Job responsibilities
The Senior Operational Manager will be
accountable to the Associate Director of Infrastructure for Estate and will be
the lead for all Estate specialisms, including pressure systems, lifting
operations and lifting equipment regulations, asbestos, legionella, water
systems, low voltage, high voltage and piped medical gases, minor new works
team, compliance, CAFM and the Stores Teams and assuming responsibilities of
the authorised persons role as required.
Ensure the comprehensive provision of safe and
effective Estates services to statutory and legal requirements, technical and
safety standards and NHS guidance, within the assigned areas and sites of
responsibility and across the whole Trust as appropriate.
Ensure that there are systems in place to
maintain plant and equipment in a compliant state and that unnecessary and
unplanned downtime is prevented.
Develop, document and communicate and manage
KPIs in conjunction with peers and the management team.
Ensure contractors deliver reactive maintenance,
ensure that areas/items of equipment are made safe and fixed in a timely
manner, provide communication and updates to clinical staff and other
stakeholders as appropriate.
To meet with a range of Trust stakeholders such
as non-specialist senior managers, clinicians and capital project managers to
agree interruptions to service(s).
To meet with external bodies in relation to
compliance issues statutory equipment and plant suppliers, NHSI/E, HSE and
contractors.
Support the preparation of reports for
governance meetings (such as Water Safety Group etc) to demonstrate compliance
with statutory requirements, reactive works trends and risk management.
Support the Associate Director of Infrastructure
for Estate to conduct, arrange and or manage periodic audits of estates maintenance
work to ensure compliance (both contractual and statutory) and that work is
completed top a high quality across all Trust sites. Ensuring there are systems in place for
customers to notify of new issues and any quality failings.
Participate, contribute and support as required
in assessing and completing strategic and operational risk management in the
maintenance of the Estates assets.
Produce comprehensive reports for communicating
to all levels within the Trust including Executive Committees and Trust Board.
Provide leadership, advice, and support in
Operational Estate Management across the Trust.
Ensure that all estates related activities
undertaken, whether by the estates department or the wider Trust, adhere to
Trust policies and procedures.
Ensure the trust remains compliant with all
energy related environmental and sustainability legislation and regulations at
all times.
Carry out operational management of the Trusts
Building Management Systems to ensure they are fully optimised in minimising
energy consumption.
Ensure data collection, collation and analysis
for monthly performance reporting on energy, facilities performance, contractor
KPI performance, value for money on contracts.
Support the production of an annual Statement of
Assurance on the compliance, efficiency and value for money of Energy and
Utility services delivery.
Ensure ERIC data is collected, compiled and
submitted on time; annually or as required.
Advise capital investment project managers on
proposed engineering solutions assessed against Trust objectives. Witness and sign off on completion of the
works in line with HBN (and HTM) guidance.
Act as the Soft Landings champion for capital
work projects, ensuring that PPM maintenance and compliance tasks are loaded to
Trust CAFM system.
Plan and organize minor works and the backlog of
capital works ensuring correct procedures are followed and patient safety is
maintained.
Ensure a good working relationship with
customers.
Manage the available resources to provide a
priority-based estates service, 365(6) days per year and 24-hours per day. The service provided must be flexible,
responsive and high-quality. This may
include proposing new ways of working.
Participate in a 24/7 management on-call rota.
Actively engage clinical and infection control
teams to ensure the spirit and intent of standards and CQCs lines of enquiry
are fully satisfied.
Maintain and respect patient confidentiality,
privacy and dignity and equality and diversity at all times when carrying out
your duties.
To participate in the Patient Led assessments
ensuring agreed Estate actions are completed in a timely manner.
The Senior Estates Manager will be accountable
to the Head of Operations, and will be the lead/manage for all Estates

Stores Team and assuming responsibilities of the authorised persons role as

Maintaining the upkeep of the Permit to Work
system employed across the Trust, used to ensure the appropriate control and
management of third parties on site.
Encourage and develop a culture within the department
to ensure the highest levels of customer service are demonstrated by the
Estates Department.
Adopt a highly visible approach to all building
and infrastructure related schemes to actively promote the Estates department.
Assist the Head of Operations to implement the
Estates Strategy and pro-actively recommend changes to both the Estates
Strategy and departments Risk Register.
Represent the department at various forums
within the Trust and external bodies.
Ensure the PPM programme is delivered in a timely,
effective and efficient manner.
Responsible for a system to identify and respond
to reactive requests, so that there can be effective resolution of all an any
emergency situations that effect the operation of engineering services.
Attend meetings with contractors, Clinical and
non-Clinical staff at all levels and act as Chairperson where required and
taking and distribution of meeting notes as required.
Responsible for the preparation of regular
reports, including facts and recommendations on plant status, energy
efficiency, emergency situations, personnel issues, service failures, labour
performance, progress on specific schemes, financial matters and any other
items/subjects as might be required.
The management of external contracts which
complement the internal delivery of operational services. This will include providing and receiving
highly complex information and negotiating.
Liaise and work effectively with the Capital
Team, to ensure in-house support is available when required for service
shutdowns as they affect capital schemes.
To provide support to the capital team as when required.
To lead change towards the development of a
flexible, responsive customer focused service, which is integrated Trust wide.
Develop effective partnerships with clinical
staff and an environment within which all staff within Estates have an
opportunity to influence the management, planning and development of services.
Develop effective partnership with appropriate
managers from other directorates and corporate services to maintain ongoing
management and implementation of developments for Estates Services.
Support the development, fostering and
encouragement of open and consultative relationships with representatives of
external bodies and interest groups to ensure Estates are responsive to
external needs/pressures and respond appropriately to the demands placed upon
it.
On engineering and building related issues lead
the process of identification of cost improvement plans and or income
generation opportunities for the Directorate, ensuring consistency with
corporate objectives and directorate needs.
Ensure proposals are communicated within the
Directorate and across the Trust as necessary, with engagement secured from
other Estates teams and/or operational Trust managers for opportunities to be
implemented.
Daily monitoring and adjustment as required of
planned and reactive works.
Development processes for the analysis and assessment
of highly complex standards of service comparative information in order to
ensure that Estates Services meets the standards in service agreements with
clinical divisions and adds value patient care and clinical outcomes.
To be responsible for the preparation and
submission of Estates data for all mandatory returns to NHS Estates and other
external bodies, undertaking building quality audits, completing the Premises
Assurance Model, ERIC returns and validity of information held in the
electronic systems used to support the Estates function including but not
exhaustive to Building Management System (BMS) Computer Aided Drawing (AutoCad).
To ensure all Healthcare Technical Memorandums
(HTMs), Building notes, British Standards, H&S at work act etc. are
conformed to.
To manage and undertake the assessment of
engineering and electrical plant and equipment and producing relevant
Preventative Maintenance procedures and schedules in accordance with
legislative requirements and manufacturer recommendations, producing plan
replacement programs and life cycles.
