The IT Department at Milton Keynes University Hospital NHS Foundation Trust is a dynamic, ever-developing, forward-thinking group of people that make up a team that strives to keep the Trust's systems up to date and responsive to cutting edge technologies, whilst ensuring staff at the Trust are supported to continue to deliver at the highest level.

We currently have an opening for an eCARE (EPR) Development Manager, focusing on the development of the Trust's Electronic Patient Record (EPR) system called eCARE (Oracle Cerner Millennium).

The successful post holder will have experience working in a healthcare environment, including the support of staff and the development of Oracle Cerner solutions; they will be at the level of an Oracle Cerner 'Integration Architect' or have equivalent experience.

Main duties of the job

The aim of this role is to define and manage the technical framework used by the eCARE and Back Office teams on an on-going basis.

Responsible for the provision of expert level IT and eCARE technical and development services to the Trust.

Specify, develop and maintain eCARE, requiring the use of expert level technicques and expert knowledge of the programming tools available.

Ensure that a consistent and quality eCARE technical support service is provided to all users, this may require the identification and resolution of highly complex problems.

Create and agree system specifications with Trust staff when necessary. Manage staff and their workloads on an on-going basis. Guide, instruct and mentor all members of the eCARE Development team.

Management

Develop and maintain the eCARE Development strategy and align this to associated Trust and IT strategies.

Ensure all team activity is governed and managed in line with current Trust policies and standard operating procedures

Prioritise development requests with business system sponsors ensuring that a healthy customer relationship is maintained at all times.

Use expert knowledge to create viable specifications and communicate what can be very complex solutions to both technical and non-technical staff.

Use expert development skills to produce often complex technical solutions for business system sponsors. Ensure all solutions created conform to development standards as defined in the eCARE Development strategy to include source control, testing , data security, data and application recovery and support and end user documentation.

Create and manage eCARE development project plans through the development project life cycle to include both technical and non-technical work streams.

Ensure along with the business system sponsor that appropriate business continuity plans are established in the event a developed application is unavailable i.e. when system recovery is required.

Manage the application and system maintenance activities performed by the eCARE Development team to ensure that application availability is maximised, systems are robust, and data integrity is maintained and that systems can be recovered in the event of failure quickly and efficiently.

Provide expert level troubleshooting of eCARE issues.

Ensure Trust data is routinely backed up and that system health checks are carried out on a daily basis.

Ensure that detailed eCARE system recovery procedures covering all major functionality that has been developed by the team are made available.

Will be involved in the planning, development, installation and maintenance of eCARE to meet user requirements. Managing, coordinating and prioritising eCAREDevelopment team activities. The post holder will be required to contribute to disaster recovery and business continuity planning and processes and will be required to test these policies. The post holder will be required to manage IT projects through the full project lifecycle of discovery, development, testing, delivery and handover.
