Hours: 37.5 hours per week, all MKUH roles will be considered for flexible working

This is an excellent opportunity to join us at a time when we are strengthening our Estates team to support exciting Engineering Projects that are currently under development.

The successful candidate will advise and oversee Trust matters relating to compliance of specialist services in relation to the Estate. Will provide specialist advice to the Estates Manager and will arrange best economic deployment of resources within the Department to ensure delivery of a safe and compliant Estates Service to the Trust.

In addition, acting as an Authorised Person for various disciplines, you will be a point of contact for technical purposes for the Trust and under a service level agreement to other organisations that occupy space on the Trust estate.

The post holder will manage highly technical specialist projects regarding Estates and produce and manage highly technical projects within day to day and Capital schemes.

A track record of managing a technical team and knowledge of technical disciplines within a large estate is essential, endorsed by qualifications and relevant CPD training.

Main duties of the job

Experience with Medical Gases and Decontamination would also be a distinct advantage although other specialisms would support your application, along with experience of dealing with Contractors and technical staff across the broad range of building services.

You will need to be able to prioritise and manage your time resource to meet the demands of this challenging role. Future participation in rostered On-Call duties are an essential part of this role.

To advise and oversee Trust matters relating to compliance of specialist services in relation to the Estate.

To provide specialist advice to the Estates Services Manager and will arrange best economic deployment of resources within the Facilities Department to ensure the department delivers a safe and compliant Estates Service to the Trust.

To act as an Authorised Person for various disciplines and be a point of contact for technical purposes for the Trust and under a service level agreement to other organisations that occupy space on the Trust estate.

To be a delegated budget holder for contracts and contractors across wide technical services.

To manage highly technical specialist projects regarding Estates.

Communication

In conjunction with the Estates Services Manager; aid the development of statutory engineering compliance, outlining, monitoring and reporting on targets that achieve the Trusts statutory obligations.

Cascade information on compliance legislation to team members, as necessary.

Analytical & Judgemental

Assist the Estates Services Manager in ensuring the optimal provision of Estates operational and maintenance services.

Monitor performance and compliance against engineering statutory obligations including all mandatory testing of equipment and plant for which Estates have responsibility. This will be achieved by using the information on service provision from in-house labour and asset management systems, contractors performance records and outside specialist advice to validate the information.

Planning & Organisation

Long-term and short-term planning using a strategic approach, including the development strategic plans for the life-cycle of plant, future development of the site, etc.

Where contracted services exist, to be responsible for overseeing and developing with contractors levels of maintenance services appropriate to the agreed contracts and the needs of managers.

Policy, Protocol & Service Development

Ensure the cohesive development and delivery of Estates statutory engineering compliance services and to seek improvements that increase efficiency and raise the quality of services

Write operational policies and proposals for the development and improvement of those services.

Financial Responsibility

Responsibility for the efficient use of delegated Estates budgets and ensuring that, where appropriate, annual cost improvement programmed are implemented and met.

Provide regular engineering compliance and testing budget reports.

Responsibility for Human Resources

Administer HR policies and promote good employment relations

Recruit and induct new operational and maintenance staff as required, perform appraisals and develop personal training plans defining training objectives and expected learning outcomes which achieve the Trusts corporate goals.

Other responsibilities

Provide cover for colleagues as appropriate.

Participate in the out-of-hours on-call service
