Main duties of the job

Reporting to the Chief Operating Officer (COO), the role of Divisional Director of Operations (Dir of Ops) is a key position within the Trust's Executive Leadership Team. The Dir of Ops is the most senior operational point of contact for partners and stakeholders for the division and has responsibility for the general management and performance of all community services within the Division, together with leading the strategic direction of the Division in line with the Trust Strategy.

To this end, the post holder will be regularly required to represent CLCH at external operational meetings and regional/national events. The Dir of Ops will oversee the delivery of governance and performance management structures to reflect the level of operational scrutiny required.

The Dir of Ops will ensure the effective development and operation of divisional services and will support corporate initiatives as required. The post holder will serve as a member of the Executive Leadership Team (ELT) and be required to attend other Trust decision making committees and Board-level committees. The Dir of Ops will influence corporate priority setting and decision-making and will be key in driving forward the Trust and Quality Strategies, including working with stakeholders to secure place-based models and organisational forms.

The Division is led and managed on a day-to-day basis by the Dir of Ops, supported by the Deputy Director of Operations (DDO) and in partnership with the Divisional Director of Nursing and Therapies (DDNT) and the Clinical Director. The following responsibilities are delivered by the Dir of Ops, where appropriate, working in partnership with these individuals.

  • Accountable for the delivery of high-quality services to patients and their families/ carers including the management of clinical governance, quality, CQC requirements, professional standards and
  • Maintain and enhance operational performance to deliver improved outcomes as per commissioner contractual standards and national/local priorities.
  • Accountable for the financial success of the Division including the achievement of QIPP and maintenance of financial balance.
  • Lead the development of clinically efficient and effective services using service improvement and shared governance methodologies and raise standards of practice, productivity and value for money (vfm).
  • Optimise the management of divisional resources supported by the corporate divisional team (HR, finance, informatics) as per the annual plan.
  • Lead divisional capacity and operational planning with the support of corporate resources.
  • Support and reshape divisional culture and organisational focus to enhance clinically-led, performance-oriented CSUs.
  • Contribute to the success of the overall corporate Trust strategy
