Job summary

This post will provide a broad range of project management support to the North East and North Cumbria Integrated Care System Smokefree NHS Strategic Manager and will be an integral role within the NENC ICS Smokefree NHS/Treating Tobacco Dependency Taskforce. The taskforce is a key subgroup of the ICS Healthier & Fairer Prevention Board. The NENC ICS is the largest ICS (geographically) in the country and this post will be covering 10 NHS Trusts, 13 local authorities, four Integrated Care Partnerships and 64 Primary Care Networks (PCNs). This post will lead on co-ordinating efforts for increasing the focus within the primary care setting to treatment of tobacco dependency. This will include supporting key pieces of work for priority groups such as Serious Mental Ilness Early Implementer Sites Pilots. The post holder will also link with NHS Trusts and their new Tobacco Dependency Treatment Service (TDTS) Teams providing support and expert guidance to them when required. The post will provide a broad range of other project management support including leading on communications activities and also coordinating regional training and development opportunities for the TDTS services.

Main duties of the job

This post will provide project management support to a busy Smokefree NHS/Treating Tobacco Dependency Taskforce and associated work programme which covers the whole of the NENC footprint.

The post will be working with all 10 NHS Foundation Trusts and also involved wih the conversations of broader stop smoking systems landscape of 13 Local Authorities.

It will be involved in:

Co-ordinating regional meetings and regional peer support networks.

Organisation of training for TDTS and liaising with providers.

Preparing papers and briefings for key forums.

Scoping out programme to expand primary care involvement in treating tobacco dependency.

Supporting the Regional Smokefree NHS Strategic Manager in providing bespoke advice and guidance to the implementation of the NHS Long Term Plan and also within the FTs and to support successful implementation and sustainability of the Tobacco Dependency Treatment Services.

It will support the communications around the work of the Taskforce and embedding the TDTS e.g. through developing case studies to use in media campaigns.

It will be actively involved in planning for and delivery of new regional schemes e.g. swap to stop (vaping).

Job responsibilities

To be accountable for the expansion, co-ordination, management and monitoring of the Primary Care work stream of the ICS Smokefree NHS/Treating Tobacco Dependency taskforce with a focus on Severe Mental Illness population

Working closely with ICS Clinical Lead on Tobacco, Smokefree NHS Strategic Manager and Northern Cancer Alliance lead GP and any relevant project managers

Scope out plan for the Primary Care workstream that includes:

o Mapping of current provision of cessation support/treatment of tobacco dependency within GP practices across the ICS

o Assessing priority groups and access to support including NICE approved medication

o Commissioning and provision of training within primary care including Very Brief Advice

- This will require significant engagement with a number of Integrated Care Partnerships, Primary Care Networks, collaboration with the NENC ICS Deep End Network

- Co-ordinating quarterly meetings of the Taskforce Primary Care Steering Group including preparation of papers, agendas and liaison with Chair

- Liaising closely with the LA tobacco leads on the placed based arrangements to establish around the provision of evidence based high quality behavioural support from commissioned local Stop Smoking Services within primary care settings. Much of the planning will be done within the Association of Directors of Public Health Tobacco Commissioners Forum.

- Responsible for the management of the budget attached to the Primary Care workstream and compliance with any related SLA CDDFT have. Reporting will be done by Stratetigic Manager to NENC Prevention Board on funding (funding management led by Durham County Council currently)

Working closely with the Smokefree NHS leads across all the FTs to ensure that this Programme is supported within the wider Smokefree NHS/Treating Tobacco dependency of the NHS Long Term Plan including:

- Coordination of Quarterly ICS wide forums for the TDTS advisors:

o Preparing agendas and papers

o Chairing the forums and sourcing speakers as appropriate

o Running dedicated peer support platform within the K-Hub NENC ICS Smokefree NHS group

- Overseeing the commissioning and rollout of ongoing training package and professional development to the TDTS

- Support the organisation of practice sharing events including high profile conference/s on smoking cessation and tobacco treatment including sourcing external speakers and leading on the promotion of these events to wide range of partners

- Development and rollout of a range of communications to promote the Smokefree NHS programme including use of social media accounts, developing materials, organising field marketing, close liaising with NHS communications teams

- To collaborate with key partners including the Applied Research Consortium on research and development including evaluation projects as required.

- To collaborate with other key partners on the opportunities from this Programme and linking this into national discussions around achieving the ambition to Make smoking obsolete. Key national partners will include ASH, the Smokefree Action Coalition core group members, the British Thoracic Society, the CURE programme within Greater Manchester Making Smoking History Programme.

- Responsible for supporting the identification and development of tobacco champions / positive quitting champions who can support the ongoing media and communications activities.

- To undertake such travel requirements as are necessary in order to deliver the requirements of the post. This will include regular regional travel over the north east and some national travel.

- To work within tight timescales with changing priorities both independently, and as part of a team

- To balance continuing work against an emergent and unpredictable pattern of operational demands

- Use of a personal computer on a daily basis, which will entail sitting in a restricted position for prolonged periods;

To facilitate a developmental relationship with effective diplomatic communications with all partner organisations to ensure that there is an open dialogue and negotiation about delivery. To intervene, when appropriate, to facilitate solutions and to channel conflict creatively.

To represent the Taskforce and Fresh and Balance programme at a local, regional and national level meetings/events.

To receive, provide, and present complex, sensitive or potentially contentious information to large groups in potentially antagonistic situations involving large scale major change at pace.

To support, and contribute to a style and approach to working based upon collaboration, openness and improvement.

There is a requirement for the post holder to communicate controversial service improvement and/or organisational change issues internally and externally
