Job summary

An exiting opportunity to join the Wirral University Teaching Hospital's Laboratory team. The service sits within the Cheshire and Mersey Pathology Network, and is the largest provider south of the Mersey.

As a state registered Biomedical Scientist, the post holder will be a member of the divisional team and assist in the delivery of a quality driven, cost effective, patient focused service.

The post holder will be expected to maintain a high level of technical and scientific knowledge and expertise in their specialist discipline of either haematology, clinical biochemistry or transfusion.

A managerial, and where appropriate scientific and technical lead for the Department of Blood Sciences to ensure the effective provision of Laboratory Haematology and Clinical Biochemistry services for the Wirral health community.

The post holder will be accountable to the Head of Pathology for managerial issues and the Clinical head of department in the post holders' specialist discipline for technical and scientific issues and will plan and shape a joint service with Countess of Chester (COCH).

Main duties of the job

  • To work with the Clinical Head of Division, Head of Pathology, Clinical leads for Haematology and Clinical Biochemistry; Divisional Director for Diagnostics & Clinical Support and Service managers of Microbiology and Histopathology in the development of the service, taking forward and optimising a fully integrated service with COCH
  • To take delegated responsibility for the budget and the resources of the Department
  • To manage specific projects as identified by the post holder and the Head of Pathology
  • To take responsibility for the departments Quality Management systems, overseeing the maintenance and development of quality standards via the departmental Quality Leads and other senior staff to national accreditation standards
  • To ensure the delivery of the Department's Health and Safety and Training processes via the departments Training co-ordinators and other senior staff

1. Management

  • To manage the laboratory department on a day-to-day basis within agreed resources ensuring an effective and quality assured clinical diagnostic service.
  • To co-ordinate or delegate the planning and implementation of departmental service developments, participating in service and financial reviews
  • To plan, implement and review strategic objectives including a joint service with Chester
  • To contribute to the planning of operational policies, taking responsibility for their implementation within the department
  • To work with the clinical heads of department to deliver high quality clinical service
  • To approve or delegate approval of departmental and/or directorate policies and Standard Operating Procedures and ensure their implementation
  • To work with the Quality Leads to ensure departments compliance with accreditation standards
  • To ensure security and health and safety procedures and documentation are applied in the department

2. Communication
  • To receive and deliver information in a variety of formats to and from a variety of sources including senior managers and sources external to the trust
  • To deal with complex and sensitive issues i.e. complaints, service redesign and the modernisation agenda
  • To ensure departmental complaints are acted upon in accordance with WUTHs policy
  • To keep informed, report to and consult regularly with the Directorate Management Team and to keep senior members of the department informed on all matters, which may affect the efficient running of the department
  • To ensure regular departmental meetings and attend divisional and directorate meetings to ensure effective communication for all staff in the department
  • To ensure delivery of the Trusts communication strategy to the department
  • To ensure the departmental users guides are updated
3. Finance
  • Departmental budget holder as delegated by the Head of Pathology
  • To liaise with the divisional finance team to ensure a balanced budget
  • Assist the Directorate Management Team in formulating and implementing the business plan of the department
  • To help identify cost improvement programmes
  • Monitor and review the provision of services and contracts
  • Authorise departmental orders over £1,000
  • Ensure monthly SVL and expenses claims are approved, documented and delivered in line with finance department requirements
  • To apply, or delegate where appropriate, financial, technical and scientific judgement in the selection and procurement of major equipment and services provided to the department working closely with all stakeholders.

  • Maintain personal competencies in specialist area of expertise to support technical queries and operational difficulties
