Job summary

Mid and South Essex NHS Foundation Trust (MSENHSFT) provides services to the residents of Southend, Basildon, and Chelmsford. It was formed in April 2020 by the merger of Southend University Hospital NHS Foundation Trust, Mid Essex Hospital Services NHS Trust, and Basildon & Thurrock University Hospitals NHS Foundation Trust.

Essex Partnership University NHS Foundation Trust (EPUT) provides community health, mental health and learning disability services to support more 3.2 million people living across Bedfordshire, Essex, and Suffolk.

EPUT was formed on 1 April 2017 following the merger of North Essex Partnership University NHS Foundation Trust (NEP) and South Essex Partnership University NHS Foundation Trust (SEPT).

EPUT and MSEFT are embarking on a UK first of type EPR procurement for a single EPR that spans Acute, Mental Health and Community health services. We have already undertaken extensive market engagement have submitted our full business case

There is extensive interest nationally in this first of type opportunity and we are excited to offer this role to an experienced project manager to help us lead the programme.

Main duties of the job

Acknowledging the increasing complexity of our Health and Care system and the need to improve our digital footprint, we are implementing a unified EPR. As a programme manager you will lead and support two core workstreams in the implementation of the UEPR developing pathways and service re-design as outlined in the programme plan. Our priority 'enabler' workstreams will lead on activity that is necessary to support the deployment of the EPR and our future organisational infrastructure and capability requirements.

The EPR Programme Manager will be responsible for managing the implementation of this application to two core workstreams across the Trusts. This will involve large scale and sustainable change across the Trusts as we move away from existing and outdated paper based clinical and non-clinical processes.

Main duties and Responsibilities:

  • As a Senior Lead working internally and externally to deliver the UEPR, initiatives and services to time and in a cost-effective way.
  • Scrutinise projects and programmes to ensure the delivery of identified outputs and KPIs and Benefits Realisation.
  • Work in partnership with Clinical Leads to form and sustain effective Clinical collaboration for the workstreams.
  • Utilise specialist knowledge and experience related to the use of network models and improvement science to achieve step changes in quality across complex pathways and systems of care.
  • Keep abreast of National Best Practice, ensuring this is shared and widespread adoption secured through advanced influencing skills.
  • Foster and promote a culture of innovation, through working in collaboration internally and where required across the local Health and Social Care system.
  • Establish and maintain robust and systematic governance arrangements for all project activities.
  • Demonstrate effective governance of project Risk and Issue management to ensure that risks do not impact delivery and Benefit Realisation is understood and mitigated or accepted.
  • Ensure that performance indicators are reported in a timely and accurate fashion as required to meeting the requirements of the workstream and PMO.
  • Challenge existing practise, ensuring progressive solutions, which consider models of best practise and deliver best value.
  • Be responsible for a high standard of work supporting the delivery of multiple projects on time, to quality standards and in a cost-effective manner.
  • Consider the impact of any change the projects will have internally and/or on the wider system and ensure wide engagement to secure full ownership and buy-in.
  • Measure project progress and provide the information and support necessary to enable the projects to be controlled and steered to successful completion. This includes analysis and assessment of project data, and capacity and demand data.
  • Take responsibility for Performance Reporting, Project Management and/or organisational development in the delivery of service transformation.
  • Ensure Risks and Issues are identified, reported effectively and counter measures are in place. Where necessary ensure the appropriate escalation and corrective action to ensure these are resolved.
  • Project manage project teams to deliver Trust-wide Transformation projects which may include Care Pathway development.
  • Analyse complex facts and data to support problem solving and project solutions.
