Job summary

Main duties of the job

If successful, you will be responsible for Local Services & Ophthalmology services; operating as part of a wider leadership team across the MSE, ICB and social care partners, to help us design and deliver our services and shape the vision for MSE moving forward.

You will be managerially responsible for the effective day to day operations of clinical services within areas of responsibility and in particular:

  • The development of service plans
  • For securing delivery of service and patient outcome improvement in areas of responsibility
  • For delivery of key operational performance indicators within areas of responsibility
  • In conjunction with Clinical and Corporate colleagues negotiate with external agencies to secure additional income for the delivery of performance targets and to agree supporting Service Level Agreements and infrastructure
  • Communicate the Trust vision, values and strategic aims/objectives both inside and outside the organisation
  • Ensure effective arrangements are in place to communicate on both operational and strategic issues with managers and clinicians across the Division and the Trust
  • Develop alignment with the clinical staff involving an understanding and appreciation of the Divisional targets and Trust business objectives
  • Work with Community, Social Care and Academic partners to ensure that delivery plans support the wider healthcare agenda
  • Develop effective working relationships with commissioners, local government NHS Improvement & NHS England.

Working under the leadership of the Managing Director and Medical Director/ Deputy CMO, whilst in turn working with a local site leadership team based at Southend Hospital to:

  • Ensure the delivery of a robust planning cycle to agreed activity levels, capacity, systems and processes required to achieve the specialties and local services standards.
  • Ensure that the Trust sets improvement goals which incorporate local, national and international benchmarks as appropriate and review progress against these.
  • Ensure robust planning to provide resilience and management of internal/external incidents.
  • Introduce new and innovative services and management strategies to maximise organisational efficiency.
  • Lead on the implementation of transformational change for designated services within the Care Group and Trust wide.
  • Work with the Planning and Performance, and Finance and Workforce teams to develop the annual plans to deliver Trust and national targets, liaising where necessary with external stakeholders.
  • Ensure that proposals put forward in the internal and external business planning cycle(s) are consistent with the Trusts short to medium-term operational objectives and priorities. All proposals will be required to demonstrate the best use of resources and that implementation will be consistent with the national development of services.
  • Ensure patient safety and experience is at the centre of planning, analysis and delivery.
  • Ensure that the Trust employs robust risk management of all clinical and corporate objectives.
