Job summary

An opportunity has arisen for a Resourcing Officer to join our Outstanding Trust. This is an excellent opportunity to join the resourcing and wider HR team and develop your existing skillset in this area. Reporting to the Recruitment and Employee Services Team Leader the post holder will act as a source of expertise for recruiting managers and employees across the Trust.

As part of an active recruitment team you will pro-actively support managers across different divisions within the hospital to ensure sufficient staffing levels. Equally you will support employees with various contractual changes through their employment journey with the Trust.

Main duties of the job

As an effective communicator, you will be the first point of contact for managers, employees and prospective employees; providing expert advice regarding recruitment and terms and conditions eg: salary, acting up, eligibility to work in the UK, mandatory pre-employment checks and other employment related matters. You will be required to provide an efficient and effective administrative recruitment service, ensuring compliance with department procedures and safe recruitment processes.

The successful candidate will embrace the challenge of working in a demanding environment where excellent customer service skills and attention to detail are paramount. Working well as part of a team in addition to being able to use personal initiative is essential, as is a clear commitment to providing a high standard of customer service.

Experience of high volume recruitment and knowledge of recruitment best practices is essential.

JOB SUMMARY

The Resourcing Officer recruitment service for recruitment.

will be providing a pro-active and customer focused substantive, fixed term, medical staffing and volume

The post holder will actively manage the administration of the full recruitment cycle, liaising with new employees, recruiting managers, occupational health and the other organisations outside of the Trust to maximise the efficiency of the recruitment process. Ensures that all pre-employment checks are completed that are required under NHS best practice guidance, and in line with the Trusts timescales in relation to recruitment.

The post holder will be delivering administrative support and best practice advice on the recruitment and selection of staff across the Trust; ensuring that all the contractual documentation is provided to the Trust and the employee in line with established HR standards.

The post holder will complete the recruitment workflow for all roles across the Trust to ensure that recruitment managers and candidates experience excellent customer focussed service. This will require taking a proactive approach to any challenges which may occur to ensure start dates are adhered to and contractual administration and on boarding has been completed.

The post holder will complete day to day transactional HR services including contract changes, payroll processing, expenses, and salary sacrifice schemes.

The Resourcing Officer will also support the Recruitment and Employee Services Team Leader with designated responsibilities such as , volume recruitment, providing information to provide resourcing reports, assisting with development of the Applicant Tracking, Induction, and Onboarding.

PRINCIPAL ACCOUNTABILITIES

Proactively completing recruitment and transactional HR duties across whilst ensuring that future activities are prepared for and planned in advance

Responsible for completing/undertaking pre-employment safer recruitment checks on all candidates including references, DBS checks, Occupational Health checks, right to work and immigration checks, and any other regulatory/legislative requirements

Completing and managing the scheduling of candidate sign on appointments of all levels to carry out the ID checks.

Managing both the manager and the candidates expectations throughout the recruitment process, providing advice and support for both candidates and managers on the correct provision of documentation to evidence the necessary checks.

Maintaining information on the status of vacancies and to put systems in place for the regular and on-going collation of statistics on vacancies.

Completing HR transactional duties including, contract changes, payroll processing, expenses, and salary sacrifice schemes

Ensuring the accurate and timely maintenance of personal files and to ensure that employee records and data security are maintained in line with Trust procedures and employment legislation.

Maintaining a high level of confidentiality at all times and to be aware of the sensitive nature of the data processed and ensuring this is complied with across the Team.

Escalating recruitment that requires a risk assessment by the Trust in order to start a candidate

Utilising the NHS Jobs system and ESR system to create appointments ensuring that all new starter and pre-employment checks have been completed, and matched appropriately with NHS Jobs.

Facilitating the vacancy approval process across the trust and escalating any queries on the process

Liaison with the DBS checking service ensuring timely return of DBS checks

Ensuring own workload is managed in accordance within defined key performance indicators, schedules, and deadlines, and escalating issues appropriately and timely

Participation at volume recruitment events, completing duties as appropriate and attend/participate in any Trust open days

Ensure accurate and timely input of all employee data in line with any published schedules working in partnership with the Payroll Service Provider.

Liaison with appropriate departments for the on-boarding of new staff, including Induction, Payroll, and IT to ensure that the process is customer focussed

Ensure contracts of employment are accurate and issued within agreed timescales

Manage the online recruitment system effectively, uploading adverts, responding to queries and sorting applications on a daily basis.

Manage recruitment and selection filing systems; manually and electronically, for all past and present vacancies in accordance with legal requirements

Answer day-to-day general recruitment and transactional services queries from staff regarding recruitment, new starters, DBS, Occupation Health checks.

Manage honorary contract and various ad-hoc temporary staffing requests

Manage the Internet and Intranet recruitment pages ensuring detail is up date

Ensuring up to date recruitment templates, and processes are used in accordance with trust branding ensuring that adverts, and associated administration reflects this

Creating reporting and administration templates utilising NHS Jobs and ESR.

Provide activity data to feed into the creation of accurate reports
