Job summary

The Chief Technology Officer (CTO) is responsible for the development, implementation, and management of a comprehensive Digital Technology architecture and solutions across technology and data, and in areas such as enterprise architecture, innovation management, and data integrity whilst supporting wider innovation efforts throughout the Trust and across its partners. This will include planning, scheduling, reporting, risk management, benefits realisation, assurance, budget management and quality standards.

The postholder will maintains currency on new technologies, approaches, and platforms. Provide direction on what emerging technologies should be assimilated, integrated, and introduced within the enterprise to ensure digital and data capabilities respond to the needs of the Trusts strategy and regional obligations Management of the CTO department that is responsible for on premise and cloud-based compute and storage, networks, integrations and data storage and any associated development. The team will be a knowledgeable, available and responsive set of digital technology professionals that will support service delivery and new initiatives by working in conjunction with Digital Operations and Digital Transformation teams. Management of the technical and solutions engineers who are tasked to ensure the designed and agreed technical and solutions services are available, resilient, secure and meet relevant SLAs, OLAs and KPI's.

Main duties of the job

Solutions Leadership for Digital, Data and Technology1. Provide digital solutions leadership to the DDAT Department and expert advice on healthcare digital solutions to the Trust.2. Assist in the development and execution of a DDAT strategy, impacting on the whole organisation, to ensure the Trust has the right systems available to deliver effective patient care.3. Recognise and ensure national digital priorities and initiatives are reflected in local priorities and plans for service development.4. Present to senior groups as required to ensure DDAT issues maintain a high profile, including the presentation of highly complex, sensitive or contentious information when significant barriers to acceptance exist, potentially challenging environments.5. Promote the value and importance of effective DDAT throughout the Trust.6. Provide professional leadership for the wider digital community within the Trust and for all aspects of digital technology throughout the organisation.7. Provide expert advice and guidance to managers, health professionals and others on technology-related issues.8. Act as the Senior Responsible Officer for the technical aspects of digital transformation and development projects that will support the DDaT Board.

  • Masters or relevant industry experience
  • Professional certification in relevant technologies (e.g., Microsoft Azure, Cisco, VMware VDI, Dell vSAN, Citrix, Win Server, SQL Server, TOGAF)
  • Knowledge of common information security and technology management frameworks, such as ISO/IEC 27000/27001, ITIL, TOGAF, NHSE DMA, HIMMS, COBIT, National Cyber Security Centre as well as those from the Data Security and Protection Toolkit (DSPT).

Experience

Essential

  • Significant experience (7+ years) in IT infrastructure leadership in a complex, multi-site organisation.
  • Strategic leader and builder of both vision and bridges, and able to energize the appropriate teams in the organisation including leading and managing teams through change.
  • Proven track record and experience in developing technical policies and procedures, as well as successfully executing programs that meet the objectives of excellence in a dynamic business environment
  • Acknowledged programme and project management experience, including Prince2, gained across the entire project/system lifecycle from initial business case to post-implementation business review
  • Experience of technical architecture strategy development and liaison at Board-level
  • Experience in the presentation of financial cases for DDaT Investment
