The post holder will provide the necessary maintenance skills to ensure the safe and continuous operation of electrical and mechanical engineering services and building plant situated within Blackpool Teaching Hospitals NHS Foundation Trust (BTH) and those organisations that have contractual arrangements with BTH.

This will involve working with trade groups and contractors staff to provide an effective maintenance, repair and installation service, which is responsive to the users needs and will involve the planning and organising of maintenance activities.

Main duties of the job

The post holder will provide the necessary maintenance skills to ensure the safe and continuous operation of electrical and mechanical engineering services and building plant situated within Blackpool Teaching Hospitals NHS Foundation Trust (BTH) and those organisations that have contractual arrangements with BTH.

This will involve working with trade groups and contractors staff to provide an effective maintenance, repair and installation service, which is responsive to the users needs and will involve the planning and organising of maintenance activities.

The post holder should be able to demonstrate leadership skills and will be multi skilled on work across a range of technical engineering and building skill areas within Maintenance.

The post holder shall demonstrate assessed competence, achieved through training and experience, to undertake the role of Multi-Skilled Maintenance Craftsperson and must be able to fault find on complex systems using cause effect analysis.

The post holder is required to provide an on-call service across the range of services within their remit.

Job description

Job responsibilities

  • The post holder will provide an effective and efficient maintenance repair service to a high quality on the full range of building fabric, electrical and mechanical engineering and electro medical services, plant and equipment to the above stated properties within their trade discipline and other disciplines within their capability and will involve maintenance of complex systems and the use of fine instrumentation and equipment. (e.g., Boilers, Heating and DHW systems, decontamination equipment, air conditioning systems, building management systems, LV systems, switch rooms, fire, security, medical gas and other alarm systems, catering equipment, medical plant and equipment, lifts, heat exchangers, plant and equipment contained within the mortuary, and theatres, and other hospital fixed plant and equipment.)
  • Work in accordance with the requirements of statute, technical guidance and codes of practice.
  • Be conversant with the latest edition of the electrical safety code for LV systems for competent persons.
  • Carry out planned preventative maintenance inspections and commissioning tests in accordance with Trust Procedures and schedules.
  • Maintain steam, condensate and DHW, distribution pipework and all associated plant and equipment and dismantle and rebuild when required.
  • Maintain hydraulic, pneumatic and vacuum systems, pipe medical gas, medical air and carry out preventative maintenance for the control of legionella in water systems.
  • Where appropriate be knowledgeable in relation to all site Engineering and Building services.
  • Carry pager/radio/telephone/communication tool to provide response to any incident that the Maintenance Supervisor/Maintenance Team Leader may wish to redirect the member of staff to any emergency situation, both whilst working on site and when providing on call service.
  • Refer to and understand all Engineering/Technical drawings and specifications. Interpret technical detailed manuals, carryout both routine and non-routine fault diagnosis and repair specialist trust engineering equipment, assist in commissioning, problem solving in new technical services and communicate technical knowledge to others.
  • Whilst providing an on call service/shift cover, assist/liaise with the Emergency Services should an incident take place at any Health premises
  • Whilst providing an on call service/shift cover, independently deal with new situations as they arise and pass on knowledge to other members of the team
  • Whilst providing an on call service/shift cover assist/ liaise with contractors, utility suppliers, professional parties and other service providers outside of normal office hours
  • Whilst providing an on call service/shift cover, undertake duties as a key member of the Trust Fire Team and Major Incident Team
  • Whilst providing an on call service/shift cover, advise Senior Estates Officer and/or Senior Hospital Staff (Duty Manager on call/Directorate Managers) on maintenance issues as required outside of normal office hours.
  • Carry out statutory testing in compliance with insurance requirements. Complete all reports and test certificates as necessary.
  • Respond to and liaise with other members of the Trusts staff who request assistance

  • Identify and prioritise own workload and actively participate in the operation of the performance management information system, including the completion of all paperwork required by the scheme in a timely manner.
  • Ensure the security of all plant, equipment, and buildings under the jurisdiction of the Maintenance Department.
  • Liaise with the Maintenance Supervisor/Maintenance Team Leader/Senior Estates Officer regarding plant or equipment failure and to request in writing the supply of goods and/or services with reference to manufacturers manuals etc. Maintain stock levels for spares and equipment.
  • Be fully conversant with all Trust policies and procedures including: - Fire Safety, Infection Control, Health & Safety at Work Act, COSHH Regulations and Manual Handling guidance and safe systems of work
  • Use and be competent in the use of all relevant tools and equipment within safety guidelines as necessary for the completion of works.
  • Undertake inspections for pre-installations and investigates services which may be required for new equipment and carry out minor installation improvement works
  • Notify immediately the /Maintenance Supervisor/Maintenance Team Leader/Senior Estates Officer or equivalent of any problems within the hospitals that may be of danger to staff and members of the public. To ensure that accident forms are completed and co-operate with the investigation of any incident or untoward occurrence
  • Carry out site-based surveys and monitoring of the energy management system in line with the programme for energy conservation and report all defects to the Maintenance Supervisor/Maintenance Team Leader/Senior Estates Officer or the Energy Manager.
  • The post holder will be managed rather than supervised and therefore should be capable of making decisions.
  • The post holder must notify the Maintenance Supervisor/Maintenance Team Leader/Senior Estates Officer of any members of staff, patient or visitor who may contravene hospital regulations i.e., fire, parking, smoking, electrical equipment.
  • Supervise, communicate with, and develop Maintenance Support Workers, and assess/evaluate the quality of work. The post holder shall also support the provision of professional supervision, induction and training of new starters, apprentices, and Maintenance staff as part of a personal development programme.
  • The post holder is required to participate in the provision of an on-call service for plumbing and mechanical engineering services. A mandatory on-call rota providing 24hr cover over a 7-day period (currently 1 in 3).
