Job responsibilities
Will support and
contribute to credible, effective, and visible professional and clinical
leadership across the organisation and will make a corporate contribution in
achieving implementation of the NHS England/NHS Improvement strategy and vision
for Nurses and Allied Health Professions, and The Long-Term Plan.
To support the Trust
in the deployment and use of Electronic Patient Records and will lead and
advise on the clinical implementation of specified clinical systems projects
within the Trust.
To be responsible
for ensuring the effective clinical implementation of the projects in
accordance with overall project plans.
This includes project definition and monitoring with reference to local
readiness, workflow analysis, local configuration of the applications,
infrastructure and procurement and installation, interfacing, data migration,
training, user support, benefits realisation, applications testing and
commissioning.
To communicate, co-ordinate
and assist with implementation of projects across a range of clinical services,
utilising consistent standards and system technology.
To collaborate with wider CNIO
groups, both regionally and nationally.
Will direct and role model to the clinical workforce in developing
new ways of working harnessing digital technology, and actively strive to
unblock resistance to digital enablement.
Duties and Responsibilities
Ensure that implementation of specified clinical
systems programmes support the redesign and development priorities for the
Trust.
Ensure projects, services and initiatives are delivered on
time, to quality & Safety standards and in a cost-effective manner,
adjusting plans as required.
Determine short-, medium- and long-term business plans,
achieving safe quality outcomes.
To assist the Project Managers, Programme
Manager and Trust Information Services in defining and delivering project
objectives, whilst providing clinical safety advice.
To work as part of identified project and
programme boards, project teams and user groups, adhering to the appropriate
standards, policies, and procedures.
To develop and establish systems for active
clinical engagement within services.
To provide timely and appropriate clinical advice
to projects and their ongoing implementation.
Work with Clinical teams and Service
Managers to facilitate business process review to meet identified local change
and development needs.
To work with clinical services to plan and
implement significant change management programmes.
To effectively manage a defined
implementation budget within the Trust Standing Financial Instructions,
including acting as an authorised signatory for goods and materials.
Ensure all assigned project issues are
organised, managed, and monitored, according with project management methodologies.
To develop, produce and provide reports to, the
Chief Nurse, Assistant Director of Digital Services and project boards, teams
and user groups as requested.
Work with EPD to develop and maintain
training plans in order to manage the delivery of application specified
training.
To develop, organise and chair meetings and
clinical user groups ensuring actions are completed.
To establish and maintain appropriate
communication networks with clinical service managers and frontline staff.
To develop and maintain a risk, quality, and
issues log in relation to clinical system implementation and safety standards and
take action to escalate or resolve issues as appropriate.
To acquire and maintain a detailed working
knowledge of the systems/applications and clinical implementation to ensure
that enquiries and issues can be appropriately and effectively addressed.
To maintain an up-to-date knowledge of the
software and system and its opportunities for improvement and development
within clinical services.
To develop and provide formal presentations
and workshop sessions for boards, user groups and staff on the future
implementation and functionality of systems.
Ensure that all clinical templates, letters,
care plans developed on the system comply with clinical safety standards as set
out by the Health and Social Care Information Centre.
Review
and check all clinical templates and care plans by carrying out a hazard
assessments to ensure clinical system safety.
Support workforce optimisation within the Digital Nursing
Programme.
Provide specialist advice and prepare strategic reports and
briefings for directors and stakeholders.
In depth analysis, interpretation, and production of complex and
multiple reports.
Influence service delivery across all care settings promoting
digital as a tool for improving safety and quality.
Determine the strategic planning of service projects,
identifying interdependencies across projects/functions, potential impacts on the
wider organisation, resource requirements and building in contingency and
adjustments as necessary.
Support the shaping of new models of patient care that fully
integrate the use of the digital health record and lead to more efficient,
safer, and high-quality services.
Promote innovation and champion the development of a
clinically appropriate information culture across the organisation. Promoting
the effective use of data for nursing outcomes, knowledge, and technology to
support quality improvements and nursing/AHP informatics research, which will
benefit service users in their recovery and support carers.
The Chief
Clinical Information Officer/Chief Nurse Information Officer will support a
sustainable governance framework for the review and development of evidenced
based clinical content for Electronic Patient Records.
Will provide the Trust digital leadership, will direct the
programme of work undertaken by the directorate Clinical Safety Officers. The
person, along with the Clinical Safety Officers, will form a digital governance
structure and work with Clinical leaders across the organisation to deliver strategic
digital enabled change. The Chief Clinical Information Officer/Chief Nurse
Information Officer will be actively involved in the national digital strategic
nursing agenda and lead the development of patient facing digital approaches.
Will support the Trusts provision of an efficient, effective,
and high quality professional and well-co-ordinated Digital service capable of
meeting all statutory, regulatory and NHS requirements ensuring alignment with
the activity of the organisation.
Communicates and provides highly complex information to a wide
range of internal and external stakeholders. (verbal, written and numerical)
Present highly complex information about projects, initiatives,
and services to a wide range of stakeholders in a formal setting.
Commit to working and engaging constructively with internal
and external stakeholders on a range of contentious issues.
To maintain clinical competence, credibility, and consistent professional
visibility, including working clinically, within their scope of practice,
across the organisation.
Staff Management
The post
holder will:
Provide
management responsibilities including recruitment, induction, appraisal, development,
and retention of identified staff groups.
Be responsible
for developing and motivating staff through effective personal leadership,
ensuring views and decisions are communicated both up and down the management
structure.
Develop
workforce plans which anticipate service changes and developments and which
address recruitment, retention, and workforce supply issues to minimise the
impact of these on service delivery.
Lead and
support organisational change to ensure efficient service delivery and
productivity and compliance with Trust requirements.
Manage delegated budget responsibilities for the
services, ensuring adherence to agreed budget plans, identifying cost
improvement savings, and implementing plans to reduce costs safely.
