Main duties of the job

The post holder will have responsibility for the overall monitoring and management health, safety services for the Company, covering a range of sites, both acute and community based, across a number of locations. The post holder will therefore be a highly skilled professional with significant experience in providing health and safety within an organisation of comparable size and complexity.

Together with overall managerial responsibility for Atlas's health and safety and fire safety functions, the post holder will be a key advisor to a number of strategic level projects and activities and play a pivotal role in the development and implementation of effective health and safety management systems, which are compliant with current standards and legislation.

The company experiences a frequently fast changing, dynamic working environment, which requires the post holder to demonstrate the ability to respond and adapt flexibly to the needs of the service. Therefore, they must have a detailed, practical and theoretical knowledge of health and safety and associated compliance legislation.

Job responsibilities

The post holder will lead the Business Health and Safety function across the Atlas business and be responsible for the Health and Safety risk register, client risk assessments, and lead safety auditing.

  • Working on the interface between Business Health and Safety and Operational functions the manager is accountable for the delivery of efficient, effective, customer focused, health and safety services to meet the Business statutory responsibilities under the Health and Safety at Work Act 1974 and subsequent amendments.
  • Support the Director of Operations in leading the modernisation, process re-engineering and development of the Health and Safety Agenda in line with best practice and to integrate and embed health and safety structure and culture across the organisation.
  • Be the Atlas expert on all Business Health & Safety matters providing, advice, guidance facilitation and practical support to a wide range of staff across the Business.
  • Actively supporting the management of the Estates and Facilities Management with risk management in the service delivery unit.
  • Lead on Asbestos Management, Asbestos Surveys and Sampling in accordance with the Control of Asbestos Regulations 2021
  • Lead on CDM15 regulations and how this is managed for all new works, including leading/ supporting F10 Notifications to HSE.

In addition, the post holder should be comfortable dealing with a wide range of stakeholders, both internal such as Atlas management and employees and external stakeholders including direct client representatives and a range of independent contractors and professionals; including appointed architects, quantity surveyors, mechanical and electrical consultants and contractors.

The post holder will provide robust assurance and audit arrangements to demonstrate compliance to all relevant standards and legal compliance requirements and will have a proven track record of achieving high quality services to rigorous professional standards.

The post holder will have autonomy to work within agreed boundaries to execute any actions required to manage the service and ensure compliance. Therefore, the post holder will be required to act on their own initiative and must have the confidence and ability to refer issues to the correct and most appropriate agencies when necessary and to escalate to the relevant Atlas Head of Service and /or Director as appropriate.

Person Specification

Education / Qualifications

Essential

  • Educated to HNC/ HND level or equivalent in a relevant discipline
  • NEBOSH National Diploma in Occupational Safety and Health or equivalent.
  • Ability to demonstrate appropriate level of relevant experience and competency.
  • National Examination Board in Occupational Safety and Health (NEBOSH) Diploma 1 & 2 or equivalent
  • Asbestos Qualifications to include: P402 - Surveying and Sampling Strategies for Asbestos in Buildings P404 - Air Sampling of Asbestos P405 - Management of Asbestos in Buildings
  • CDM15 Advisor recognised Course/ Qualification

Desirable

  • Chartered Membership of the Institute of Occupational Safety and Health (IOSH) or actively working towards Chartered Status, or member of other professional body.

Knowledge & Experience: General

Essential

  • Proven relevant experience in H&S Management (NHS or Large Organisation)
  • Experience of developing and implementing Strategies and Policies
  • Experience of undertaking root cause analysis investigations, quality initiatives, audit and quality assurances
  • Good level of competence using Microsoft Office Suite, in particular excel, word and PowerPoint
  • A high standard of written skills, evident in report writing
  • Good information presentation skills, evident in use of graphics and design of reports
  • Ability to produce high quality reports

Desirable

  • Ability to analyse and problem solve with regard to the assessment of complex facts or situations and the development of strategic improvement strategies.

Knowledge & Experience: Specialist

Essential

  • Excellent knowledge and experience of Health & Safety and fire safety legislation, regulations and relevant codes of practice and experience of implementing Health & Safety management systems.
  • Experience of Healthcare Health and Safety
  • Detailed understanding of risk assessment and safe system of work development techniques.
  • The undertaking of high-level accident investigations.
  • Knowledge of risk management tools and approaches.
  • The undertaking of fire risk assessments within a Healthcare environment
  • Understanding of Health and safety property management compliance elements within a Healthcare environment
  • Experience in preparing and completing health and safety audits and implementing action plans to meet audit findings.
  • Good understanding and experience of the application of Construction (Design & Management) regulations
  • Good understanding and experience of the Control of Asbestos at Work Regulations and qualified/ experienced in surveying, sampling and management of Estate asbestos risk.
  • Experience of RIDDOR reporting requirements
  • Experience of the Data Risk Management Systems
  • Experience in training, coaching and mentoring to develop health and safety knowledge and expertise
  • Demonstrable experience in a Health & Safety role providing support and advice to operational teams
  • Proven experience of developing strong and effective relationships with a range of stakeholders both internally and externally

Desirable

  • Good working knowledge of the role of regulators in the health sector e.g.: NHS England / NHS Improvement, Care Quality Commission and CCGs
  • Good knowledge of incident reporting and risk management systems including (DATIX)
  • Understanding of the application of Health Technical Memorandums (HTM)and the role they play within similar Guidance including fire related legislation and guidance.
  • Developing task specific risk assessments and the identification of best practice
