Job summary
This is a senior role within the newly formed HR & OD Senior Leadership Team, providing leadership to the Recruitment, ESR and Medical Workforce Team. The role also has responsibility for managing the Trust SLA with the external payroll provider, and with the Trust's outsourced Temporary Staffing provider, NHS Professionals. The Head of Resourcing has responsibility for ensuring these operational services are aligned, efficient, proactive and well led, with a clear focus on delivery and customer experience.
Main duties of the job
This is a busy and varied leadership role that offers the opportunity to have a real impact on the performance of our Trust, our regional partners and ultimately the care we provide.
Whilst there are some specific areas of focus for the successful candidate, there is an opportunity for the right candidate to help shape the direction of travel as we are a newly forming Senior Leadership Team.
Supported by the Trust's Resourcing Manager, ESR Team Leader and Medical Workforce Lead, the post holder will lead on developing and delivering creative recruitment programmes of work, sitting alongside the Greater Manchester Mental Health People Plan that builds on our strengths in attracting people to work with us, while addressing improvements in our employer brand, and working closely with other senior HR & OD colleagues to ensure our onboarding and induction processes are delivered efficiently. With support from the Medical Workforce Lead, the post holder will be responsible for development of strategic workstreams to reduce medical agency expenditure.

With support from the Resourcing Manager, ESR Team Leader and Medical Workforce Lead, the role is responsible for:
- Establishing quality standards and performance targets for the Recruitment, ESR and Medical Workforce teams, ensuring regular reports are provided in relation to team activity and progress being made with key areas of work.
- Ensure all teams under area of responsibility consistently provide a high quality, customer focused service to the Trust and complying with statutory and regulatory obligations.
- Support Trust-wide initiatives designed to ensure GMMH has the workforce it needs to deliver its services now and into the future in line with the GMMH Trust Strategy.
- Ensure that the relevant policies are procedures are legally compliant and reflect the best practice.
- Act as the HR Lead for internal audits, development, implementation and monitoring of HR owned actions, as well as working with the Trusts Counter Fraud team to put systems in place to minimise risk and address concerns.
- Ensure the Resourcing, ESR and Medical Workforce teams provide an excellent service, gathering regular feedback and monitors service performance against KPIs.
- Support the Deputy Director of HR and Associate Director of HR in the delivery of the People Strategy. Lead on associated strategic aims and work plans to ensure delivery of the Trusts Core Values.
- Develop and maintain positive working relationships with Senior Leaders, staff, Trade Unions and other external bodies and stakeholders that promote a culture of engagement and develop and harness an approach to partnership working.
- Ensure that the use of HR systems relating to Recruitment and Medical Workforce , NHS Jobs, the TRAC recruitment software are optimised across the Trust and extended to all staff groups including medical staff.
- Work collaboratively with partner organisations to develop shared solutions, and more effective/efficient ways of working, particularly in relation to HR streamlining and workforce supply.
- As the specialist lead for Recruitment and Medical workforce to ensure safe decisions are made in the interest of the organisation and patient care in challenging circumstances where there is a lack of national or local guidance available. To ensure decisions are based on good HR Practice and industry norms.
- Budget holder/responsible for the financial management of assigned resources to support the HR function.
- To represent the HR & OD department at internal and external groups, meeting and committees.
- To develop regular reports and presentations for committees, providing assurances on the delivery of safe and effective services.
Resourcing & ESR Team
- Lead the provision of high quality, customer focused recruitment and onboarding processes, for the medical and non-medical workforce for the Trust.
- Forecast resourcing demand to ensure HR service delivery meets defined service levels, standards and priorities.
- Act as the Trust specialist in recruitment, working alongside senior managers to understand their resourcing needs and developing innovative and effective solutions in response.
- Lead on the delivery of the employer brand through our internet pages, social media campaigns and other relevant channels.
- Continually review the Trusts recruitment and selection methods, keeping abreast of new initiatives and best practice in order to provide a modern flexible and streamlined approach that is responsive to the needs of recruiting managers as well as applicants.
- Lead the development of a line manager training package on recruitment and selection best practise.
- Horizon scanning of strategic drivers from external sources to support the Trusts own recruitment plans e.g. labour market information, workforce observatory, and national shortage occupations.
- Act as the Trust expert with matters relating to Right to Work, ensuring mechanisms are in place to maintain legal compliance with Right to Work regulations. To be the Lead contact for matters relating to the Home Office.
- To act as the Trust lead contact for the NHS Professionals Contract, coordinating regular contract review meetings, establishing and monitoring KPIs.
- To identify and lead key pieces of work in partnership with key stakeholders including NHSP to reduce agency spend, reduce off framework agency usage, improve quality and foster and support effective relationships between services and NHSP.

To have oversight of developments and changes to junior doctor terms and conditions and rotations, ensuring national guidance and changes are incorporated within Trust practices and communicated appropriately within the organisation.
