Job summary

We are seeking an experienced transformation programme director to form part of the leadership trio for the Heeley and Gleadless Community Mental Health Centre pilot. Applicants will need to demonstrate comprehensive change management skills, deep experience in mental health transformation, system leadership, and working with primary care and VCSE sector organisations. This pilot is part of a national NHSE programme, so experience in managing relationships and reporting expectations with national bodies would be valuable.

Main duties of the job

The postholder will need to hold strong values, be able to manage difficult conversations sensitively, have a grasp of the visible and invisible politics, and be able to drive forward the programme with seniority and gravitas. Practical problem solving skills will be essential, as the post holder will frequently find themselves forming new ways of working for which there won't be an established process to follow. Comfort with 'pioneering' new approaches will be a pre-requisite for success.

The postholder will be responsible for ensuring the delivery of large-scale, complex change programmes in line with the established service design principles, working across a wide range of stakeholders. They will need to be able to demonstrate significant understanding of how mental health policy is shaped nationally, and how transformational change is achieved by local place based partnerships. They will also need to demonstrate a real commitment to coproduction, valuing lived experience. Credibility with operational mental health service leaders will be necessary, as will the ability to demonstrate extensive experience in Programme Management and senior leadership within complex multi-organisational programmes of work.

Job responsibilities

The post holder will be responsible for the development and successful delivery of major programmes of change identified as part of the Trusts Integrated Change Framework, starting with the Sheffield pilot site in the national 24/7 Community Mental Health Programme, which is due to run for two years starting in August 2024.

They will:

Engage a wide range of stakeholders across the City to co-create a shared vision.

Communicate a compelling narrative that inspires engagement with the vision for the programme through presentation, individual discussion and high quality written reports to senior external and internal audiences. This includes a significant component of representing the Trust with national level stakeholders as this programme is part of a high profile national policy development pilot, linked to the Ten Year Plan for Health.

Secure the resources necessary for success, and manage the use of resources (finance, people, digital, information, estates etc) to ensure value for money, transparency and probity.

Assemble a team with all the skills and experience needed to deliver and lead the team to establish an inclusive and delivery focused culture. This will include some direct line management, but also a high degree of leadership through influence, so it is critical that the post-holder is an effective systems leader.

Balance the interests and perspectives of stakeholders, synthesizing the lived experience perspective with the clinical and operational, so that all parts of the team feel included.

Develop and implement a well rounded approach to change, incorporating the best of both emergent Quality Improvement methods and classic Waterfall Programme Management approaches. This programme will be one of the first undertaken using the Trusts new Integrated Change Framework, so the ability to contribute to its development and practical application will be valuable.

The post-holder will successfully lead the delivery of this PCN-wide pilot programme, so there is a demonstrable step change in service provision for residents in the Heeley Plus PCN area. If this phase is successful the post-holder will then be in a position to lead the further role out of the model across the whole City.
