Job summary

The Emergency Preparedness, Resilience and Response (EPRR) Function is a small component within corporate operations, which supports Walsall Healthcare NHS Trust's to anticipate, prepare, respond to and recovery from incidents and emergencies and when utilised fully, underpin the resilience and ability to retain critical services in challenges circumstances for the Organisation.PLEASE NOTE, WE MAY CLOSE THIS VACANCY EARLY IF WE RECEIVE HIGH NUMBERS OF APPLICATIONS.

Main duties of the job

The post-holder will be responsible for providing operational delivery day to day on behalf of the Head of EPRR for the Emergency Preparedness, Resilience and Response (EPRR) Team.

Support the Head of EPRR in the modernisation, process, and development of the EPRR Agenda in with legal requirements.

Assist in delivering key performance outcomes and ensuring provision is delivered effectively, efficiently, is safe, fir for purposes and enhances patient care.

Under Guidance of the Head of EPRR provide support to tactical and strategic managers across the organisation in EPRR related activities, responsible for audits and risk assessments in accordance with statutory requirements.

About us

Walsall Healthcare NHS Trust is an integrated Trust and the only provider of NHS acute care in Walsall, serving a population of 284,300. It provides inpatient and outpatient services at the Manor Hospital as well as a wide range of services in the community. Walsall Manor houses the full range of district general hospital services under one roof. The £170 million development was completed in 2010, and ongoing upgrades ensure the Trust now has state-of-the-art facilities, including a Critical Care Unit, Neonatal Unit, Obstetric Theatre, and Integrated Assessment Unit. A new Urgent and Emergency Care Centre, opened in March 2023, has significantly improved emergency care facilities and capacity, providing almost 5,000 square metres of additional clinical space.

Job responsibilities

  • Work with the Head of EPRR and the Communications Team to ensure an appropriate and pro-active communications around services.
  • Represent the Trust in communication with external agencies to include attending external meetings and day to day written, electronic and telephone contacts, always behaving in a knowledgeable and professional manner.
  • Identify and refer key emergency planning issues, particularly safety and compliance concerns and those with political sensitivities, to the Head of Function and Chief Operating Officer.
  • To contribute to the implementation of organisation wide and National projects impacting on Services
  • Be the expert on emergency planning matters providing, advice, guidance facilitation and practical support to a wide range of staff across the Trust and assurance to the Board through the EPRR Steering Group.
  • Support the Head of EPRR in the development and delivery of the Trusts emergency preparedness and resilience function, improve standards of such preparedness across the organisation and provide leadership on specialist emergency preparedness and resilience issues.
  • Support the delivery of emergency preparedness and training exercises for the Trust and with resilience partners.
  • Provide Emergency Planning support to the organisation and cover for the absence of the Head of EPRR.
  • With the Head of EPRR design, arrange, and coordinate training scenarios to measure Trusts preparedness and meet national requirements.

  • To be available to support senior management, including tactical response during incidents or emergencies.
  • Be responsible for the maintenance, updating and auditing of emergency planning policies and procedures. On behalf of the Head of EPRR monitor, review and evaluate policies annually and recommend any changes needed.
  • Co-ordinate and Monitor emergency planning work activities ensuring compliance with relevant current legislation, NHS guidance, Training, health and safety, standards, codes of practice, Trust polices, regulations and budget.
  • Audit and deliver EPRR training in the Trust as required.
  • Build effective relationships with external and multi-agency partners as required.
  • To work on own initiative to deliver agreed departmental objectives in a specific area.
  • The production and monitoring of regular performance and status reports to the Board giving assurance that functions achieve key performance indicators (KPIs).
  • Be responsible for the recording of, monitoring, review, and provision of timely reports to the Head of EPRR on the performance of emergency planning services and against budget, National and local specifications, and standards and that returns to external bodies are completed accurately and reported within the required timescales (including NHS England, ICB returns, benchmarking data etc).
  • Monitor incident activity and incidents and investigate specific accidents, untoward incidents, complaints, and suggestions, acting, maintain appropriate records and disseminating learning across the service.
  • Provide and receive complex and confidential information where agreement or cooperation is required.
  • Undertake complex audits, reviews and research surveys aimed at improving services and facilities. Prepare reports, data and presentations to a very high standard and undertake option appraisals and produce viable business cases for new service development proposals.
  • Support the Head of EPRR in the implementation of the emergency planning and policies across the Trust, ensuring co-ordinated and integrated solutions that are efficient, cost effective, and that future proofs the Trust.
