Job responsibilities

Manage Staff

Accountable as the lead manager for services managed by the second level triumvirate, managing all staff employed.

Be conversant with all Trust Human Resource policies and procedures and to be responsible for the recruitment process within the services managed

Ensure there are effective systems and process to identify service /staff training needs, with particular account of the requirements of the Knowledge and Skills Framework, and identify how to meet these, in conjunction with the training department

Responsible for implementation of corporate and mandatory training for all staff within the service, and ensure that appropriate monitoring and recording is undertaken

Responsible for the yearly appraisal structure, process, delivery and monitoring within the services managed

Act as first investigator in performance and disciplinary matters

Undertake as part of the second tier triumvirate annual workforce planning for medical, nursing, AHP and other healthcare professionals

Ensure a management process is robust within the services managed to ensure control of annual, study and sick leave for all medical staff

Ensuring the delivery of key HR initiatives/targets in their service using HR information to improve employment practice in the services managed e.g. sickness, return to work

Regularly produce statistical reports on such areas as performance

Analyse information on a range of areas such as workforce metrics and performance of services against KPIs and identify areas for improvement and develop and implement appropriate plans

Responsible for the development and implementation of policies and procedures as necessary in accordance with service development needs and Trust Operational and Business strategies.

Responsible for the evaluation of changes in national and local guidance and considerimpact on service strategies, data capture and reporting needs.

Act as a clinical role model at all times.

Establish functional relationships with clinical staff and junior managers to successfully develop clinical services utilising the most up to date practice methodologies

Establish effective two-way communication, incorporating all staff within the services managed. Ensure attendance at Care Group Meetings and Senior Managers Trust meetings to enable the Clinical General Manager to act as a conduit to cascade information to staff and take feedback from staff to the Care Group and on to the Board.

Promote the achievements and activities of the services managed and the Care Group internally and externally and prepare marketing and public relations information

Lead and develop a culture where safe and high quality patient care is consistently delivered in the services managed

Contribute to and support clinical and managerial networks both internally and externally to the Trust

Produce, implement and evaluate channels of communication to canvas the views and concerns of all patients and carers

Persuade, negotiate and influence at a range of levels within and outside of the Trust.

Present information to a wide range of audiences some of which will be highly complex and highly sensitive. Therefore emotional resilience is required in dealing with occasional exposure to emotional circumstances

Adhere to the standards laid down in the NHS Code of Conduct for Managers

Adhere to the professional code appropriate to the professional registration held

Act to lead, manage and direct services to ensure patient care is delivered to a consistently high standard.

Responsible for ensuring that services are fit for purpose by engaging with stakeholders, evaluating services and taking action where necessary.

Lead on the development and reporting of an operational service strategy for the services managed. Be responsible for the interaction with the wider health economy over the sharing of operational plans with commissioners and specialist commissioners where appropriate

Develop a service specific business plan for the services led and to feed this to the Care Group Business plan

Ensure that business plans translate the strategic ambitions of CDDFT

Responsible for coordinating, in conjunction with the second tier triumvirate, a full understanding at service and sub specialty level of capacity and demand using recognised national approaches

Responsible for the monitoring and delivery of all activity and access targets within the services managed against the agreed Capacity and Demand profile.

Manage local service plans and adjust capacity as necessary to remedy emerging problems

Work with the corporate Transformation team to implement and evaluate service improvements and modernisation.

Ensure that quality standards, both those agreed locally and those dictated by national policy are achieved. Establish local quality standards, to improve patient care and Care Group efficiency

Responsible for ensuring compliance with and the achievement of key performance indicators and service specifications/requirements.

Interpretation of national policy and guidelines to ensure continuous improvement and quality service delivery

Responsible for the development of policies and procedures across the services managed

Regularly produce statistical reports on areas such as performance against KPIs

Support and lead on the implementation of the Trusts IT strategy at a service level. Ensure that agreed IT benefits are realised in conjunction with the second tier Triumvirate e.g. ECDM,EDN, EPR etc

Be responsible for ensuring an effective clinical governance and risk avoidance strategy agreed as a Care Group is implemented and is monitored at a service level in association with the second tier Triumvirate

Take an active role in the reporting, investigation and action plan completion for complaints management in the Care Group. Responsible for working to agreed timescales and close working relationship with the Care Group Associate Director of Therapies / Nursing and Care Group Governance Team

Be an active participant and ensure the Care Group has an active and current risk register which is owned by the Care Group Management Team

Participate in a Care Group manager on call rota in normal working hours

Participate in the Care Group Bronze Command rota for the Trust out of hours and at weekends

Direct line management of staff in several services including absence management in accordance with Trust policy, recruitment and selection of staff, grievances and disciplinary issues, Allocation of work, authorised signatory for approval of travel expenses.

Work to the standards set out in the standing financial instructions and scheme of delegation ensuring all staff understand their roles and responsibilities

Responsible and accountable for budget management within the several services managed in conjunction with the second tier Triumvirate. Undertake continuous trend analysis and implement remedial action to ensue budgets balance at the end of each financial year

Have a full understanding of the operational budgets for the services managed and make adjustments in year to ensure prudent use of public funding ensuring all staff at band 7 and above are actively engaged in financial management

Work with the Care group Accountant to provide appropriate financial and activity information to the Care Group Director and Associate Director of Operations

Qualifications

Essential

• Masters level qualification or equivalent demonstrable experience
• First Degree or professional equivalent or equivalent experience in or out of the NHS
• Evidence of specialist knowledge in Community services
• 1st level clinical qualification
• Experience managing operational services in the NHS, public sector or in the private setting
• Intermediate knowledge of MS Office Word and Excel
• Evidence of Continuous Professional Development

Desirable

• Management of NHS Acute and or Community services at an operational level within an Acute
• /Community NHS Foundation Trust
• Evidence of leadership of service improvement programme at service level
• Experience of managing small capital developments
• Experience of equality and diversity awareness and standards

• Experience of conducting negotiations relating to detailed matters both internal and external to the organisation
• Substantial senior line management experience in an acute NHS organisation
