Job summary

The Mid Yorkshire Teaching NHS Trust is seeking a highly skilled and experienced Associate Director of Infrastructure for Estate to oversee the management of its physical infrastructure across the various locations of the Trust.

Main duties of the job

As the Associate Director of Infrastructure for Estate, you will be responsible for developing and implementing estate management strategies, overseeing property occupancy, maintenance and repairs, managing building and engineering capital projects, ensuring compliance and assurance with health, safety, and environmental regulations, managing budgets and resources, and leading and managing a team of estate management professionals.

You will be responsible for supporting the development and implementation of sustainability initiatives to reduce the environmental impact of the Trust estate and promoting the efficient use of energy and resources.

Additionally, ensuring that the private finance initiative contract between the NHS and the private sector companies is properly managed and that the contract obligations are met.

Working closely with clinical and administrative staff to ensure that Trust properties are designed and equipped to support the delivery of high-quality patient care.

Overall, the Associate Director of Infrastructure: Estates role is critical to ensuring that Trust properties are well-maintained, safe, and fit for purpose, and that they support the delivery of high-quality healthcare services.

Ensure the MY Health Estate Strategy and supporting development control plans are regularly reviewed in conjunction with developments in corporate and clinical services.

Produce and recommend action to continuously improve estate management performance.

Lead the Estate Management Services teams ensuring that a continuous performance improvement culture is embedded and sustained across all trust sites.

Set and check estate maintenance and professional works standards across the Trust property portfolio.

Advise the Trusts Directors and Senior Managers on all aspects of Estate Management.

Work in partnership with Directors and Service Leads to develop and deliver the MY Health Estate strategic plan.

Deliver an effective, comprehensive, multi-disciplined Estate Maintenance, Capital Projects and PFI Contract Management and Performance Services ensuring compliance with all relevant regulatory, advisory, financial, and service frameworks.

Ensure that the Private Finance initiative contract between the Trust and private sector companies is properly managed and that the contract obligations are met.

Direct the Estate Management Services following the Trusts corporate policies, strategies, and vision, emphasising the cultural changes and innovations essential to modernising health care and an improved patient experience.

Direct and support the Head of Sustainability to develop and implement the MY Green Plan, including the energy and decarbonisation strategies so key target areas are delivered in line with NHS Estates best practice guidelines.

Planning and implementing service improvement and modernisation in line with local, national and industry best practice.

Function as an ambassador and advocate for the Trust; link and build successful working partnerships with external stakeholders and using advanced leadership and influencing skills, take part in local and regional strategic estate development.

Manage key strategic and operational estate change management programmes and key projects for the Trust, and ensure the Division achieves its goals.

Ensure all applicable support services, including contracted out services, deliver high-quality, cost-effective services.

Ensure effective systems are in place to manage and report on the consumption of energy and utilities.

Support and develop the Estates database to enhance the quality of Estates Information available to the Trust and NHS bodies.

Ensure that building and engineering work carried out in the Trust is of a suitable professional and technical standard and is in line with industry best practice, national requirements, and Trust Policy.

Manage the regular inspection and assessment of existing building and engineering services, to ensure current standards are kept and/or enhanced.

Ensure the safe operation of all building and engineering plant and services.

Assess the risk associated with buildings, engineering services and activities, and ensure that robust mitigation plans exist for all identified risks.

Develop and review Emergency Preparedness and Business Continuity plans relating to the building and engineering services. Have suitable and sufficient disaster recovery management arrangements in place.

Work with clinical and non-clinical colleagues on business case submissions to support the need for capital investment.

Ensure that competitive tendering and quotation processes are carried out following Standing Orders and Financial Instructions.

Lead and manage the process of design, construction, and technical commissioning of capital schemes.

Carry out post project reviews of capital schemes in conjunction with relevant service managers.

Work in conjunction with the Facilities Services, Digital and Medical Physics to ensure the service develops in-line with best practice and the needs of the Trust.

Ensure that all estate fire and security related risks are assessed, managed, and minimised in conjunction with the specialist leads.

Ensure that regulatory requirements are adhered.

Develop and improve estate Health & Safety Standards within the Trust.
