Job summary

An exciting opportunity has arisen for an experienced emergency planner to join South West Yorkshire Partnership Foundation Trust. The successful candidate will report to the Head of Safety, Security and Risk within the Estates and Facilities Directorate, working in conjunction with the Accountable Emergency Officer in the Executive Management Team. The Emergency Planning Adviser is responsible for the provision of professional and expert advice, guidance, information, building resilience through planning, training, exercising for and responding to a wide range of incidents and emergencies which could affect health or disrupt patient care.

This role will focus on delivering all requirements of the NHS England Core Standards for Emergency Preparedness, Resilience and Response for the Trust.

Your primary base will be Fieldhead Hospital; however, you will be required to travel to other Trust hospital sites and premises within the South and West Yorkshire footprint. There will also be flexibility in agile working arrangements.

Main duties of the job

The post holder will play a key role in delivery of a wide range of tasks to support the Trusts emergency planning programme.

The post holder will be required to lead on the provision of a wide range of planning and training activities aimed at ensuring that SWFT maintains its statutory duties under the Civil Contingencies Act 2004, and any associated Emergency Preparedness, Resilience & Response (EPRR) guidance. This specifically includes leading on elements of the National Core Standards for EPRR which is an annual assurance review of the Trust.

The postholder will also be required to manage and lead across the Trust on Business Continuity Management (BCM) planning and training. This will necessitate engagement with senior managers and clinical leads as well as providing regular briefings to the Trustwide Safety & Resilience Trust Action Group and other governance meetings. The postholder will be expected to engage with all Care Groups to ensure compliance with current national BCM guidance, that all relevant plans are up to date and approved and that any necessary training - including exercising of plans - is carried out.

Act as a source of advice and assurance to directors and managers regarding EPRR arrangements.

Be required to communicate with all levels of staff across the organisation including Executive and Non-Executive Directors and staff in all services.

Manage the EPRR annual work plan and Trust response to the NHS England Core Standards for Emergency Preparedness, Resilience and Response.

Receive information about threats and incidents that may be highly sensitive, unsettling and with restricted circulation.

Develop and maintain strong productive working relationships with multi agency partners and EPRR Leads across the system.

Participate in health economy EPRR forums as agreed with the Head of Safety, Security and Risk and the Trust Accountable Emergency Officer.

Act as a point of contact and a subject matter expert on EPRR within the Trust.

Disseminate information relating to EPRR, including national guidance, and sharing of lessons learnt from internal or external incidents.

Deputise for the Head of Safety, Security and Risk and the Trust Accountable Emergency Officer in all relevant EPRR activities within the Trust and at regional level.

Liaison with clinical staff to ensure that service business continuity arrangements accurately assess the impact of disruption for their patients or service users.

Understand how emergencies can impact on patients and advise clinical staff of potential mitigations.

Develop plans and policies relating to EPRR and business continuity in line with requirements from the NHS England Core Standards for Emergency Preparedness, Resilience and Response.

Provide EPRR and Business Continuity updates to the Safety and Resilience Trust Action Group.

Carry out debriefs and analysis with staff, where required.

Develop training to staff regarding all aspects of EPRR and business continuity.

Develop business continuity processes working with service managers.

Oversee the implementation of agreed EPRR policies and plans across the organisation.

Evaluation of Business Continuity Plans at both strategic and operational levels.

Organise the evaluation commentary, approval, and ratification of plans through appropriate governance processes.

Have responsibility for managing data and reports generated by the EPRR function.

Work on the Trusts resilience direct pages on the governments resilience direct website including creation, archiving and removal of content.

Compile submissions to NHS England, Commissioners and regulators as required both in and out of incident response.
