Job summary
An exciting opportunity has arisen for an experienced emergency planner
to join South West Yorkshire Partnership Foundation Trust. The successful
candidate will report to the Head of Safety, Security and Risk within the Estates
and Facilities Directorate, working in conjunction with the Accountable
Emergency Officer in the Executive Management Team. The Emergency Planning
Adviser is responsible for the provision of professional and expert advice,
guidance, information, building resilience through planning, training,
exercising for and responding to a wide range of incidents and emergencies
which could affect health or disrupt patient care.
This role will focus on delivering all requirements of the NHS England
Core Standards for Emergency Preparedness, Resilience and Response for the
Trust.

Your primary base will be Fieldhead Hospital; however, you will be
required to travel to other Trust hospital sites and premises within the South
and West Yorkshire footprint. There will also be flexibility in agile working
arrangements.

Main duties of the job
The post holder will play a key role in delivery of
a wide range of tasks to support the Trusts emergency planning programme.
The post holder will be required to lead on the
provision of a wide range of planning and training activities aimed at ensuring
that SWFT maintains its statutory duties under the Civil Contingencies Act
2004, and any associated Emergency Preparedness, Resilience & Response
(EPRR) guidance. This specifically includes leading on elements of the National
Core Standards for EPRR which is an annual assurance review of the Trust.
The postholder will also be required to manage and
lead across the Trust on Business Continuity Management (BCM) planning and
training. This will necessitate engagement with senior managers and clinical
leads as well as providing regular briefings to the Trustwide Safety &
Resilience Trust Action Group and other governance meetings. The postholder
will be expected to engage with all Care Groups to ensure compliance with
current national BCM guidance, that all relevant plans are up to date and
approved and that any necessary training - including exercising of plans - is
carried out.

Delivery of the EPRR work plan, as directed by

and managers regarding EPRR arrangements.
Be required to communicate with all levels of

Risk and the Trust Accountable Emergency Officer in all relevant EPRR
activities within the Trust and at regional level.
Liaison with clinical staff to ensure that
service business continuity arrangements accurately assess the impact of
disruption for their patients or service users.
Understand how emergencies can impact on
patients and advise clinical staff of potential mitigations.
Develop plans and policies relating to EPRR and
business continuity in line with requirements from the NHS England Core
Standards for Emergency Preparedness, Resilience and Response.
Provide EPRR and Business Continuity updates to
the Safety and Resilience Trust Action Group.
Carry out debriefs and analysis with staff,
where required.
Develop training to staff regarding all aspects
of EPRR and business continuity.
Develop business continuity processes working
with service managers.
Oversee the implementation of agreed EPRR
policies and plans across the organisation.
Evaluation of Business Continuity Plans at both
strategic and operational levels.
