Job responsibilities

Main duties and responsibilities:

1) Manage and develop the Trusts programme to embed the principles of The CCS Quality Strategy (which is based on CQC Regulatory Fundamental Standards of care). Support clinical service managers and leaders through peer reviews and CQC self-assessment ensuring services are CQC ready.

2) In collaboration with Quality Team leaders, develop and use the framework of Insight, Involvement and Improvement as laid out in the NHS Patient Safety Strategy, leading on specific projects that enable implementation of this programme.

3) Support the Trusts Patient Safety Specialists and deputise when required.

4) Work closely with the Trusts Incident, Risk & Safety Manager, Patient Experience & People Participation Manager and service leads, to ensure learning from serious incidents, internal reviews, complaints and claims are translated into learning and sustained improvement across all clinical areas in the service and Trust.

5) Working as a senior clinical leader, work with the Incident, Risk & Safety Manager, Clinical Effectiveness & Audit Manager, Patient Experience & People Participation Manager and Data Analyst, to triangulate quantitative and qualitative data to demonstrate themes, trends and risks. Share these through relevant service directorate meetings and escalate concerns in a timely manner.

6) Prepare data and write reports for identified committees and the Trust Board.

7) Oversee and support services in the assessment and management of clinical risks. Monitor the reporting of clinical risks and potential risks to identify trends and contribute to proposals for the management of such risks.

8) Work in partnership with the Estates & Facilities Manager Compliance & Technical, on medical devices and safety, with responsibility for understanding the clinical impact of these.

9) Lead on the development of Trusts digital Quality Dashboards with support from the Business Support Manager and Quality & Patient Experience Information Analyst.

10) Support clinical teams to identify and implement innovative aspects of practice to enable them to deliver outstanding care to patients and service users.

11) Lead programmes of improvement activity based on identifying excellence in clinical quality agreed with the Chief Nurse/Deputy Chief Nurse/ Assistant Director of Professional Practice (Nursing) enabling practice to be shared across services. Ensure improvements are informed by different aspects of patient safety science such as human factors, systems thinking, investigation, quality improvement, change management, prospective and reactive risk analysis and management, error theory and just culture.

12) With the Clinical Effectiveness & Audit Manager, be responsible for ensuring consistency of good practice across the Trust, and reduce unwarranted variation in practice.

13) Develop strategies to motivate and influence staff to improve clinical practice in their professional capacity and across services.

14) Support the Chief Nurse/Deputy Chief Nurse/ Assistant Director of Professional Practice (Nursing) in the development of professional practice as a result of Trust, regional and national developments.

15) Actively seek out and provide relevant translation for the Trust of national, regional and local policies and strategies related to Quality.

16) Support the leadership of the Trusts Non-Medical Prescribing (NMP) Networking Group with the Trusts Principal Pharmacist and Professional Education Manager, to provide safe quality NMP training and governance for our non-medical prescribers.

17) Identify risks associated with the provision of the speciality services and the delivery of high-quality patient care, escalating risks to the senior management teams as appropriate and implementing action plans to mitigate the risks.

18) Be an active member of the Trusts clinical governance groups to influence and inform the quality agenda, reporting, improvements and learning, providing expert knowledge where relevant.

19) Undertake where required, and support others to undertake, thematic reviews, learning reviews and patient safety incident investigations.

20) Actively address failure in systems or processes underpinning the delivery of safe clinical practice.

21) Support the Chief Nurse/Deputy Chief Nurse/ Assistant Director of Professional Practice (Nursing) in any other aspects of Clinical Quality and Professional Practice as required.

Person Specification

Qualifications & Training

Essential

• Masters Degree level qualification (or equivalent experience).
• Evidence of post registration qualification/study/development.
• Registration with a Clinical Professional body, i.e. (amongst others) NMC, HCPC

Desirable

• PSIRF training

Experience

Essential

• Proven record of working with teams to deliver improved outcomes for patients/ staff.
• Proven record of working with teams to deliver improved outcomes for patients/ staff.
• Experience of facilitation of sharing best practice or innovation across teams or services or organisations.

Desirable

• Experience of working with a range of clinical services in a community setting.
• Leadership models, implementing change and/or new clinical practices

Skills

Essential

• Is able to demonstrate an understanding of the CQC Fundamentals of Care standards and associated regulations and inspection framework.
