Job summary

Are you an experienced site engineer looking for a new challenge? We are looking for an enthusiastic and proactive individual to join the Estates Team at the East Suffolk & North Essex Foundation Trust.

The post holder will assist the Head of Estates throughout the whole range of Estate functions with specific responsibility for engineering statutory compliance, capital maintenance management software, PPMs, testing of plant & equipment (e.g. autoclaves) and buildings and engineering services.

Main duties of the job

  • The post holder will provide the Head of Estates with professional & technical engineering advice and information as required.
  • Utilising the Trust's computer-aided facilities management and database systems to ensure the highest levels of service resilience and statutory compliance are met.
  • Participate in the out-of-hours management on-call service and undertake Authorising Person (AP) or Responsible Person (RP) responsibilities for at least three of the following as per operationally required: LV/Medical gas/HVAC/Decontamination/Pressure systems/ Water safety/Lifts

Job description

Job responsibilities

  • To be accountable for the management, co-ordination and prioritisation of all engineering planned and breakdown maintenance work of both in-house and contracting staff to ensure the service is delivered in a safe and timely manner. Manage conflicting demands of legislation, health and safety, clinical service needs and financial constraints effectively.
  • To develop long term maintenance and capital replacement plans for the engineering elements of estate, incorporating works by in-house and contract labour together with statutory inspections
  • To manage, implement and monitor maintenance contracts ensuring value for money is achieved, reviewing performance and authorising invoices for payment upon successful completion of planned works across all SCT and other organisations properties
  • To identify spares required to manage the procurement of spares, materials and contracted services to enable service delivery in a responsive, timely and cost effective manner
  • To manage records of insurance and other statutory inspections including Legionella maintenance, steriliser validations, lift maintenance, Portable Appliance Testing, patient lifting equipment maintenance, LOLER inspections, medical gases, fuel consumption and
  • energy usage logs, fuel log book and other registers and estates records as directed.
  • To manage and develop an efficient CAFM system with integrated SFG20 software or equivalent standards/Spec library for dealing with day-to-day repairs, breakdowns and emergencies including maintaining to a high standard the repair requisition system and client feedback. To manage planned and unplanned service interruptions, including the development of contingency plans, ensuring that service departments are notified of the plans, progress and completion, in both written and verbal forms
  • To provide appropriate technical assistance, training, instruction and guidance to ensure engineering staff understand and are able to use tools, equipment and information systems provided
  • To manage on a daily basis apprentices employed under the engineering apprenticeship programme, to ensure the apprentices meet the technical and development objectives, liaising between the apprentice, his mentor, technical training provider, college or university. Also to assist with the planning the training programme for apprentices
  • To visit any site as required by the New works manager to assist them in preparing quotations for minor new works.
  • Responsible for the management of the BMS on a day-to-day basis with customers and service provider to ensure heating, hot water and air conditioning services function within Trust policies and procedures.
  • To carry out workplace risk, COSHH, Noise and manual handling assessments in accordance with current Health & Safety Legislation and Trust Policies and Procedures to ensure safe systems of work are employed by the workforce and contractors. Develops and reviews policies and work procedures for engineering maintenance activities.
  • The post holder will be expected to respond to urgent operational issues during normal working hours, and out of hours to participate in the Estates management 24-hour 365 days on-call service
  • To manage, develop and update the trade staff 24-hour on-call rota ensuring adequate levels of cover are maintained at all times.
  • To assist the Head of Estates and other senior staff in service development.
  • To provide reports from the CAFM system and produce spreadsheets detailing Estates trade staff work performance to feed into Performance Accelerator.
  • To provide cover as required to colleagues within the Estates across several disciplines.
  • To organise, participate in and chair meetings as required.
  • To provide advice and guidance to users of the Estates services as required using written and verbal methods.
  • To assist in the writing of job specifications and subsequent job interviews to provide induction sessions for new staff.
  • To ensure personal protective equipment is provided and used by both staff and contractors working under their instruction.
  • To manage and maintain records of the Trust condemning procedure and Permit to Work System.
  • To participate in the Care Quality Commission assurance process for the outcomes that relate to the department and to provide evidence in relation to the outcome standard.
  • To carry out audits relating to premises owned by external organisations and occupied by the Trust.
