Job summary

  • To manage and develop the IT Operations Department to ensure the provision of a high-quality IT service to the healthcare community, within existing budgets
  • To support the Infrastructure Lead as required on the HIS Digital Strategy and policies for all matters relating to the Trust's Infrastructure relating to Telecommunications, Data Networks, IT Infrastructure and Desktop Services
  • To support the Infrastructure Lead in the preparation and submission of Business Cases that justify new investment in IT equipment and Infrastructure required for service improvement
  • To provide support to the Trust's Digital Programme on all matters relating to IT Operations, including the provision of staff to implement new equipment and services. In addition, to provide support to the Devon ICS and other external organisations in support of local and regional Digital Strategies
  • To ensure that key activities and policy are detailed in; and managed via the Service level Agreement (SLA)

Main duties of the job

  • Provide day to day management and support to the IT Operations department
  • Create policy and procedure within the department in order for teams to work in a consistent manner
  • Manage budgets and ensure spend is in line with expectations
  • Ensure service delivery is achieved within SLA
  • Prepare and present business cases as required

Job responsibilities

  • Responsible for organising the IT Operations Department to enable service delivery in the most efficient and productive way
  • Communicates with health professionals within the organisation including but not limited to Clinicians, Directors, Senior Managers, Directorate Staff, System Managers, HIS and Project Teams
  • Contributes to National, Cluster, Regional, Peninsula, Local projects and user groups
  • To work closely with Clinicians and other key staff groups, in order to specify and procure business solutions involving information technology
  • Providing specialist consultancy advice on all ICT issues and associated changes to business processes
  • Leading a team of technically competent and highly motivated IT Professionals and finding solutions to complex and challenging technical problems which impact on delivery of care

  • To provide leadership to other technical staff in health communities involved in local, regional and national projects where required

Essential Criteria

Essential

  • Educated to master's level 7 or relevant equivalent experience
  • Prince 2 Foundation project management
  • ITIL Foundation V4 or higher
  • Senior management experience managing an IT support environment with multi-disciplinary teams
  • Experience of working in the NHS at a senior level
  • Experience of healthcare computing in the NHS, with a very detailed working knowledge of Communications Networks (LAN/WAN/Wireless), Servers and Desktop systems
  • Technical and professional management skills covering Telecommunications, Servers, Desktops, Data Communications
  • IT technical protocols and standards; e.g. TCP/IP, SMTP, LDAP, X.500 etc
  • Computer security, firewalls, electronic messaging, encryption, PKI, etc.
  • Experience of a multi-user environment with frequent changes of service provision

Desirable

  • Prince 2 Practitioner
  • NHS Leadership Programme (Edward Jenner or Mary Seacole) or other industry leadership training.
  • Hardware and software integration knowledge
  • Practical experience of NHS procurement procedures
  • Knowledge of Primary and Secondary Care NHS business processes and systems
  • Knowledge of computer databases including Cach, SQL Server etc., to DBA level
