This is an exciting opportunity for an experienced construction project management professional with a background of, building surveyor, Engineering or architect to work in a busy and challenging environment at a time of change.

We are looking for a qualified, experienced and reliable Head of Capital Projects to join the Estates team who will lead on all capital major and minor works to deliver a compliant high quality, safe, efficient and value for money capital programme. The Trust has a number of significant major projects identified across our portfolio of buildings / sites. The successful candidate will assist the Estates Director and wider Trust to develop and deliver our strategic development plans.

You will hold a key senior managerial role within the Estates department and will lead by example leading a professional team and will be expected to deliver high quality outcomes. You will have the ability to communicate effectively with a range of technical, clinical and management professionals with the Trust and externally. You will need to demonstrate a high level of interpersonal and team working skills.

You will be suitably qualified and have a proven track record along with demonstrable experience in building / construction / Capital project related management.

Main duties of the job

To provide comprehensive Capital Projects Service to fulfil the needs of the Trust's Capital Programme, and the wider organisation's strategy. Assisting the Estates Director and Chief Finance Officer to develop and deliver organisational strategic Capital investment planning function.

Required to provide strategic and operational capital management advice to the Estates Director and the Capital investment team (CIT). Operate as a specialist for providing Business Case advice and support to other clinical teams whilst interpreting policy, legislation and professional standards to ensure that appropriate capital risk assessment, governance and management arrangements are in place to optimise efficiency and minimise risk. Responsible for delivering identified capital projects contained within the investment strategies from the Annual and Integrated Medium-Term Plans and will be the line manager for the capital estates function and will ensure appropriate workforce, and performance management arrangements are delivered.

Work with the wider estates team to ensure projects are delivered compliant with legislation, Heath Technical Memorandums (HTMs), Health Building Notes (HBNs) etc., utilising specialist advice i.e. Authorised persons / Authorising Engineers (AP/AEs) and specialist design consultants.

Job responsibilities

Line management of the Trusts Capital Projects Team, allocate work in accordance with skills and ability of individual members whilst remaining accountable for ultimate delivery. The post holder will provide professional advice/expertise for all schemes across the Trust.

Continually update the Estates capital plans, developing and reporting monthly on required actions to ensure a balanced year end position to the Capital Investment Team (CIT).

Lead on Estates matters for major and discretionary capital business cases in line with the capital planning governance structures, to demonstrate appropriateness of major capital plans and the value for money impact of each scheme.

To provide project leadership or project management as required on all major projects in accordance with NHS Capital Investment Manual and EU legislation.

Responsibility for all design and contractual procedures for capital projects, minor improvements, estate investment and fire, health and safety schemes as delegated.

Responsible for the preparation of the scheme specific drawings, specifications, bills of quantities, initiating the relevant tender documents, supervise works on site and agree and authorise interim and final accounts.

Responsible for cost expenditure against each scheme within delegated budgets and provide updated Cost Control Plans for all projects, ensuring effective budget reconciliation on each project.

To ensure that project management of each scheme to include accountability for delivery and commissioning of each scheme on time and within budget. In this respect will include the management of the client design and building process, the equipment/information technology installations and commissioning and handover for occupation.

To ensure all Capital Schemes are delivered in accordance with all current legislation and Approved Codes of Practice, including the Construction Design and Management Regulations by acting as the Planning Supervisor or appointing and managing an externally appointed Planning Supervisor. Ensuring projects are compliant with Planning and Building Regulations, Health and Safety, DDA, fire, security, energy, environment, sustainability, privacy and dignity policies.

Carry out feasibility studies and business case preparation in line with the NHS Capital Investment Manual, often supporting other internal departments.

Provide professional advice to all levels within the Trust, in conjunction with the users and key stakeholders initiate and carry out project evaluation of completed schemes to ensure continuous improvement in service.

Commission and manage external Consultants on delegated schemes and project manage schemes from conception to completion on behalf of the Trust.

Collaborate within the Trusts Accountable Care Systems (ACS) frameworks supporting strategies and delivering identified Capital related work streams.

Responsibility to ensure all schemes meet all statutory and internal regulations, in particular by not exclusively:

Responsible for ensuring the Trust receives value for money in terms of capital procurement.

To work closely with -the Estates Director, leading the Capital projects team working closely with colleagues within the Directorate to ensure adequate resources and information management of all capital projects, deputising for the Head of Service if required.

To report any incidents, accidents and near misses in accordance with the Trust Incident Policy, ensuring own safety and the safety of all others who may be affected by the Trusts business.

To comply with all Trust policies and procedures to protect the health, safety and welfare of anyone affected by the Trusts business. To ensure that equipment provided for the protection of health and safety is maintained and used appropriately.

Takes responsibility for administration of the Trusts Managed Term / Framework contract, the Approved List of Contractors and Consultants in accordance with Trust Standing Financial Instructions and Standing Orders.

To comply with the Trust Risk Management Strategy and Directorate/Department clinical and health and safety policies and procedures.

To comply with emergency procedures relevant to Estates and Facilities.

Attend all required Mandatory Training.

Participate in the Trusts on-call rota for Estates Services.

Any other duties commensurate with the grade and in line with the requirement of this post.

The post holder will provide effective communications with staff employed throughout the Department and promote good relations.

To develop and promote links and relations with key stakeholders and users at all levels across the Trust and extending to external agencies and groups.
