

To develop and establish systems for active clinical engagement within services.

To provide timely and appropriate clinical advice to projects and their ongoing implementation.

Work with Clinical teams and Service Managers to facilitate business process review to meet identified local change and development needs.

To work with clinical services to plan and implement significant change management programmes.

To effectively manage a defined implementation budget within the Trust Standing Financial Instructions, including acting as an authorised signatory for goods and materials.

Ensure all assigned project issues are organised, managed, and monitored, according with project management methodologies.

To develop, produce and provide reports to, the Chief Nurse, Assistant Director of Digital Services and project boards, teams and user groups as requested.

Work with EPD to develop and maintain training plans in order to manage the delivery of application specified training.

To develop, organise and chair meetings and clinical user groups ensuring actions are completed.

To establish and maintain appropriate communication networks with clinical service managers and frontline staff.

To develop and maintain a risk, quality, and issues log in relation to clinical system implementation and safety standards and take action to escalate or resolve issues as appropriate.

To acquire and maintain a detailed working knowledge of the systems/applications and clinical implementation to ensure that enquiries and issues can be appropriately and effectively addressed.

To maintain an up-to-date knowledge of the software and system and its opportunities for improvement and development within clinical services.

Provide specialist advice and prepare strategic reports and briefings for directors and stakeholders.

In depth analysis, interpretation, and production of complex and multiple reports.
