Job summary
An exciting opportunity has arisen for a substantive post (37.5 hours per week) Band 8a post for a Haematology Technical Manager to join the dynamic and evolving team within the Haematology and Blood Transfusion departments at Torbay and South Devon NHS Foundation Trust.
The successful applicant will be well-motivated enthusiastic HCPC registered BMS and must have the FIBMS / MSc in Haematology
The department is IBMS approved for training and has UKAS accreditation to ISO 15189.
Torbay Hospital is situated in Torquay, part of the English Rivera, with spectacular scenery and beaches. The unspoilt wilderness of the Dartmoor National Park is within easy reach.
Main duties of the job
The post holder is in charge of the day to day management of the Haematology Laboratory. In addition, they will have specific analytical and supervisory responsibilities for coagulation and the sickle cell and thalassaemia antenatal screening programme. The post holder will play a significant part in overseeing and supervision of the clinical and technical training of all graduate Biomedical Scientists, support workers, Specialist Registrars and Medical students within the department. The post holder act as the departmental Training Officer, facilitating staff rotation through all sections to ensure competency, overseeing training of junior medical staff and medical students.

The team consists of 16 Biomedical scientists, supported by 2 Associate Practitioners and 2 Medical Laboratory Assistants. All staff up to band 7 frequently rotate between the two departments. The Blood Transfusion department has recently moved into to a refurbished laboratory adjacent to the combined Biochemistry Haematology laboratory.
The Haematology Transfusion department performs a wide range of tests including some immunology and full participation in the ante natal sickle cell and thalassaemia screening programme.
We are keen to support our staff to undertake further training and courses in order to enhance their careers.

Job responsibilities
Management
- Assist in the management of personnel functions within the sections of routine haematology, coagulation and immunology including the recruitment and selection process and the initial phase of disciplinary and grievance procedures.
- To record any staff absences due to sickness, compassionate and emergency leave.
- To co-ordinate the scientific work of own discipline making most effective use of staff, equipment and other resources.
- Takes a lead role in taking forward major changes and developing new ways of working in an atmosphere of differing views and opposing interests.
- Act as scientific lead for Sickle cell and Thalassaemia antenatal screening programme.
- Presents detailed information to a large group of staff at regular meetings, using a variety of presentation skills.
- To use Process Mapping skills in managing improvements to the service.
- To contribute in collaboration with the Laboratory Manager toward the achievement of the Trusts policies and support of the necessary development within Pathology.
- To facilitate and prompt the exchange of ideas, good practice and innovation to achieve a better quality of service and harmonious working environment.
- To be responsible for the management of rotas including the extended working week and appropriate working patterns ensuring that there are sufficient numbers of trained staff capable of providing the service within own department at all times.

- Participate in the on-going competency assessment of graduate Biomedical Scientists, Biomedical trainees and Medical Laboratory Assistants.
- Ensure that all Staff within own department are released on a timely basis to attend the Trusts mandatory training courses.
- Assists and deputises for the Laboratory manager as required
Professional
- Participates in the Trust and external Continual Professional Development (CPD) programme, encourages and supports other staff within own department to participate in appropriate CPD programmes, working towards the development of staff Personal Development Programmes.
The post holder is expected to attend and participate in Multi-Disciplinary Team (MDT) meetings with colleagues, managers and consultant medical staff.
Liaise with the Point of Care Test (POCT) coordinator in the development and management of the POCT service within Haematology.
The post holder will play a key role in the training of Biomedical Scientist and Special Registrars in blood film morphology.
The post holder will participate in an Annual Achievement Review.
The post holder will have responsibility in the absence of Consultant Haematologist to make decisions regarding the conclusion of complicated or abnormal results / patient cases referred by other Biomedical Scientists which would directly affect patient care.
To identify and prioritise staff education and training needs.
- The post holder is expected to design and maintain a training programme for all BMS and MLA staff in own department.
- Takes the on-going lead role in the laboratory training of Special Registrars (trainee consultant medical staff) during their clinical induction period. This involves hands-on practical training as well as theoretical teaching in all the main areas of the laboratory.
- Take the on-going lead role in the laboratory orientation of years 1 and 2 medical students from the Peninsular Medical School. This involves both theoretical and practical teaching sessions in relevant areas of the laboratory.
Ensures a high standard of professional competence in the performance of all tests and investigations carried out own department and adherence to laboratory procedures.
As the delegated Quality Lead for Haematology, ensure the processes for a quality management system are established, implemented and maintained.
To work with the section managers to ensure that a robust system of error reporting is maintained and the investigation of trends are identified in accordance with UKAS requirements
To ensure that all enquiries and complaints from users are dealt with appropriately
To correlate the monthly UKNEQAS (National Quality Assurance Schemes) reports and to disseminate this data to other staff at the Quality Assurance meetings.
Responsible in ensuring the department meets the requirements of UKAS ISO:15189:2012
Together with Laboratory Manager involvement in forward planning and implementation of new equipment and techniques.
The post holder is expected to carry out off site technical evaluation of all equipment involved in any tender, and to provide a written report to assist the final tender analysis.

- To ensure the provision of the Haematology service within existing budgetary constraints.
