Job summary

To design, implement and operationally manage the Radiology PACS and RIS systems and associated workflows on behalf of Alder Hey Hospital FT and Liverpool Heart and Chest FT trusts.

To act as operational and technical lead for the Targeted Lung Health Check imaging pipeline.

To promote and enable integration of imaging systems management within the wider iDigital service of the trusts.

To manage and support the cardiology PACS solution (Philips ISCV) and associated workflows on behalf of the trusts.

To manage and support existing and new other imaging 'ologies' on behalf of the trusts.

To support the management of imaging devices from a network, security, device configuration and integration perspective.

To work closely with IT, to design technical solutions and to manage day to day configuration and operational issues.

To design and implement workflows for Radiology electronic ordering and results reporting between hospital supported by the iDigital service.

To implement and operationally manage associated systems such as Image Exchange Portal; Syngo Via; Circle CVi42, Heartflow, Aidence Veye Analysis & Reporting, Orthanc PACS, ISP, Dose Monitor amongst others.

To produce and maintain appropriate documentation related to systems to ensure compliance with local policies, statutory requirements and national obligations.

To develop relationships with colleagues using imaging technologies and introduce distributed management for other ologies.

Main duties of the job

This role is unique in offering the opportunity to gain knowledge and experience in two specialist areas of imaging systems managment. At Alder Hey we manage imaging for a full range of disciplines such ED, Orthopaedics, Urology etc. and we are not limited to the traditional types such as DICOM we also manage image types from medical photography, GAIT lab, SaLT and theatres. At LHCH we have state of the art catheter labs and theatres and have also developed and managed the Targeted Lung Health Check [TLHC] programme pipeline.

About us

Alder Hey is a specialist childrens DGH offering the full portfolio of disciplines and LHCH is a tertiary referral centre specialising in cardiac and respiratory medicine. Both are recognised centres of excellence.

The PACS teams at Alder Hey and LHCH are currently based at the two trusts which are about 15 minutes walk away from each other. Both trusts are part of the Cheshire & Merseyside Radiology Imaging Network [CAMRIN] a consortium of 13 trusts whose Philips Vue PACS systems are connected presenting a patient centric view.

Its envisaged that the two teams will become one in due course in order for all team members to gain the maximum knowledge and experience and to foster the best possible environment for mentorship and development.

ProjectManagement

  • Deliver the project on time, within budget and in a way that delivers the benefits agreed at business case stage.
  • Production detailed project and stage plans.
  • Liaise with associated/related projects and project managers.
  • Monitor overall and day-to-day project progress.
  • Advise the Project Board immediately if planned tolerance levels are exceeded.
  • Send regular highlight reports and (when required) exception reports to the Project Board and also prepare progress reports for the PACS Project Board and other groups as required.
  • Liaise with all stakeholders and user groups to ensure overall integrity and direction of the project.

Process flow Evaluation and Redesign

  • Continously review current workflows with stakeholders, make recommendations for improvement and implement these.

Change Management

  • Develop improved ways of working using Radiology and Cardiology PACS, RIS and associated systems, developing and gaining ownership of the new processes.
  • Identify the resources and financing required to deliver and operate Radiology and Cardiology PACS, RIS and associated systems through the transition process and beyond and feed the resource implications of that into the business case process.
  • Devise a Change Management and Benefits Realisation Plan to move existing users to new ways of working focussing on the human as well as technical aspects.
  • Take the service through the change from the old to new way of working. Work with Radiology and Human Resources, during the transition process and thereafter.

Technical/Configuration Management

  • Manage all systems at the systems application level and when required at the server level

Service Provision

  • Take responsibility for the day-to-day organisation and maintenance of the radiology and cardiology PACS, RIS and associated systems and its data.
  • Manage the maintenance and provision of PACS and RIS systems across the iDigital supported sites.
  • Support the Cheshire & Merseyside Radiologists On-Call Hub which is hosted at LHCH and provides out of hours radiologist cover for consortium trusts.
  • Manage communication between Trust IT and radiology staff, radiology and cardiology PACS, RIS and associated systems and DR/CR equipment suppliers and other modality service personnel.
  • To develop datawarehouse solutions to capture data from RIS, PACS and devices for BI, data quality, waiting times compliance and to fulfil mandatory data requirements such as DiD
  • To implement solutions such as DMWL and MPPS to improve data quality and efficiency across the Trust.
  • Maintain a log of radiology and cardiology PACS, RIS and associated systems assets showing their current performance status and system information (IP address, location, reference number etc).

Configuration Management

  • Record all system configurations and maintain a detailed inventory for all systems and devices connected to them.
  • Produce and maintain Visio schematics outlining the connectivity with up and downstream systems and the provision of worklists and exchange of other messages.

End User Training

  • Produce and maintain a training plan for users within Radiology and reporting users within Cardiology
  • Produce and maintain a training plan for users outside of Radiology and non-reporting users within Cardiology

Documentation Management

  • Produce and maintain all documentation required by the Trust, CAMRIN, CQC and NHS England.
