An exciting permanent opportunity has arisen to join the Strategy, Inclusion and Change Directorate at South West Yorkshire Partnership NHS Foundation Trust (SWYPFT) to lead a programme of work containing multiple projects to deliver the Trust Equality Diversity and Inclusion (EDI) Strategy work as part of delivering the strategic priorities of the Trust and helping everyone reach their potential and live well in their community.

The successful candidate will be an integral member of the strategy inclusion and change directorate, supporting the Assistant Director of Strategy, Equality and Inclusion in maintaining an overview of the inequalities programme and strategy, equality and inclusion portfolio.

The post-holder will act as a central specialist resource for inequalities, supporting the achievement of transformation and change projects across the whole organisation and lead the development of change management cases that support EMT decision making and achievement of the EDI strategy.

The successful candidate will have the opportunity to work flexibly whilst based at Trust headquarters on the Fieldhead Hospital site in Wakefield.

Main duties of the job

Responsible for managing EDI and inequality programmes, supporting the Trust to achieve strategic objectives, you will need to be able to manage multiple priorities and deadlines to short time scales whilst monitoring and delivering on key targets and changing hearts and minds.

Activities include programme delivery and governance to help create the desired culture shift and behaviour change in the organisation around inequalities. This includes undertaking detailed analytical and quality assurance work while maintaining visibility and providing clear leadership and direction to a number of project teams, guiding them to anticipate and resolve issues as they arise and managing a budget for inequalities covering both pay and non pay items.

The successful candidate will need to establish and maintain strong trusting relationships with key external and internal stakeholders including Directors, Clinical Leads, service users and carers and be able to represent the organisation at external multi-agency programmes across the Trust footprint at local and regional ICB level.

They will ensure that the multiple projects within their work streams are delivered effectively and that they come together in a coherent whole to support delivery of the Trusts mission and in line with our values. This includes, providing clarity/expertise, linking with operations and with external partners and change programmes; identifying and addressing any issues with the progress of individual projects and acting as a broker to facilitate solutions to obstacles between stakeholders.

One of the key challenges in this role is the need to manage multiple priorities and deadlines to short time scales whilst monitoring and delivering on key targets and changing hearts and minds This includes undertaking detailed analytical and quality assurance work while maintaining visibility and providing clear direction to a number of project teams, guiding them to anticipate and resolve issues as they arise.

EDI and health inequalities programmes

Manage the day to day delivery of Work Streams within the strategy on behalf of lead directors. Establish and maintain strong trusting relationships with key stakeholders including very senior colleagues including Directors, Deputy Directors and Clinical Leads. Effectively navigate uncertainty and ambiguity, while keeping the overall objective in mind. Support the Assistant Director of Strategy, Equality and Inclusion in maintaining an overview of the whole programme, ensuring dependencies are managed

Key result areas will include;

Effective relationships with EMT, particularly Executive Sponsors for relevant work streams, operational directors and deputy directors, clinical leads and project managers,

Delivery of milestones and targets within all projects within the post holders portfolio and evidence of impact of the work on key indicators

Ensuring good governance and clear assurance functions are embedded in the organisation and delivery of the strategy

Programme Delivery and Governance will include;

Implementation and operation of change management/ project and programme management across the Work Streams and key themes of the strategy to help create the desired culture shift and behaviour change in the organisation around inequalities

Dissemination, training, coaching to colleagues within the workstreams, providing specialist input on inequalities to increase knowledge and capability around this agenda

Operation of programme governance, reporting and decision making arrangements.

Operation of programme-wide and Trust-wide systems for engagement and the management of risks, issues, assumptions and dependencies.

Provision of expert coaching, guidance and support for Sponsors/ Lead Directors, Clinical Leads, and Project Managers around inequality

Management of project managers will include;

Leading the establishment of appropriate project management resources, planning and chairing of meetings

Line management of seconded project managers, including objective setting/ appraisal, 1:1s, mandatory training, expenses, annual leave, sickness absence management etc

Ensuring that project managers have clear guidance and support in the operation of change and programme/project management, including scoping, planning, reporting and risk management

Leading the resolution of issues arising in projects that exceed the project managers authority to act.

Lead and coordinate the activity of groups of staff and managers in delivery of programme objectives, operating through a robust matrix management approach.

Manage a budget.

Develop, agree, and manage a budget for inequalities covering both pay and non pay items.

Responsible for requisitions and approvals on Oracle for all project expenditure within the work stream budget.

Responsible for reviewing budget reports and nominal roll and resolving any issues arising

Responsible for monitoring timesheets, deliverables and invoices of external consultants engaged to support transformation projects. Ensuring value is maximised and expenditure is controlled within agreed limits.

Responsible for any remedial action required to ensure budgets are not overspent.

Ensuring at all times that money is spent wisely in line with organisational policies and procedures to best effect to meet organisational objectives.

Partnerships and External Transformation Programmes

Represent EDI, inequalities and the Trust in external multi-agency programmes to ensure;

Alignment of the Programme with commissioning intentions, both integrated care systems (ICS), work within each of our four places and the external environment

The Trust is able to influence the development of local health economy plans in pursuit of its business and equality objectives.

The Trust identifies and acts upon opportunities and threats to delivery of the EDI strategy

Provide timely accurate and concise reports, forecasts and intelligence back to EMT and care group leadership teams following engagement with external partnerships and programmes.

Take responsibility for making appropriate Directors aware of issues arising from the post holders work on external partnership activities and maintaining ownership of such issues until Directors are able to delegate the resulting actions.

This will require high level political awareness and sensitive communication of partners intentions and likely positions into the organisation. For example, commissioning intentions, and partner agencies/ competitors intentions.

Developing EDI and inequalities

Lead the development of change management cases that support EMT decision making and achievement of the strategy .

Leadership of change management case development includes; project management including managing project teams and ensuring engagement It will also include presenting complex and sensitive information to a wide range of audiences including Executive Management Team members, care group senior leaders, larger groups such as operational teams, and external audiences such as commissioners partners and the ICS. In view of the transformational nature of the subject matter the content is likely to be contentious.

Taking a leadership role in aligning the EDI and inequalities work with other key strands of work to maximise connections and seize opportunities. Using a range of opportunities to influence others to develop and deliver the strategy to the benefit of the communities we serve

Use the networks and relationships both inside and external to the Trust to identify opportunities for the development and prioritisation of work to improve EDI for the organisation. This includes cases for dis-investment as well as investment, and as such will be highly sensitive and controversial. Such decisions will require the post holder to undertake in-depth analysis, and enter into skilful communication and negotiation with care group Directors, external partners and Deputy Directors.

On behalf of the Assistant Director of Strategy & Inclusion, lead the deployment of the Trusts inequalities process across the whole Trust. This will include presentation, negotiation and facilitation with Estates colleagues, care group senior teams and with service line leadership teams. The post holder will ensure timely, accurate and realistic inputs to EDI from all service lines and care groups

Co-ordinate the input of other partners around inequalities. Ensure a holistic and well informed view is formed and the necessary challenging conversations and investigations are undertaken to support a robust plan. This will require facilitation of challenging conversations, e.g. service viability. Therefore thorough preparation is essential; including ensuring all necessary support from senior colleagues is in place, and analysis of complex data is undertaken and understood.
