Job summary

The post holder has responsibility for supporting the effective operational delivery for Talking Therapy services across NCL in the boroughs of Barnet, Camden, Enfield and Islington, to ensure robust financial and performance management in line with key performance indicators.

The post holder will work closely with service and Clinical Directors to ensure that there is a clear strategic direction for the service, in line with ICB plans for further development of talking therapy services. They will be expected to have a close working relationship with the Mental Health Leads for each of the boroughs, System Partners and the NCL Heads of Service to support the development of the service. The post holder will ensure the service is developed, to support the aim of increasing the number of people whose mental health can be supported and appropriately managed within talking therapy services, through improved and effective partnership working with voluntary sector organisations.

The postholder will be the senior manager responsible for the undertaking of the Lead Contractor role on behalf of NLMHP.

Main duties of the job

To play a lead role in the planning and development of the service in conjunction with the Heads of Service, Managing Directors, Clinical Directors and NCL System Partner

To lead change management in the implementation of service development strategies with the leads for talking therapies.

To advance innovative ideas and strategies and provide vision and inspiration to enable staff to deliver treatment more effectively.

To be an active member of relevant strategic development.

To work proactively with system partners and GPs to ensure the range of services provided appropriately delivers their requirements.

To represent the Service and Managing Directors at trust-wide and London wide forums and keep them informed of developments.

To ensure effective performance management and professional and support the Heads of Service.

To provide direction and support to the Heads of Services in the service.

To ensure services are provided within the statutory framework.

To ensure that services are delivered within budget and the new performance targets.

To ensure financial management is robust and is in line with key performance indicators and provide assurance of a realistic Cost Improvement Programme.

To ensure that services meet care quality and performance management standards.

This will include the development of protocols, local policies and procedures, liaison networks and managerial structures. Ensure that services have strong operational management in partnership with the Heads of services.

To ensure that trust procurement processes are adhered to and lead the new providers scoping of the market.

To ensure the service objectives and targets are translated at team and individual level in line with the performance management framework.

To manage a budget within the scheme of delegation and to the agreed accounting standards and procedures

To be responsible for implementing changes or modifications to service contracts or service improvement plans ensuring services meet or exceed contractual obligations with commissioners.

To ensure that issues of race and culture are fully considered in service provision and are appropriate to the needs of the diverse community and within the statutory framework and the equal opportunities policy.

To support the Heads of Services to ensure that buildings and sites are maintained to agreed standards and meet Health and Safety requirements.

To implement the Trusts information/data procedures and participate in the collection and reporting of statistical information.

To ensure that services deliver the KPIs for the service, including national KPIs in relation to new targets and ways of working in Talking therapies.

Communication

To ensure effective communication both within the service, locality and with external partners and stakeholders, in particular with NCL, PCNs and neighbourhoods.

To take the lead in ensuring effective communication channels exist to all staff within the service as well as new marketing strategy for the PCNs and wider communities.

To develop and maintain links with external agencies such as secondary care services, local authority, acute hospitals, user groups, voluntary sector organisations with open channels of communication to improve the flow of patients.

To promote the service and positively enhance the Trusts corporate image internally and with external agencies with regards to this provision.

Training

To promote a positive image of the service through development of self and others.

To keep up to date and participate in training programmes identified within personal development plan.

To develop and implement training strategies for the service in line in conjunction with others.

  • Educated to master's degree level or equivalent experience / knowledge working at a senior level

Desirable

  • PRINCE II or equivalent project management qualification
