Chief Nurse & Executive Director of Quality

As the Chief Nurse of the largest Cancer Centre in Europe this is a key post in ensuring the delivery of quality and patient safety outcomes across the organisation. You will provide professional leadership for all Nursing and all non-medical professionals by ensuring high quality standards of clinical care within the resources available and adherence to professional standards of practice. The post holder will provide strong academic leadership for the nursing and AHP research programme and you will lead the profile of clinical academic careers and practice in line with the Trust's plans.

You will provide the Board with advice and guidance on all matters relating to nursing and professional clinical roles within the Trust ensuring the requirements for safe staffing are brought to the Board for approval. As Director of Infection Prevention & Control you will be responsible for Board oversight of infection related issues and provide Board assurance.

Main duties of the job

You will be a key member of the Trust's Board and Executive Team (see appendix A for details), you will set the framework for the design, delivery and monitoring of the risk management and quality strategies thereby ensuring patient safety, patient experience and clinical and research outcomes are in the top decile performance in line with the Trust's five-year strategy. You will be responsible for the delivery of the Patient Safety Strategy and chair the Trust Risk & Quality Governance Committee.

The Chief Nurse will attend executive each of the three Assurance Committees: Audit Committee, Quality Assurance Committee and Workforce Assurance Committee. You will provide executive leadership for the Quality Assurance Committee and work with the Company Secretary and executive leads for the other committees to support the Board to review process and assurances across these committees.

By providing professional leadership, the Chief Nurse & Executive Director of Quality will create a culture that enables staff to feel supported in their role and report high levels of job satisfaction. This will include the development of clinical and academic research roles that meet the needs identified in the workforce plan. You will be a leading academic with a strong track record in international research and associated outputs

Contribute fully to the development and implementation of strategies and policies for developing and modernising nursing clinical practice and services to ensure high quality, safe health care services for our patients and for the delivery of statutory and corporate responsibilities aligned to this.

Ensure contribution to the workforce plans; ensure the development of new roles that meet the needs of the organisation and ensure a focus on the recruitment and retention priorities for nursing staff.

Professional Leadership

Provide the Board of Directors, the Executive team and Clinical Divisions with professional support and direction in all aspects relating to nursing and quality.

Provide professional clinical leadership to nursing staff that supports innovation and quality improvement of care and services. Ensure the highest standards of professional care that demonstrates full compliance with regulatory professional requirements.

Work in partnership with Higher Education Institutes and contribute to the development of nursing and associated health professions education, research and new roles.

Ensure contribution and delivery of the Chief Nursing Officers national priorities and represent the Trust at Greater Manchester, regional and national levels on all matters relating to professional issues whilst ensuring the sharing of best practice.

Risk and Quality

Responsibility for developing the quality and risk management strategies through a process of clinical and managerial engagement. The strategies will ensure that a learning organisation is maintained and that there is a focus on near miss reporting and learning and organisational sharing of learning from incidents.

In partnership with the Executive Medical Director, ensure that the Trusts statutory obligations in clinical services are met and ensure safe and proper standards of clinical practice.

Provide Executive leadership and accountability in Risk and Quality for the following:

  • Lead for Trust Risk Management
  • Director of Infection, Prevention and Control
  • Caldicott Guardian and corporate oversight of the Freedom of Information function
  • Safeguarding Vulnerable people
  • Lead for Care Quality Commission engagement and inspectio

Encourage, support and develop evidence-based practice. Promote and develop innovative and creative approaches to clinical quality and quality performance, establishing key performance indicators for benchmarking and ensure scope for continuous improvement.

As Executive lead for the Quality & Standards team ensure the functional requirements for patient safety, patient experience, clinical effectiveness, complaints, PALS, litigation, liaison with the coroner, risk management, safeguarding vulnerable people and clinical audit and quality improvement are met. You will ensure the proper systems and processes are in place thereby providing assurance to the Board of Directors.

Provide corporate leadership on the compliance with the Care Quality Commission key lines of enquiry and ensure a system of assurance for providing evidence of compliance.

Strategy Development and Business Planning

As an Executive Director and member of the executive team, share full corporate responsibility for the overall strategic development and the day to day running of the Trust. Contribute to the development of the Trusts five year strategy and implementation of the long term plan.

As a member of the executive team, take an active role in developing performance improvement and service innovation initiatives that respond to patient and commissioner needs.

Share corporate responsibility for the execution, monitoring and achievement of quality, financial and performance standards.

Ensure the reporting of quality measures to the Trust Board demonstrating continuous improvement and achievement of quality standards.

Leadership and Workforce Planning

Advise the Board on issues of skill mix, deployment, and utilisation of the nursing workforce consistent with NMC standards and those of other appropriate professional bodies. Provide monthly safe staffing utilisation performance reports and six-monthly safe staffing reviews.

In partnership with the Director of Workforce ensure that workforce planning, retention and recruitment of nursing and non-medical professionals is of a standard that delivers high quality care, whilst delivering the workforce plans.

Foster compassionate leadership and an inclusive and respectful culture where colleagues value and seek diverse perspectives and actively build healthy and effective teams. Drive conversations around creating cultures where nursing staff can thrive and ensure that barriers to this are addressed. Ensure the link between psychologically safe teams, staff engagement and retention, and the delivery of safe, high quality patient care is recognised.

Ensure that professional, managerial and leadership development of nursing is maintained and reviewed annually.

Ensure support, through objective setting, appraisal and personal development, to all direct reports.

Manage the budget and ensure value for money in deploying the financial resources for the Quality & Standards Division.
