Under the leadership of a General Manager we are recruiting a Band 8a Service Manager for our Mental Health Support Team (MHST) and Kirklees Core.

In Kirklees we are lead provider for MHST and are expanding the service, now known as Kirklees Keep in Mind, to cover all schools throughout the district.

The postholder will:

Stay up to date of national programmes for MHST for workforce development and funding wave applications through links with NHS England (NHSE) and Department for Education (DfE) partners.

Work in collaboration with stakeholders, partners and schools towards systemic change which supports advancing mental health equality and narrowing health inequalities and disadvantage. Adopt a collaborative partnership working approach in order to contribute to the wider service development in relation to the whole system of Child and Adolescent Mental Health Services in the locality and SWYPFT. Develop and strengthen partnerships and networks at local, regional and national level and contribute to local policy setting reports on the needs of children and young people across the Kirklees district.

Main duties of the job

Other responsibilites of the postholder include: Operational: Cover the structural management of the teams, including clear lines of reporting and how they function in line with education and mental health governance.

Quality assurance: Ensure the Services deliver consistent, high-quality mental health support, care and interventions, with appropriate and adequate clinical supervision.

Strategic: Monitor key outcomes and implement regular evaluations to allow for continued learning, innovation and improvement. Work with Performance and Information (P&I) to ensure the regular collection of data for analysis, interpretation and reporting and inputting of MHST for service planning and performance measures. You will also lead on planning, developing, delivering and evaluating services in partnership with children and young people, parents/carers and schools through participation and co-production. You will work closely with and be supported by both Clinical, Operational and Governance leaders in our leadership structure to ensure the efficient delivery of high-quality services and be accountable for maintaining competence and personal development in order to meet the skills required for the post.

The postholder will be responsible for the leadership, operational and financial management of the Child and Adolescent Mental Health Services in the Calderdale and Kirklees localities. The postholder will ensure that all performance targets are met, enable staff development and training to be addressed and ensure that service user and carer needs are central to the delivery of services.

The postholder will adopt a collaborative partnership working approach in order to contribute to the wider service development in relation to the whole system of Child and Adolescent Mental Health Services in the localities and SWYPFT.

KEY RESULT AREAS:

1 Management and Leadership

Ability to work in a Trustwide CAMHS leadership team and create, maintain and enhance effective working relationships focused on the delivery of health care within a changing and evolving NHS. This will be achieved by:

1.1 Managing and Leading Staff

- Managing, motivating and advising staff within the service and being accountable to the C&K CAMHS General Manager for the delivery of the Calderdale CAMHS and Kirklees CAMHS services.

- Managing staff recruitment and retention and undertaking the role of appointing officer at interview panels.

- Ensure that all staff within the service receive annual appraisals and supervision in line with relevant Human Resources policies ensuring personal development needs are identified and linked with service requirements.

- Undertake appraisals of senior staff within the service.

- Manage staff absence in line with Human Resources policy.

- Encourage staff to be actively involved in service planning and encourage feedback, discussions and learning.

- Undertake disciplinary investigations when required.

- To manage grievances within the service.

- Participate in 24-hour management cover for a geographical area, reporting to the Director on call out of hours.

- Ensure SWYPFT policies, procedures and guidance are communicated throughout own services and ensure compliance with them.

- Responsible for managing highly complex and sensitive complaints, serious untoward incidents and near misses in accordance with Trust policies.

1.2 Managing Resources

- Have responsibility for delegated pay and non-pay budgets, monitoring expenditure and maintaining appropriate prudent fiscal control.

- Manage the resources to enable the delivery of the CIP ensuring services are of a high quality, efficient and best value.

1.3 Self Management

- Being accountable for maintaining competence and personal development in order to meet the skills required for the post. This includes furthering management and leadership skills in order to interpret, implement and monitor national and SWYPFT initiatives and organisational policies.

- Provide CAMHS advice and leadership to support and inform an evidence-based approach for commissioning and developing high quality, equitable services for the local population. This will include contributing to evaluation and quality assurance in specific areas and preparing action plans in line with changing needs.

- Develop and strengthen partnerships and networks at local, regional and national level and contribute to local policy setting reports on the needs of children and young people across the Calderdale and Kirklees localities.

- Undertake service reviews and develop service improvement plans in line with agreed service specifications.

- Responsible for ensuring SWYPFT contributes to the development of interagency and interdisciplinary short and long term strategic plans for securing health improvements and reducing inequalities. This will involve working in partnership with a range of agencies such as those in the statutory and non-statutory, voluntary and private sectors.

- Work actively with other key health professionals within existing children and young peoples services, particularly local authorities primary and secondary health care in order to secure the successful delivery of services and joint pathway.

- To carry out regular service evaluation specific audits and reporting in order to monitor service delivery and identify areas for service improvement.
