Job summary

The Lancashire Procurement cluster provides procurement, commercial, logistics and supply chain services to the Trust Partners.

As a result of continued growth and investment in the procurement service, as well as the move towards an Integrated Care System model, we are now able to recruit a second Head of Procurement to join our senior leadership team.

The second Head of Service will ensure that the procurement strategy across the 'Lancashire Cluster' (Cluster) trusts, is embedded in working practices, enabling a commercially focused business support function which delivers against "balanced Scorecard" targets.

They will be expected to work at a strategic level with senior stakeholders able to present the procurement cluster as a progressive and responsive group who work collaboratively, provide new thinking and positively influence system improvement and efficiency.

Manage the Cluster Procurement Team (approx. 20 staff)

Effectively influence and manage the Cluster's non-pay spend of approximately £475m

Main duties of the job

Support the Director of Procurement in the development and delivery of the Cluster's Procurement and Supply Chain Strategy by developing the Procurement Strategy.

The post holder will work with the other members of the Cluster senior management team to manage a professional, customer-focused service which achieves significant and sustainable improvements in outcomes and efficiency savings (balanced scorecard targets) for Cluster partners.

Lead the procurement tower, drive collaboration and influence stakeholders to embrace cultural and system change through the implementation of the procurement strategy.

Ensure all resources are primarily focused on delivering the balanced scorecard including the forecast and delivery of non-pay savings targets, process improvements, service re-design and improved outcomes.

Responsible for the strategic procurement of a portfolio of products (goods, services and works) which meets the needs of customers and progressively achieves efficiency savings for the Cluster. To be achieved through working closely with partner Trusts and other organisations in controlling expenditure and through the adoption of a strategic category management approach.

Support the Director of Procurement to work closely with all national and regional procurement partner organisations ensuring the Cluster's responsibilities for procurement are effectively discharged and membership objectives are delivered. Including deputising when required.

Manage the procurement work planning process for Cluster trusts to deliver cash releasing savings and balanced scorecard objectives in line with requirements and expectations of the Director of Procurement. Ensuring that resource allocation is agreed with clients, is transparent and satisfies conflicting priorities.

Conduct all procurement activities in a cohesive commercial manner, and ensure all team members have an awareness of and manage commercial risk effectively.

Drive bench marking initiatives to support performance delivery and continuous improvement with a view to maximising benefits for Trusts and achieving appropriate accreditation.

Support the development of a strategy for adoption of GS1/PEPPOL standards and manage the process of adoption through logistics and supply chain in line with wider trust GS1 adoption strategies.

Establish the procurement tower as a centre of nationally recognised procurement and commercial excellence, identifying opportunities to deliver best practice across the procurement landscape.

PROFESSIONAL RESPONSIBILITIES

Develop a strategic framework to ensure that policies, procedures documentation and practices provide for the effective provision of procurement to the Cluster Trusts.

Responsible for ensuring compliance with all procurement matters in relation to the LPC Strategy, Procurement Law/Guidance and updating Trusts Standing Financial Instructions in relation to procurement.

Provide specialist advice, guidance and support on commercial and procurement practices to all clients , leading in the identification, assessment and management of potential risks associated with differing sourcing strategies, providing insight through the analysis of spend, supply markets and savings.

Design & implement innovative procurement, policies, processes and solutions ensuring savings initiatives are realized and the service provides best-in-class provision. Lead a number of complex and high value procurement projects.
