Job summary

We are looking for a motivated, dynamic, and innovative individual capable of leading a team and representing pharmacy internally and externally to become our Clinical Pharmacy Services Manager for the Whiston, St Helens and Newton sites.

You will need excellent interpersonal and communication skills and the ability to organise and prioritise your work as well as that of others within your team

The successful candidate will be based at Whiston Hospital and will be expected to participate in seven day working, late duty rotas and pharmacy on call.

Please note, this recruitment process will include an assessment centre which will take place on Monday 16th September 2024.

Main duties of the job

o Lead and direct the management, development, and vision for the clinical pharmacy services on the Whiston, St. Helens and Newton sites (inc. community services as appropriate).o To develop, implement and monitor standards for the clinical pharmacy service.o To act as a role model for other clinical pharmacists and to provide in-house clinical training for all pharmacists relative to their needs.o To practice as a Trust approved Independent Non - Medical Prescriber.o To assist the Chief Pharmacist in the strategic & operational management of the Pharmacy Service.o Act as site lead for the implementation of Patient Group Directions and Pharmacist site lead for the implementation of non-medical prescribing.o To provide a highly specialist clinical pharmacy service to designated speciality.o Co-ordinate and implement clinical practice research and audit in the department.

We provide the Mersey Regional Burns & Plastic Surgery Unit at Whiston Hospital and the Spinal Injuries Unit at Southport Hospital to more than 4 million people across the whole of Merseyside, West Lancashire, Cheshire, Isle of Man and North Wales.

KEY DUTIES

The Clinical Pharmacy Services Manager undertakes the following duties:

Responsible for the delivery and development of clinical pharmacy services on the Whiston, St. Helens and Newton sites (inc. community services as appropriate).

In conjunction with the Clinical Pharmacy Service Manager (Southport & Ormskirk sites) develop and implement clinical pharmacy standards and competency frameworks to ensure safe and effective use of medicines throughout MWL Trust.

Identify areas for service development and prepare business cases to secure funding for the expansion of clinical pharmacy services.

Liaise with external agencies and produce Service Level Agreements for provision of pharmacy services.

Managerially responsible for all clinical pharmacists and ward-based pharmacy technicians on the Whiston, St. Helens and Newton sites (inc. community services as appropriate)

Organise and carry out recruitment interviews for pharmacists/technicians including chairing of interview panels.

Undertake individual appraisals for senior pharmacists and technicians in the department and manage the cascade of appraisal throughout the clinical pharmacy service at Whiston, St. Helens and Newton sites (inc. community services as appropriate)

Ensure each pharmacist has a Personal Development Plan

Be responsible for approving pharmacists annual leave, carer leave and study leave.

Have close working relationship with all pharmacists and assist in dealing with any personal issues which may arise.

To manage, and reduce according to Trust targets, sickness absence within sections of pharmacy under your responsibility.

To continually monitor staff performance and facilitate any grievance or disciplinary procedure which may arise.

Plan dispensary and ward pharmacist rotas on a weekly and quarterly basis.

Reallocate staff on a daily basis in response to the changing needs of the service and available staff.

Produce the on call, weekend, and bank holiday rotas for pharmacists.

Develop a comprehensive in-house clinical training programme and act as a clinical mentor for all pharmacists in the department.

Provide clinical training for pharmacy under-graduates, pre-registration pharmacists, postgraduate pharmacists, and technicians. Ensure newly qualified pharmacists have appropriate ward based clinical training prior to registration on a postgraduate clinical diploma.

Participate in the Regional Clinical Pharmacy Managers Network

Assist the Chief Pharmacist in the operational & strategic management of the MWL pharmacy service. The Pharmacy Service is provided by over 240 staff and an annual budget of approximately £12.5m

To assist the Chief Pharmacist in developing pharmacy services in line with the national agenda and NHS policy

To assist in the production of business plans, development & capital bids for the pharmacy service and to support medicines management within the Trust.

To work with Trust Directors and Assistant Directors to ensure that the Pharmacy service contributes to achievement of the Trusts strategic objectives.

To be an active member of the Senior Pharmacy Management Team

In the absence of the Chief Pharmacist and the Deputy Chief Pharmacist - Operations be managerially accountable for the Pharmacy Department Functions

Assist the Chief Pharmacist in identifying areas of cost saving which will contribute to the Trust and pharmacy CIP strategy.

Ensure that appropriate action is implemented and monitored to ensure the CIP target is achieved.

Monitor drug expenditure in designated speciality. Highlight areas of unexplained spending and develop strategies to save money.

To be an authorised financial signatory for the Pharmacy Department

To authorise the purchase of new drugs and drugs in an emergency

To develop, implement and assess policies and procedures for medicines management relevant to areas of Pharmacy Service under your responsibility and as requested by the Chief Pharmacist for other areas.

Provide recommendations, information and support to the Chairman of the Drug and Therapeutics Group, the Chief Pharmacist, and the Trust Board on medicines management issues.

Produce reports and audits on behalf of the Trust on medicines management issues and assist the Chief Pharmacist with mandatory reports e.g. internal & external auditors, CQC etc.

To liaise with local Place Leads around Medicines Management, the improvement in communication across the interface and development of services.

To assist in the production of a Pharmacy strategy to improve the Trusts performance against the standards for medicines management detailed in national policy.

CLINICAL & PROFESSIONAL RESPONSIBILITIES

To provide a highly specialist clinical pharmacy service to allocated wards of Mersey and West Lancashire Teaching Hospitals NHS Trust in accordance with departmental procedures. This will include:

Taking drug histories on admission and informing medical staff of any discrepancies with medication prescribed to ensure continuity of treatment.

Checking medical notes of each new patient to ascertain presenting complaint, past medical history, working diagnosis and relevant biochemical, haematological and microbiological test results to ensure safe and effective medicines use.

Formulate individual pharmaceutical care plans and implement appropriate monitoring of therapy to ensure safe and effective therapy.

Review and update care plans depending on response, results of investigations and adverse effects to ensure safe and effective therapy.

Annotate patients medicines Kardex/EPMA record with details of any allergies and specific instructions relating to administration of medicines to ensure safe and effective therapy.

Checking patients own drugs for suitability to reuse to ensure safe and effective therapy and achieve medication cost containment.

Liaise with nursing and medical staff on issues relating to patients drug therapy to ensure safe and effective therapy.

Monitor for adverse drug reactions and submit yellow cards where appropriate.

Therapeutic drug monitoring for specific drugs with a narrow therapeutic window to ensure safe and effective therapy.

Ensure compliance with formularies, policies, and procedures.

Educate patients about their drug therapy to enable concordance.

To ensure appropriate antibiotic use in compliance with the Trusts Antibiotic Policy and in accordance with the results of samples.

Develop evidence-based treatment protocols for use either within the directorate or across the Trust where appropriate.

Facilitate the implementation of local and national guidelines where appropriate.

As a Trust approved Independent Non-medical prescriber, prescribe medication where appropriate in accordance with personal formulary.

Provide professional and legal supervision when necessary to the dispensaries. Duties will include:

Professional checking of inpatient requisitions and TTOs.

Ensuring all prescriptions comply with the Medicines Act.

Ensuring all prescriptions comply with the Misuse of Drugs Act where appropriate.

Final checking of prescriptions for accuracy prior to release including extemporaneously dispensed items.

Labelling and dispensing of medication as required including extemporaneously dispensed items.

Providing advice to patients on how to take their medicines and potential side effects.

Advice to Doctors, nurses and other professionals as required.

Order receive and dispense controlled drugs in accordance with the Misuse of Drugs Act.

Dispense extemporaneously on call when required to do so.
