Job responsibilities
JOB SUMMARY
Work with the Divisional Senior
Management team on both strategic and operational matters within your service line.
Working with the Senior Operational
Manager to lead the operational management and performance of the Radiology service
in conjunction with the clinical leads
and lead Radiographers.
Work closely with the clinical
leads to ensure the efficient and
effective delivery of the Radiology services.
Work with the Head of Nursing
and Quality and operational department leads to ensure efficient and effective
delivery of the Radiology services.
Contribute towards the
financial management of the Division ensuring any opportunities for increased
efficiency are realised.
Develop communication systems
across their service lines ensuring inter division communications are
strengthened and joint working is encouraged.
To support the Divisional
Management Team with a range of administrative tasks - including the collection
and analysis of performance data in order
to inform decision making.
The post will also line-manage
service administrative staff within Radiology.
This role requires liaising
with different disciplines to ensure that capacity is in place to meet the
needs of the service, and that it is efficiently utilised.
PRINCIPAL ACCOUNTABILITIES
1.
To support the service and business planning process
to deliver the activity plan and other national initiatives on behalf of the
Divisional Management Team.
2.
To support the timely
management of patient pathways & provision of performance information to
support diagnostic (DM01) targets and
cancer pathway faster diagnosis standards.
3.
Strong knowledge of DM01
imaging standards including regulatory rules including inclusion and exclusion
criterias, reporting targets, data quality and escalation processes.
4.
Support the Divisional
Management Team, and lead when appropriate, on service improvement and
transformation projects.
5.
Line-manage the services administrative staff or other
support staff as and when required.
6.
Administration of diagnostic
capacity, including template setup or amendments.
7.
Oversight of medical staff
leave and rotas.
8.
Co-ordination of waiting list
initiative activity.
9.
To attend meetings on behalf of
the Divisional Management Team when appropriate
and present in Weekly performance meeting.
10.
To organise meetings and other
events as required.
11. To deal with queries and complaints from patients. To respond to
PALS queries and assist the Divisional Management Team in responding to formal
complaints by collating background information.
12. To deal with incident reporting and investigation as required.
13. Review performance management across their service lines working
with colleagues to embed a culture of continual assessment and improvement
where required.
14.
Develop service improvement
plans for the department, incorporating quality and efficiency.
15. Assist with the development of a yearly work programme of quality improvement, incorporating project plans
and objectives, in line with the
Clinical Quality Strategy, Annual
Business Plan and other business priorities of the Division.
16. Provide management support and guidance to clinical colleagues
within their service lines.
17. Recognise and deal with highly sensitive issues, e.g. service
improvement and change management,
formal HR processes as and when required.
18. To maintain and improve own skills by undertaking the appropriate
training and development activities relevant to the post.
19. Any other duties at the request of the Divisional Management Team
within the scope of the post.
MANAGERIAL/LEADERSHIP
Work closely with the
management team to develop demand and capacity models specific to the Division.
To become an expert user of the
CRIS (Radiology Information System), in relation to patient access functions
with a particular emphasis on imaging requests.
To be responsible for the
administrative team and ensure implementation of Trust HR policies and
compliance with employment legislation. Acting as a Line Manager for staff over
all clerical & admin functions.
Develop and/or maintain summary
reports of relevant external and internal KPIs for each of the areas within the division.
Support the Division to analyse
and act on information to proactively manage and maintain relevant NHS targets,
including profiling activity to ensure target requirements are met.
Using capacity and demand
spreadsheets, monitor and analyse the clinical activity of consultants and
their teams to ensure efficient use of the diagnostic capacity. From
information gained in analysing
spreadsheets, act on your own initiative to liaise with appropriate staff and
plan the reallocation of resources accordingly to meet demands.
Ensure robust processes and
systems are in place for patient access and performance with external partners
such as CDCs, mutual aid provers and outsourcing companies.
Represent the Division at
meetings when requested.
Contribute towards capacity
planning, divisional forward planning, objective setting and performance review
activities in order to improve the
capacity and capability of the Division
/ Trust.
Contribute to the recruitment
and selection process for a robust workforce within the Department.
Identify any staffing issues to
senior manager and negotiate with senior manager regarding best solutions to
alleviate staffing issues.
To ensure effective
communication mechanisms are in place to ensure regular feedback is cascaded to
all members of staff.
Contribute to staying within
the financial clerical & admin budget, monitoring performance and
authorising additional pay spend to support operational activity and monitoring
the budget for clerical and admin team.
ORGANISATIONAL
Ensure close monitoring of NHS access targets utilising Excel
spreadsheets and hospital information systems highlighting any potential
concerns in achieving targets to the management team.
Ensure data is validated where required, including responsibility of
managing the data quality lists within the department.
Working with the Radiology
administration team, ensure capacity and sessions are utilised.
Provide management support and
guidance to clinical colleagues within their service lines.
Working with the management teams
to maintain compliance to the Trust Access Policy.
Compile timely reports for the
management team following the manipulation of spreadsheets/data either in
graphical or written format.
Arrange additional sessions within
the Radiology department where this has been identified as being required
either following own analysis of capacity shortfalls or as requested by a
member of the management team.
To manage the day-to-day
capacity and demand processes of the specialty and liaise directly with the
Divisional Management Team in the
planning of activity to ensure the department is able to achieve required
performance targets.
To work alongside the
Divisional Management Team to assist with patient flow and escalating issues
when appropriate.
In absence of the Divisional
Management Team, respond to operational issues as they arise.
To provide information for
finance, payroll and HR departments in respect of changes to the staffing
establishment.
5.
HUMAN RESOURCES
Develop effective working relationships
with clinicians and key stakeholders.
Ensure that all human resource
policies are observed and adhered to in the Service Line.
Develop team morale and
motivation through effective personal leadership, ensuring that views and
decisions are communicated both up and down the management structure.
Contribute towards the
management of sickness absence across the Radiology department.
Perform PDR reviews and ensure
developmental plans are in place for
all staff as required.
Undertake disciplinary/grievance
investigations and sit on panels as required.
QUALITY
To support with the management
of the diagnostic pathways within the Clinical Services Division.
To be competent with using the waiting
list PTLs and be able to communicate this information with the staff supporting
the division. To audit that staff are booking patients according to urgency and
then in order of referral received.
To work with the Divisional
Management Team to identify and solve capacity issues and to be involved in the organisation of extra sessions.
To monitor and ensure that the
KPIs are met for the 6-week diagnostic pathway and Faster Diagnosis Standard,
informing the Divisional Management Team when capacity needs to be increased.
GOVERNANCE
In conjunction with Human
Resources, develop processes that support peoples equality, diversity and
rights, evaluating the effectiveness of current policies and procedures and
making suggestions on how they can be improved.
Participate/lead in the investigation of incidents and
complaints providing clear action plans to reduce or eliminate reoccurrence and
communicate these Trust wide.
Strengthen divisions risk
registers and health and safety audits.
Contribute to the Division
governance processes to ensure the development of an integrated governance
framework that assures safe and effective care for patients and clients and
complies with public sector values and codes of conduct, operations and accountability.
