Main duties of the job
Bedfordshire Hospitals NHS Foundation Trust are seeking to appoint a construction project manager to join their expanding Site Redevelopment team. With the recent national award of £168m for the creation of a new Acute Service Block and Ward Block at Luton and Dunstable University Hospital, this is an extremely exciting time to join the team.
The post holder should have extensive construction experience and be able to demonstrate their ability to deliver complex capital schemes of at least £5m in value within live operational environments. It is essential that they can utilise a professional structured project management methodology in order to plan, implement and successfully deliver major capital projects on time and within authorised budget.
In particular, they must have good practical knowledge of construction contracts (JCT and NEC4) and ideally be an accredited NEC4 ECC Project Manager.
The post holder should also be able to utilise their skills and experience to provide technical advice and support in respect of major capital projects within and outside of the redevelopment programme.
This is a full time position based at Bedford Hospital, but occasional travel to Luton and Dunstable University Hospital may be required.

As part of our continued response to COVID19 the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 (the 2014 Regulations) was updated and approved by Parliament. The purpose of this role is to take responsibility within the Trust Site Redevelopment programme for project delivery at each stage and to lead the project on a day-to-day basis under the direction of the Project Director. The post holder should have experience of delivery of complex capital schemes of at least £5m in value within live operational environments. This is a full time position.
The Project Managers prime responsibility is to ensure that projects deliver the required outcomes, to the required standard of quality and within the specified constraints of time, cost and quality. They must have good practical knowledge of construction contracts (JCT and NEC4) and ideally hold NEC4 ECC Project Manager accreditation.
They will have responsibility to plan, implement and successfully deliver major capital projects on time and within authorised budget.
The role requires the post holder the use a professional structured project management methodology (e.g. PRINCE 2) to manage projects.
The post holder must also use their skills to provide technical support in respect of major capital projects within and outside of the Hospital Redevelopment Programme.
From time to time the post holder will be required to deputise for the Senior Programme Manager and Construction Director, in their absence, on capital project management issues.

KEY RESPONSIBILITES
- Provide clear project leadership, be a positive role model and actively promote the Trusts vision and strategic aims, and values.
- Develop close working relationships with the project team- including Estates and Facilities, clinical teams, IT and finance- to determine the requirements of the project.
- Responsible for the provision of clear project communications within the project management structure in the Trust i.e. Project Board, Project Team, Directorates and Trust management.
- Responsible for the project management, the technical design and construction process through close liaison and negotiation with advisors, technical experts, bidding teams, contractors and all relevant internal personnel.
- Engage with the end users (staff and clinicians) of the facilities, throughout the processes to prepare fully informed brief for the project
- Lead on the development and production of clear specifications and user requirements.
- Prepare and manage a project plan for planned change in service delivery, agree this with the clinicians and managers concerned and negotiate implementation in line with the project timetable with the aim of achieving the change with the minimum of disruption to patients and staff.
- Carry out option appraisals to assess complex planning and construction issues and adjudicate on behalf of the Trust where professional opinions differ.
- Ensure that the various procurement routes are fully assessed and recommend a route for the project to the Project Board.
- Negotiate and recommend for Board approval of contracts and legal documents related to the project. To expend monies within levels of delegated authority as detailed under Trust standing financial instructions.
- Where required support the development and preparation of outline and full business cases and to support the approval process.
- Responsible for the provision of all project management documentation including; regular reports, presentations and minutes as appropriate, Project Plan/ Programmes and Risk Registers.
- Develop good relationships with all stakeholders, external advisors and contractors. Working with key members of the Project Team to ensure project details and outcomes are fully communicated internally and externally.
- Manage the processes to appoint external advisors necessary to successfully deliver the project. Actively monitoring adviser performance and compliance within the terms of their appointment, project objectives, obligations and responsibilities. Manage adviser fees budgets.
- Ensure that the Trust compiles with all relevant Health and Safety legislation and ensure that standards of health and safety are maintained and monitored.
- Ensure robust reporting and communication systems are in place to meet the Trusts statutory requirements for reporting on Health and Safety on construction sites
- Ensure procurement arrangements are in place to identify equipment requirements, specifications and purchases to align with construction plans and project budget.
- Liaison and negotiation with local, regional authorities and other outside agencies on matters relating to planning applications, land purchases, Section 106 Agreements and land easements.
- Prepare and manage Project budgets for the project team and advisers.
- Develop and identify procedures for handover, commissioning and post project evaluation.
- Line Manage members of the project team, ensuring that each member of staff has an annual appraisal and personal development plan.
