Job summary
This post is full time fixed term (available as a secondment) as an Anchor Project Manager responsible for delivering the Mid and South Essex Anchor Programmes `Southend 2050 ambition project. The post is funded through the UK Community Renewal Fund and has a focus on piloting and testing innovate solutions.
The project will use the local status and visibility of Southend Hospital (part of Mid and South Essex NHS Foundation Trust) and its relationships with local partners through the South Essex Alliance, as the nexus for a test and learn approach that delivers support for key UKCRF and Southend 2050 ambitions;
- Investment in skills for businesses, including social businesses
- Investment in communities and place, and;
- Supporting people into employment
The pilots primary focus will be moving people living in the most deprived wards in Southend who are unemployed or economically inactive, towards work at either Southend Hospital or Southends broader health and care sector.
Main duties of the job
As the Southend Ambition 2050 Anchor Project Manager you will be required to lead and manage Anchor Programme Employment Support Officers (2.00fte). The post holder is expected to manage the day to day delivery of the project including working supportively with its partners and stakeholders, the funder, ensuring targets and deadlines are met and the project achieves it aims. This role has three over-arching primary functions:
- To mobilise and launch the `Southend 2050 ambition project and the management of the project, supporting work streams to deliver desired outcomes.
- To manage the projects Anchor Programme Employment Support Officers, its Administrative support and importantly its compliance
- To develop strong relationships within Southend University Hospital Trust, in particular with those responsible for recruitment and its workforce, with healthcare providers and with external stakeholders i.e. Job Centre Plus

Our new Anchor Programme team, supported by Essex County Council, together this team is tasked with :
- Set up and run the Mid and South Essex Hospital as Anchor Programme.
- Bring together the varied projects and associated work streams to drive local impact and social value.
- Support growth in opportunities for employment and efforts to reduce environmental impact.
- Build and maintain partnerships that support better community health, based on community need.
- Test new ways of thinking about place-based public services in delivering better quality of life for local populations.

The post holder will be part of the Anchor Programme and wider MSE FT Strategy Unit. The post holder may be required to undertake Mid and South Essex-wide projects or activities to support the strengthening of Anchor Programme and its implementation across Mid and South Essex.

- Alongside the broader Anchor Programme team, ensure the effective application of project and change management methodologies and approach at an individual project level, interpreting the application of these policies and procedures within the context of the project.

- Leads on service development for project, developing and implementing policy, proposes changes in conjunction with the project steering group.
