Main duties of the job

The Deputy Finance Director is the nominated deputy to the Finance Director and has overall responsibility for the efficient functioning, integrity, business focus and performance of the numerous departments comprising the financial management, costing and commissioner management functions within the Finance Directorate. You will provide advice and guidance where appropriate and are responsible for authorising expenditure with managerial responsibility and accountability for all aspects of these functions.

You will identify, investigate and advise on highly complex, contentious and commercially sensitive strategic financial issues providing advice and guidance to all levels within the partner organisations, up to and including Directors, and with external partners including ICBs, NHS England and the Department of Health and Social Care.

You will provide interpretation of financial reports, national guidance, documentation and returns and will take responsibility for the quality and meeting of deadlines of financial data submitted as part of any statutory (or otherwise) NHS returns.

You will lead on behalf of the Finance Director on all aspects of delivery of the objectives of the Finance function within the Trust including commissioner contract negotiation with ICBs, income planning, monitoring and expenditure resource management.

You will ensure that systems are in place and are managed efficiently and effectively.

Experience and Knowledge Required

  • Extensive experience in senior management position/s dealing with strategic financial issues and team leadership.
  • Advanced theoretical and practical knowledge of the NHS financial regime and NHS financial policies.
  • Expert knowledge in the areas of financial and accounting procedures and financial and other aspects of legislation. The application of this knowledge will be necessary to all the Finance departments and their procedures comprising the wider Finance function (including Payroll, Creditor Payments, Financial Services and Financial Management).
  • Expert knowledge of NHS commissioning arrangements, impact of Payments by Results and Choice are required.
