Job summary
This is a senior leadership role within the Finance & Business Intelligence Directorate. You will be responsible for providing strong, capable professional leadership to your department, directorate and support colleagues across the organisation and the wider health service. You are responsible to act as a role model for leadership, living and promoting the LCHS way. It is an expectation that this role will support and encourage others to reach their full potential by creating an environment of empowerment through adopting a culture of 'freedom coupled with accountability'.
Main duties of the job
The role will be specifically responsible for;o Ensuring contract management within the Trust is developed to allow efficient and effective delivery of the Trusts responsibilitieso Provide expert leadership within the Trust with regards to technical contracting issues, contract management and negotiation.o Establish effective relationships with a range of internal and external stakeholders to maximize effective outputs from Trust contracts.o Work closely with senior managers in the Trust to execute appropriate contracts with relevant commissioning organisations in line with the Trusts strategy with the objective of minimising risk and maximizing income.o Work as the key business support for corporate functions of the Trust.

To be responsible for providing the key expertise within the organisation with regards to contractual issues.To be responsible for supporting operational managers within the Trust in negotiation, planning and delivery of contracts including contract changes and commercial opportunities.In conjunction with the Trusts Strategy and Planning function, undertake full analysis of complex multi-faceted tenders proposed by commissioners, identifying the most appropriate options to pursue on products and services which will provide best value for money and security of trust income.To review, monitor and report on contractual performance to ensure contracts are performing within expected thresholds, and supports operations in developing action plans with commissioners, identifying remedial action and improvement areas to return the contracts to plan.Lead development of Trust electronic contract repository which will become a centrally managed database for monitoring information for all Trust contracts.Identify and support operations in managing relevant commercial and contractual risk, including appropriate escalation.To ensure effective financial, contractual and performance input into Trust business cases.In conjunction with operational leads and the Trust Leadership Team, identify and suggest solutions for the introduction of innovative contracting solutions for Trust services.Act as the relationship lead for contractual issues between the Trust and Commissioning bodies.Act as an expert advisor in relation to contract documentation and related guidance including, but not limited to, Specialised Commissioning, Sustainability and Transformation Planning directives, National Tariffs, CQUIN.In conjunction with the Lead planning and business framework manager, ensure that the Trust is able to report upon key performance indicators or other associated measures within its contracts and/or any proposed contracts.Responsible for the production of Board level reporting relating to appropriate contractual issues.Lead in the development of contracts in line with national guidance and ICB requirements and ensure the necessary contract documentation is produced in a timely manner to ensure contracts can be signed off within required timescales.Responsibility for the production of mediation/arbitration casesPage 3 of 6relating to relevant contract disputes as and when required.Lead and champion the Finance & Business Intelligence priorities and objectives, ensuring that professional contribution is clearly aligned to Trust priorities and objectives.Provide professional leadership, advice and information on business and marketing matters; including providing expert advice and support on complex matters, enhancing external links for professional issues and raising the Trusts profile.To establish close relationships with key stakeholders to lead, shape and support implementation of both internal and external LCHS Strategy.To write, compile and deliver executive board reports, committee reports and assurance reports to various board and committees as required, ensuring the highest level of accuracy.To lead an approach that has customer/ service user/carer focus at its very heart.
