Job summary

The Strategic Business Partner (Strategic Development) will be responsible for providing strong capable leadership and day-to-day direction to the strategic development, framework and planning function, and for supporting colleagues across the organisation and the wider health and care system.

The post holder will provide leadership to the directorate as part of an integrated leadership team with shared objectives and accountability for delivery of the directorate's core business and for delivery of the FBI (Finance and Business Intelligence Directorate) strategy.

The postholder is responsible to act as a role model for leadership, living and promoting the LCHS Way. It is an expectation that this role will support and encourage others to reach their full potential by creating an environment of empowerment through adopting a culture of 'freedom coupled with accountability'.

The Strategic Business Partner (Strategic Development) will have shared responsibility with operations and corporate colleagues for ensuring high quality, sustainable service delivery including financial sustainability, effective performance, positive organisational reputation, and ensuring continuous improvements in the delivery of services across LCHS. They will do this through maintaining a focus on systems, processes, culture, performance and behaviours.

Main duties of the job

The postholder will work strategically and tactically across care divisions, corporate services, and FBI Operational Delivery and Business Partnering functions to manage the function of Strategic Development.

This is a highly complex role requiring the postholder to keep abreast of a wide range of national and local health and social care policy developments and ensure these are reflected in the delivery of the trust's services Strategic Developments. The Strategic Business Partner (Strategic Development) will:

Support the Trust in new ways of working with regard to strategic business development, frameworks and planning, ensuring that developments enable LCHS to play a leading role in a number of strategic alliances and partnerships and that contracting and partnership frameworks enable the trust to achieve its strategic objectives.The role will ensure that the Trust is able to respond effectively to the strategic direction of the organisation, Lincolnshire health system, and the changing wider health and care environment.

Job responsibilities

  • Day to day management of the business planning processes, which takes initiatives from the initiation of a proposal through delivery and controlled closure and understanding the benefits realisation and sustainability of the change.
  • The mobilisation of projects will sit within the Transformation Team, however not all initiatives require project management support therefore this role will provide strategic business support to the generation of scoping documents, business cases, options appraisals, funding applications and investment panel support.
  • Maintaining a log of all initiatives; coordinating how ideas are assessed; quality assuring business cases before they are reviewed by the required governance framework and the Executive Leadership Team; managing the flow of documentation for all scheme proposals and ensuring that the appropriate documents are produced and submitted in line with the agreed process.
  • Assist Strategic Business Managers and Partners in planning, frameworks and business development, resolving issues and initiating corrective action as appropriate, working within a matrix structure.
  • Support the Strategic Business Manager - Strategic Development in the development of the future strategy.
  • Provide the process for quality assurance of business cases, ensuring that all progressing through the FBI are robust, and provide the appropriate level of information for informed business decisions to be made.
  • Track and maintain progress information, monitoring performance information and communicate to stakeholders the progress and identify where performance targets have not been met in relation to progress on plans and projects.
  • Support the dependencies and the interfaces between plans and projects and influencing decisions on a range of complex issues where there is more than one course of action.
  • Ensure that the delivery of new services from plans and projects that the post holder leads, is to the appropriate levels of quality, on time and within budget, in accordance with the project plan.
  • Ensure that the risks to a plan or projects successful outcome are reported and managed.
  • Undertake research and development activities related to a plan or project, such as complex audits.
  • Initiate extra activities wherever gaps in plan or projects are identified.
  • Coordinate arrangements for meetings of the strategic development / planning group and associated plan/project and/or task and finish groups; chairing relevant meetings.
  • Reporting progress of the plans, projects / programmes at regular intervals to the Strategic Business Manager, Deputy Director Strategy and Partnership, Executive Leadership Team and Board committees.
