DUTIES AND RESPONSIBILITIES
Support the Head of Locality in ensuring that services are delivered to high standards in accordance with national / local policies and guidance.
Ensure that services for which the post holder has responsibility are delivered in accordance with service specifications.
Manage capacity and demand in relation to services for which the post holder has responsibility and advise the Head of Locality on the configuration of service provision to achieve this.
Ensure that, within the resources available, the services for which the post holder has responsibility have a workforce who is appropriately trained and have the appropriate skill mix.
Contribute to the development of workforce planning within the locality in conjunction with HR representative and Head of Locality.
Implement and monitor risk management and quality assurance policies and systems effectively, ensuring a pro-active approach to the reduction of risk, clinical effectiveness and health and safety in line with Governance strategy, CQC, CQUIN requirements. Take corrective action necessary to improve standards or performance.
Supported by the Head of Locality, manage issues and complaints raised by patients complying with the organisations complaints processes.
Conduct performance reviews of services, for which the post holder has responsibility, against specified NHS targets, and contractual key performance indicators.
Demonstrate strong leadership to staff for which the post holder has responsibility with particular reference to motivation and morale.
Contribute to the development and marketing of services within the locality.
Contribute to the development and implementation of relevant multi agency policies, protocols and procedures
Participate in Divisional on call rota.
- Leadership and Professional Advice
1.1
Provide operational leadership to the staff for which the post holder has responsibility

Develop the team leader role within services, and the individuals in those roles, for which the post holder has responsibility
1.3
Encourage and facilitate the development and maintenance of flexible clinical practice in relation to identified services with Head of Locality
1.4
Contribute to the improvement and maintenance of good working relationships, and effective joint working, between partner organisations relating to clinical area
1.5
Provide profession specific advice when required in conjunction with the Head of Locality and the Associate Director of Nursing.
- Quality Standards / Corporate Governance
2.1
Ensure that staff for which the post holder has responsibility, understand and are actively involved in all aspects of clinical governance. In particular, promote, facilitate and direct the development of clinical audit and the management of clinical risk.
2.2
Responsible for ensuring that effective monitoring systems are in place to include areas such as recruitment, appraisal, CPD, clinical supervision, performance management and registration verification.
2.3
Investigate and implement lessons learned with regard to all complaints / incidents within a delegated portfolio of services.
2.4
Responsible for the provision of timely statistical information with regard to services for which the post holder has responsibility.
- Management
3.1
Provide effective line management, mentoring and support for all team leaders within the post holders responsibility.
3.2
Support the Head of Locality in the implementation of the Clinical Commissioning Group strategic intentions within the services for which the post holder has responsibility.
3.3
Support professionals in developing, implementing and reviewing professional standards within the services for which the post holder has responsibility.
3.4
To manage designated portfolio of services within the locality and ensure that the Head of Locality is briefed on clinical, professional and operational issues.
3.5
With the Head of Locality ensure the engagement of local communities to inform the development of services to meet local need

With colleagues from the Community Health Services Business Support, HR and Finance analyse, interpret information in order to effectively plan and develop services
- Corporate Leadership and Responsibilities
4.1
To lead on agreed operational priorities for the locality
4.2
To comply with legislation, Organisational Policies, Codes of Conduct and Accountability in the NHS, including the Code of Conduct for NHS Managers
4.3
Ensure that services for which the post holder is responsible are provided within the approved delegated budgetary and financial limits and in accordance with the Trusts Standing Financial Instructions (SFIs ,SOs).
- Responsibility for Human Resources
5.1
Operationally manage all staff employed within the service for which the post holder is responsible, to include a skill mix across a portfolio of services and ensure robust systems in place for clinical supervision.
5.2
Support and advise staff to ensure that they effectively contribute to the overall vision of the organisation.
5.4
Exercise disciplinary, resolution and capability procedures where appropriate, and keep Head of Locality informed as appropriate.
5.5
Undertake development and locality/personal performance reviews with the team leaders and any other identified staff on a monthly basis and take corrective action necessary to improve standards or performance. Celebrate success with the teams.
5.5
Ensure that staff working in the services for which the post holder is responsible are reviewed against agreed objectives, have a Personal Development Plan which is consistent with the aims of the organisation and receive feedback regarding their development.
5.6
Ensure all staff within the locality meet all mandatory requirements.
5.7
Shortlist, interview, and appoint new staff through the organisations recruitment and selection process.
5.8
Ensure that staff sickness levels are monitored and the organisations policy for the same is followed.
6.0 Training and Education
6.1
Plan, manage and monitor the training and development of staff within the services for which they are responsible.
6.2
Ensure that staff have sufficient knowledge and skills to perform their current role effectively.
6.3
Develop the skills and knowledge of the team by means of targeted formal and informal training.
6.4
Ensure that staff maintain professional links and carry out the CPD required through their professional body.
6.5
Design and deliver presentations on issues relating to the service for which they are responsible.
6.6
Ensure all staff are compliant with regard to mandatory and statutory training.
7.1
Deputise when required, for the Head of Locality at relevant meetings.
