Job summary

An exciting opportunity has arisen for a Project Manager to come and work within the Capital Projects Team at Liverpool Heart and Chest Hospital.

Reporting to the Head of Capital Projects, you will be responsible for the building design and management of construction projects, taking lead responsibility as directed. You will integrate with all sections of the Estates and Capital Departments and liaise with Trust staff and project professionals.

About us

The team work closely on all projects in the capital work plan. The current team structure has 2 project managers (this role is a 3rd), 2 project officers and a projects administrator. All working in the same office the team offer a professional and friendly service aligned with the Trust Values. Continuous professional development is a key part of the team and we work closely with operational estates colleagues to ensure a seamless approach at project handove

JOB SUMMARY

The post holder is to manage all aspects of the Capital Projects implementing a diverse portfolio of redevelopment schemes taking them through from inception to implementation and evaluation both pre and post contract.

The post holder will provide expert specialist professional advice on all aspects of capital planning, business case development, construction and consultancy procurement and technical planning matters to other trust staff, directors, scheme leads, senior managers and external organisations.

The post holder will ensure the projects remain high profile within the Trust and links are maintained with key individuals and departments and to work closely with the Project Board members in the processes required to meet the requirements for the resolution of subsequent queries and design.

The post holder will be responsible for the co-ordination of the day-to-day expenditure and cash flow for the capital spend for each project. Checking invoices against approvals; timesheets or delivery notes and processing for payment of same only when appropriate to do so. Production of cash flow forecast and expenditure reports for discussion with the Head of Capital Projects and Finance Teams.

The post holder will co-ordinate the commissioning process including production of commissioning programmes regular progress meetings with User Leads, Architects, Quantity Surveyors and Contractors to ensure that the deliverables and products are completed within the agreed time scales.

The post holder will be required to communicate effectively at all levels across the multidisciplinary team, both within the Trust and with external agencies.

PRINCIPAL ACCOUNTABILITIES

Make key decisions on a daily basis for each capital scheme advising as and when required, the Head of Capital Projects

Manage the tasks and planning on each project and act as principal liaison to a team of project staff in providing instructions to external Contractors, Architects, Quantity Surveyors and Suppliers/Providers.

Responsible for overall management for the production of the required deliverables of each project.

Responsible for the overall management and main contact for all matters relating to each capital scheme.

To negotiate in terms of detail on project delivery using strong influential skills.

To communicate and agree collectively on project deliverables and timescales.

Directly managing the transformation of new ideas into deliverable projects and using strong influential skills to deal with challenging people to achieve the agreed programme deadline.

Responsible for judgements where there are conflicting views on the project and making decisions on complex issues where there is a need.

Responsible for identifying and assembling the appropriate blend of resources to meet project needs and requirements.

Responsible for the end to end delivery of allocated projects on time, on budget and the appropriate levels of quality.

Leading the planning and initiation of programmes and projects.

Create and develop project programmes for commissioning, detailing deliverables including key dates and milestones.

Create and develop Terms of Reference for each Capital Scheme meeting.

Attend regular external site meetings required for each project, reporting progress as the client and ensuring effective communication with all external professionals.

Co-ordinate, attend and transcribe actions from all Capital Scheme User Lead meetings.

Create room data sheets and co-ordinate and chair meetings to agree and approve the same for sign off.

Control, manage and act as principal liaison of equipment procurement or transfer. Working within a team to receipt and placement of equipment including liaison with suppliers, equipment advisers and end users.

Control and co-ordination of decanting equipment and staff ensuring effective communication, control and management throughout.

Leadership and education of end users in how to implement commissioning programmes for handover.

Management of both Capital Programme for the Trust, small office moves/refurbishment together with Estates Infrastructure projects

ORGANISATIONAL

To manage and report the financial impact of missed milestones and project delays and providing an understanding to project leads and Head of Capital Projects to report to Executive Team.

Responsible for the creation and development of the local capital schemes financial database. Recording and processing for payment all capital scheme invoices.

Develop new protocols from lessons learnt to improve the Trusts offering

To ensure that the required approvals are in place for proposed developments and that a clear audit trail is established.

Investigate potential and promote the use of Low Energy/Sustainable/Whole Life costing to support Trust Visions, Values & Policies

Manage project tendering process as the clients representative

Maintain list of Trust approved contractors, design teams and suppliers

Work with Head of Capital Projects and Head of Estates to produce a trust wide standard for products/services
