Job summary
The National Learning Disability & Autism Programme, has resulted in changes in the way care is managed and funded for people with a learning disability and / or autism.
We are seeking a passionate and driven Senior Clinical Quality and Assurance Manager to work as an integral part of the Mental Health, Learning Disability and Autism team. They will undertake a range of monitoring and assurance activities so as to offer the Mental Health, Learning Disability and Autism Provider Collaborative greater assurances that commissioned providers have appropriate standards of clinical quality for this cohort and to ensure that there is a robust culture of continual quality improvement where lessons are learnt.
As part of their daily duties the Senior Clinical Quality and Assurance Manager will be required to support the delivery of the Learning Disability and Autism (LDA)programme across local partnerships.
Working collaboratively with citywide partners the post holder will ensure that citizens are supported safely in the community wherever possible, rather than admitted to specialist hospital. Where admission to specialist hospital is required the post holder will ensure this is outcome focussed and appropriate, that that alternatives have been considered, and that discharges are proactively planned and timely.
Main duties of the job
Providing appropriate scrutiny and challenge, to ensure that patients within the LDA cohort in Birmingham and Solihull are not unnecessarily admitted to a hospital bed or remain an in-patient inappropriately given their clinical need and presentation of risk, and that arrangements for community LDA provision are safe and effective.
Overseeing local arrangements for Care (Education) and Treatment Reviews (C(E)TRs) and, when required, acting as Chair of the C(E)TR Panel, representing the Mental Health, Learning Disability and Autism Provider Collaborative in this function.
Overseeing the local arrangements for Local Area Emergency Protocol Meetings and supporting the chairing of meetings when required.
Overseeing the local arrangements for the BSoL wide Dynamic Support Register and supporting relevant meetings.
Supporting the development of local processes to ensure we meet the national requirements for C(E)TRs, LAEPs, the DSR.
Overseeing the Children and Young People (CYP) inpatient cohort, reporting on progress, reviewing trajectory, ensuring CYP do not remain in psychiatric hospital longer than necessary.
Supporting escalation and escalation calls to unblock barriers where required.
Analysing of system issues ad challenges in the community that feeds into the LDA Board.
Providing clinical input to support development of the keyworker service.
