We have an exciting opportunity for Estates Capital project professionals to join our team delivering the Estates capital programme improving our buildings and engineering services. We are seeking exceptional people with a passion for Estates projects from inception to completion. This is a new team creating internal technical capability within the Trust so you will have the opportunity to help shape the service while developing and progressing your career.

To professionally lead and manage the Estates Capital Development Team successfully delivering the programme of Estates building and engineering, backlog, refurbishment and minor works projects constantly improving and developing the Trusts accommodation. Ensuring building and engineering projects are designed in compliance with statutory and best practice and delivered in a timely and efficient way.

Main duties of the job

  • Develop and manage Estates Capital programme by buildings and engineering condition survey and backlog information using advanced specialist professional knowledge
  • Underpinned by specialist professional knowledge, communicate and articulate Estates Capital project technical and contract information with; senior managers and other directors
  • Lead, motivate, develop and manage professional team ensuring compliance with construction and development procedures
  • Develop and maintain robust governance reporting procedures
  • Develop long term Estates Capital investment planning strategies in line with Trust objectives
  • Procure contractors through recognised tendering procedures
  • Undertake high level negotiations with external contractors
  • Manage Asbestos register
  • Ensure that Projects are effectively planned, commissioned and evaluated.
  • Provide timely programme update reports communicating these through to Trust Capital Group

Person Specification

Training, Qualification and Registration

Essential

  • Minimum educated to degree level in a relevant subject (e.g. surveying, estate management, property law, property construction, etc.).
  • Highly developed specialist knowledge acquired through post graduate courses, training and experience to Masters Degree Level (e.g. Management, - staff / people management, budgetary management), Project Management, Estates Management, Planning & Development, Commissioning and/or Health Care Planning, etc.)
  • Membership of a relevant professional body. - e.g. Member of the Royal Institution of Chartered Surveyors.

Desirable

  • Evidence of undertaking CPD (Continuous Professional Development)
  • Minimum 5 years senior Estates Project Management experience in NHS
  • Full UK driving licence

Experience

Essential

  • Extensive relevant experience which will include:- oTeam leadership, staff management and development oWorkforce planning oProject Management oDelivering projects within time/cost/quality frameworks oNegotiation oChange Management oFinancial Management
  • Capital Planning & Development Specialist knowledge and significant experience of public sector capital development projects and processes.
  • Substantial experience of multi-disciplinary working, project briefing and working with other specialists within very complex environments. oCapital Planning oDevelopments and Commissioning of Projects oDelivery of capital / major refurbishment schemes by external organisations oStaff management & development

Desirable

  • Experience in use of Cad
  • Experience in use of MS Project

Knowlege and Skills

  • knowledge of NHS/public sector policy and procedure particularly in relation to:- oStaff management oFinancial management oSound understanding of NHS budgetary management. oExperience of managing multi-skilled and expert teams. oComputer literate in word processing, e-mail, spreadsheets and database applications
