Specialist Estates Officer (Mechanical)

Band 7 £46,148 - £52,809 Per annum
Hours: 37.5 per week, all MKUH roles will be considered for flexible working
We have a very exciting opportunity within the Estates Department for a Specialist Estates Officer to join our experienced team.We are ideally seeking applications from experienced Estates Officers or Mechanical Projects Engineers who are trained and knowledgeable in various fields, with a working knowledge of the relevant legislation and guidance.
The technical disciplines that we are most interested in are mechanically biased, including HVAC, Pressure Systems, Water Hygiene and Decontamination. Full training will be provided if any skills or experience gaps exist, however it is essential that you have some relevant experience in the specialist fields mentioned.
You will need to be able to prioritise and manage your time and resources to meet the demands of this challenging role. The role is very varied and will include contract management, compliance, capital projects for plant replacement, organising upgrades and remedial works along with many other associated tasks. Participation in On-Call duties are also included.

Main duties of the job
To advise and oversee Trust matters relating to compliance of specialist services in relation to the Estate.
To provide specialist advice to the Senior Engineer and Estates Services Manager and arrange best economic deployment of resources within the Maintenance Department to ensure the department delivers a safe and compliant Estates Service to the Trust.
To act as an Authorised Person for up to three disciplines and be a point of contact for technical purposes for the Trust and under a service level agreement to other organisations that occupy space on the Trust estate.
To be a delegated budget holder for contracts and contractors across wide technical services.
To manage highly technical specialist projects regarding Estates.
To produce and manage highly technical projects within day to day and Capital schemes.

SERVICE RESPONSIBILITIES
To manage compliance regarding the assigned AP duties across all Trust buildings, plant and associated Estates Services which may often be of a highly technical nature and relate to in-house staff and contracted services, being able to communicate specialist information at all levels across the Trust.
To ensure that statutory compliance to relevant legislation, regulations, codes of practice and HTM guidance is maintained along with Trust Policies & Procedures with regards to Estates matters are fully complied with to minimise risk to the Trust and where appropriate carry out detailed technical analysis and assessments to reduce risk to a minimum.
FINANCIAL RESPONSIBILITY
To manage the delegated contractors budget expenditure and assume control within the areas of responsibility and that budgetary allocations are not exceeded including sign-off for payment.
To ensure economic deployment of resources and materials at all times.
OPERATIONAL RESPONSIBILITIES
To maintain effective channels of communication within the department between Management, staff and other hospital departments.
To manage the specialist training needs within the Department and prepare and deliver appropriate induction and training schedules for staff when required.

- Certificate in Management Studies OR equivalent experience

- Specialty in two estates fields to City & Guilds Accreditation for HTM (Health Technical Memoranda), H&S, Fire, etc. (e.g., Water Hygiene, Decontamination, Ventilation, HV, LV)
- Chartered Institute such as ACIBSE, CIHE or equivalent experience
